Amanda joined the meeting at 7:24 p.m. and updated Council on her plans for a Day Care Center in Hay Lakes.
Danielle Duncanfrom Hay Lakes Neighbourhood Watch
Danielle joined the meeting at 7:33 p.m. to update Council on the Neighbourhood Watch group that has been formed in response to the recent home/garage/business invasions in the Community.
Danielle left the meeting at 8:55 p.m.

2016 Interim Budget
Appointment of Assessor
Gas Franchise
Moved by Councillor Leight to renew the Franchise Agreement with Alta Gas with a Franchise Fee of 4%.

Camrose County – 2016 Development Agreement
Moved by Councillor Schultz to renew the Development Agreement with Camrose County for 2016.
CARRIED
Moved by Councillor Schultz that the Village file an objection to this development due to the proximity of the development to the Village of Hay Lakes and that it is in contravention of the Village of Hay Lakes Land Use Bylaw.

Fire Truck – Discussion regarding potential disposal of one of the “unused” Fire Trucks being stored outside the Fire Hall

Meeting on February 29th, 2016
Library
Council discussed the possible appointment of a new board member. There is some confusion as to whether a board member can also sit as a member of the Friends of the Library Board and exactly what the functions are of the two boards. Deputy Mayor Yearwood is going to do some checking and report back at the December meeting. This appointment has been tabled pending further information.

The next Pancake Breakfast fundraiser will be on Sunday January 31, 2016 starting at 8:00 a.m. in the Seniors center.

Council reviewed and discussed the proposals received for the Waste Removal Contract.
