Note: Before proceeding with the procedure, proper lineups to / from the tanks and rail racks must be made. The appropriate drawings should be reviewed (referenced at end of procedure) by the Pumpers to ensure that proper lineups have been made to/from the appropriate tank and the rail rack.

1.______Inspect and prepare the tank car

1.1Inspect the rail car for damage.

1.2Set the blue caution signs on the track, just west of the #1 loading spot and just east of the #6 spot. Pull the break and set the chalks.

1.3Climb onto the loading rack and lower the walkway to gain access to the rail car.

1.4Remove the dome lid pin and raise the lid.

1.5Check the rail car outage to make sure that the tank is empty.

CAUTION: Never stand over the gauging stick when gauging an LPG rail car. Pressure on the LPG car may cause sliding gauges to pop up when released. Keep one hand on the stick to keep the gauge from sliding up unexpectedly.

2.______Hook up the rail car

2.1Make sure the valves on the liquid and vapor hookups are closed. With the pipe wrench, slowly loosen the plugs on the liquid hookups and one vapor hookup. This is to safely release any pressure that may have built up.

2.2Use both of the liquid arms for loading. Screw the fittings into the liquid hookups. (The liquid lines point to either end of the rail car.) Tighten the fittings with a pipe wrench.

2.3Screw a fitting into the vapor hookup. (The vapor lines face the sides of the rail car, perpendicular to the liquid lines.) Tighten the fitting with a pipe wrench.

2.4Take the liquid loading arms from the rack and screw them into the straight fittings. Tighten the connections by striking the collars with the brass hammer.

2.5Take the vapor arm from the rack and screw it into the elbow fitting. Tighten the connection with the brass hammer.

2.6Double-check all connections to ensure that they are tight.

3.______Line up the loading rack

3.1Open the normal vapor line on the loading rack.

3.2Open the normal liquid line on the loading rack.

3.3Open the liquid and vapor valves on the tank car.

3.4Tighten any leaking connections.

4.______Line up the compressors (See the Pre-Requisites)

Note: If either of the new Compressor (24-06–036/037) are being used during this Procedure, at least two Rail Cars must be lined up for each of the new Compressors being used.

4.1Open the normal vapor line going to the loading rack.

4.2Open the propane vapor line coming from the storage tanks.

4.3Raise the handle on the compressor to the vertical position.

5.______Purge the rail car

5.1Run the compressor for 15 minutes.

5.2Shut down the compressor.

5.3Close the valves you opened in steps 3 and 4.

5.4The rail car may now be loaded with propane as per standard procedure.

PROCEDURE INFORMATION

PURPOSE

This procedure details the steps necessary to purge an LPG rail car. Propane purge of a rail car is performed to remove butane vapors from the car. This is done to improve the quality of propane or propylene when it is loaded onto the car.

PREREQUISITES

Department of Transportation preloading or unloading requirements must be met. DOT requirements are posted at the loading rack.

If either of the new Compressor (24 - 06 – 036 / 037) are being used during this Procedure, at least two Rail Cars must be lined up for each of the two new Compressors being used.

RESPONSIBILITY

It is the responsibility of the Pumper Number 3 to carry out this procedure in a safe and timely manner.

MATERIALSAND EQUIPMENT

24" pipe wrench, brass hammer, wheel chocks, caution signs, Department of Transportation liquefied petroleum gas load placards.

SAFETY

Special or Unique Hazards:. Make sure that all connections are tight and do not leak. Do not leave the pumper’s truck running. Exercise caution while on the elevated loading rack. Never drop tools from the rack. Do not leave the rail car unattended while it is loading or unloading.

Administrative Controls:This procedure is a control to ensure that the rail car is purged safely and efficiently.

Personal Protective Equipment (PPE):Normal Tank Farm personal protective equipment must be worn at all times. This includes hard hats, fire retardant clothing and safety glasses. Additional protective equipment may be required per permit requirements.

Quality: Product used to purge the car must be of suuficient quality to prevent off spec product when the car is loaded.

LPG is a vapor at atmospheric temperature and pressure / Fumes or mists can be irritating to the skin eyes and respiratory tract and can cause drowsiness, headache, and nausea. Overexposure to vapors can lead to unconsciousness or convulsions, bronchopneumonia, and even brief inhalations of high concentrations can cause fatal pulmonary edema.
LPG Liquid causes freeze burns upon contact to skin or eyes.
Hydrocarbon vapors can burn or explode on contact with a source of ignition in the presence of air or oxygen. / In case of skin contact with liquid LPG immediately wash with tepid water. If freezing burns have occurred, apply bulky, dry, sterile bandage and get medical attention.
In case of eye contact, immediately flush eyes with water for 15 minutes including under the eyelids, and see a physician.
If swallowed see a physician, do not induce vomiting.
If inhaled, remove to fresh air. If not breathing, give artificial respiration. See a physician
