National Coordinating Board Representative (NCB Rep)

Job Description and Responsibilities

The NCB Rep:

  1. Is elected by the Board of the YWCA Pacific Region for a two-year term at the Annual Meeting held in April (or as determined)and may be re-electedfor up to two subsequent and consecutive two-year terms.
  2. Is not a paid position and serves at the pleasure of the YWCA Pacific Region
  3. Serves as the agent for the YWCA Pacific Region and is a conduit for information from the region to NCB and from NCB to region.
  4. Attends all meetings of YWCA USA Regional Council and YWCA USA National Coordinating Board (NCB)
  5. Facilitates involvement of others from YWCA Pacific Region to NCB committees and projects
  6. Serves on NCB committees or ad-hoc assignments as needed
  7. Exercises the legal and fiduciary responsibilities of trusteeship as a member of the NCB as outlined in the YWCA USA Bylaws, section IV.
  8. Is an ex officio member of YWCA Pacific Region Executive Committee and attends meetings/conference calls, excluding executive sessions
  9. Provides written reports to the region on outcomes and information regarding the proceedings of NCB meetings.

Necessary YWCA Experience and Eligibility

  1. NCB Repfor the YWCA Pacific Region must meet the qualification requirements as set forth in the YWCA USA bylaws, which state, "The two (2) individuals elected to the National Coordinating Board by the Local Associations affiliated with a Regional Council must meet the following requirements: both individuals must be voting members of a Local Association affiliated with the applicable Regional Council, and at least one (1) of the individuals must be a YWCA Volunteer." As defined in YWCA USA bylaws, a YWCA Volunteer "shall be an individual who is neither an employee nor an independent contractor of a Local Association, Regional Council or the YWCA
  2. Must have served at least one year on the board or on a committee of the YWCA Pacific Region.
  3. Must possess a demonstrated understanding of, commitment to, and action toward the fulfillment of YWCA USA mission and purpose.

The NCB Rep must possess the following:

Strong communication skills that include an established reputation for:

-excellent listening and information processing skills

-effectively transmitting and articulating complex information

-adept at presenting and engaging discussion with groups of diverse stakeholders

Problem solving skills; demonstrated capacity to:

-comprehensively analyze issues

-generate relevant and actionable solutions

-build an action base strategy to effect solutions

-work productively in situations involving conflict

-focus on outcomes for the “common good”

Personal capabilities:

-global thinker

-decisive and proven leader

-mission-driven

-courageous in convictions, while open to new ideas

-consistently operates with the highest levels of integrity and professionalism

Availability

  1. Must attend YWCA Pacific Regionboard meetings
  2. Must attend YWCA USA NCB meetings
  3. Will serve on committee(s) of NCB as needed
  4. Will commit a minimum of two days each month to NCB Rep responsibilities
  5. Is committed to be available for tele-conference, video conference and in person meetings as may be necessary to fulfill NCB Rep responsibilities
  6. Is able to travel and fully execute the duties of the position immediately following travel
  7. Has immediate access to telephone, internet and email communications and is committed to use of these communication tools.

Accountability

Reports directly to President of the YWCAUSA Board.

Compensation and Expenses

  1. Expenses related to the performance of NCB responsibilities are managed by and the responsibility of YWCA Pacific Region in accordance with established policies.
  2. Out of pocket expenses incurred by the NCB Repin the performance of responsibilities may be reimbursed in accordance with the financial policies established by the YWCA Pacific Region. Unauthorized expenses or expenses in excess of established guidelines are the responsibility of the NCB Rep.
  3. At the sole discretion of the Board of Directors of YWCA Pacific Region, the NCB Rep may or may not be included in meetings, conferences, trainings or other functions as may take place.
  4. It is the responsibility of the NCB Rep to establish in advance of attendance to any YWCA USA or YWCA Pacific Region function whether or not attendance is in accordance with the responsibilities of the NCB Rep.
