Checklist for Reviewing Requests for Vendor Permits (Ordinance 96-8)

[ Note: Permits will be issued by Planning, but we have to provide technical support ]

Check the Location Requested by the Applicant

This portion will be done by Planning but verified by Current Development.

Within Downtown Business Zoning District or for Prohibited Streets

Vendors prohibited except per section 6801B.2.

 Within Schools

Criteria for Approval

 Has to satisfy State requirements for compulsory education.

 Must meet all licenses required by the State law or County ordinance.

Within Private Property

Motorized Motor Vehicles: Criteria

 Allowed only at construction sites.

 Conditions:

1. Can stop at construction sites for 30 minute maximum without moving to a new location at least 300 feet.

2. May not return to a location where they have previously stopped to vend within three (3) hours.

Non-Motorized Vehicles: Criteria

 Vendor carts allowed on private property only by City use permit, Zoning Administrator's permit and on construction sites by Administrative Occupancy Permit.

 Conditions:

1. At construction sites vendor carts may not stop for no more than 30 minutes without moving to a new location where they have been previously stopped to vend within the previous three (3) hours.

Checklist for Reviewing Requests for Vendor Permits (Ordinance 96-8)

Within City Parks, Recreation Areas, City Facilities

Criteria

 Must be licensed by the City as a concessionaire.

 Use permit may be required (check with Planning).

This portion must be performed by Current Development.

Visit the location.

Check the width of the street.

Check the speed limit. If the traffic volume exceeds 15,000 average daily vehicles or a posted traffic speed of 35 miles per hour or more; recommend disapproval. (See attached sketch.)

Check if issuing the permit will constitute a safety hazard.

Check potential impact on the sight distance.

Verify the size of the vendor wagon and check the maneuvering space.

Check the type of neighborhood (commercial, industrial, and residential).

 Prepare memorandum and send to Planning enumerating your recommendations.
