IAWG Disaster Risk Reduction & Climate Change sub group, Dec 2015
Purpose of the Sub group
To share Evidence-based learning and Build consensus through dialogue and networking in order to Influence DRR and Climate Change policy and practice in East and Central Africa while helping to Bridge the Humanitarian – Development divide
Objectives
Theme / ObjectiveEvidence-based decision making in DRR & Climate Change programming & practice /
- Develop a collaborative framework for Operational research in DRR & Climate Change
- Collaborate in conducting Operational research in DRR & Climate Change & disseminate findings to stakeholders
Regional cross border / boundary disaster risk assessment /
- Promote use of existing risk mapping by individual organisations, national and regional bodies
- Develop a common understanding and unified approach for hazard & risk mapping
- Sharing early warning information with stakeholders
DRR and Climate Change governance /
- Promote understanding of DRR & Climate Change policies, conventions and frameworks within the IAWG DRR-Climate Change membership
- Promote contextualisation of global frameworks at regional and national levels among relevant stakeholders
- Promote cross sharing of experiences in East African Community & IGAD region
Resource mobilisation /
- Mobilise resources for DRR-Climate Change working group with IGAD & EAC
Structure
The DRR – Climate Change sub group is accountable to the Inter Agency Working Group based in Nairobi. The sub group will have the following structure:
- Chair & Co-chair who take responsibility for convening and facilitating meetings as well as distributing relevant information among members including meeting minutes. Chairs will be elected by members and hold office for 6 months
- Secretariat (IAWG Coordinator) will take responsibility for meeting arrangements, drafting and circulating minutes, updating the group contact list & keeping the DRR-CC web page up to date
Sub groups
Three Sub groups made up of interested members of the main group will meet at least every 2 months (alternate months to the main meeting) and regularly feedback latest developments. These are:
- Evidence-based decision making in DRR & Climate Change programming & practice
- Regional cross border disaster risk assessment
- DRR and Climate Change governance
Each group will have an agreed lead, who will coordinate meetings and ensure that outputs are fed back to the main group.
Way of working
The elected chair and co-chair will facilitate good communications with the group members in order to coordinate activities and best represent the group through:
- Meetings every 2 months in Nairobi – with agreed agenda and circulated minutes
- Ad hoc meetings for specific purposes
Membership
The group is open to all IAWG members plus invitees such as Govt staff, NGOs, UN agencies, Donors, private and public institutions with an interest in DRR and / or Climate Change. Requests for inclusion will be forwarded to the chair and co-chair who will consult with members before communicating decisions at the next meeting. The group contact list will then be updated.
