SAILING INSTRUCTIONS – Dinghy Regatta

1 RULES

1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2013-2016.

1.2 No national authority prescriptions will apply.

1.3 The following Class Rules shall apply.

The International Optimist Dinghy Association

The International Laser Class Association

The Class Rules of any other class entered in the regatta

2 NOTICES TO COMPETITORS

Notices to competitors will be posted on the official notice board located at the RMYC.

3 CHANGES TO SAILING INSTRUCTIONS

Any change to the sailing instructions will be posted at least one hour before the start of races affected by that change.

4 SIGNALS MADE ASHORE

4.1 Signals made ashore will be displayed at the RMYC..

4.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 30 minutes’ in the race signal AP.

5 SCHEDULE OF RACES

5.1 Optimist Classes;-

Saturday 28th May 11.00 hrs First Warning Signal for First race of the day.

Sunday 29th May 10.30hrs First Warning Signal for First race of the day.

5.2 A Maximum of 6 races in each class is planned with up to 4 races on any day, depending on weather conditions.

5.3 When there has been a long postponement and when more than one race (or sequence of races, for two or more classes) will be held on the same day, the warning signal for the first race and each succeeding race will be made as soon as practicable. To alert boats that a race or sequence of races will begin soon, an orange flag will be displayed with one sound for at least four minutes before a warning signal is displayed.

5.4 On Saturday, no warning signal will be made after 16:30hrs, while on Sunday no warning signal will be made after 14.30 hrs.

6 CLASS FLAGS

Class flags will be:

Optimist Class White Flag bearing a blue IODA logo.

All Laser Classes Yellow flag bearing the Laser logo

Other Classes IC Code Flag F (Foxtrot)

7 RACING AREAS

7.1 The racing areas shall Marsamxett and waters of Sliema Sea Front.

8 THE COURSE

8.1 The diagram in Appendix A shows the course, the order in which marks are to be passed, and the side on which each mark is to be left.

9 MARKS

9.1 Turning Marks shall be inflatable cylindrical Marks.

9.2 The Start/Finish mark will be a round Orange buoy with an Orange Flag, except when a separate finish mark is used when it will be round orange buoy with a Blue Flag.

9.4 A race committee boat signaling a change of a leg of the course is deemed to be a mark of the course.

10 AREAS THAT ARE OBSTRUCTIONS

10.1 None defined.

11 THE START

11.1 Races will be started by using rule 26 with the warning signal given 5 minutes before the starting signal.

11.2 The starting line will be between the race committee signal boat Orange Flag at the starboard end and a buoy, with an orange flag, at the port end.

11.3 Boats whose warning signal has not been made shall avoid the starting area.

11.4 A boat starting later than 4 minutes after her starting signal will be scored Did Not Start. This changes rule A4.

12 CHANGE OF THE NEXT LEG OF THE COURSE

12.1 See RRS 33.

13 THE FINISH

13.1 The finish line will be between committee boat and a buoy on the starboard side with a BLUE flag.

13.2 The race committee may shorten the course at any turning mark by finishing sailors as they pass between the committee boat displaying a BLUE flag and the nearby mark.

15 TIME LIMITS

15.1 Time limit for each race is 60 minutes.

15.2 Boats failing to finish within 15 Mins after the first boat, sails the course and finishes, will be scored Did Not Finish. This changes rules 35 and A4.

16 PROTESTS AND REQUESTS FOR REDRESS

16.1 Protest forms are available at the race office. Protests shall be delivered there within the protest time limit which is 60 minutes after the last boat has finished the last race of the day.

16.2 For each class, the protest time limit shall be posted on the official notice board as soon as practicable after the last race of the day. The same time limit applies to protests by the race committee and protest committee about incidents they observe in the racing area and to requests for redress.

This changes rules 61.3 and 62.2.]

16.3 Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the Race Office located at the MYSC.

16.4 Notices of protests by the race committee or protest committee will be posted to inform boats under rule 61.1(b).

16.5 A list of boats that, under instruction 14.1, have acknowledged breaking rule 42 or have been disqualified by the protest committee will be posted before the protest time limit.

16.6 Breaches of instructions 11.3, 18, 19.2, 22, and 23 will not be grounds for a protest by a boat.

This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides.

16.7 On the last day of the regatta a request for reopening a hearing shall be delivered

(a) within the protest time limit if the party requesting reopening was informed of the decision on the previous day;

(b) no later than 30 minutes after the party requesting reopening was informed of the decision on that day.

This changes rule 66.

17 SCORING

17.1 The Low Point Scoring system shall be used.

17.2 Three races are required to be completed to constitute a series.

17.3 (a) When fewer than FOUR races have been completed, a boat’s series score will be the total of her race scores.

(b) When Four to Six races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

18 SAFETY REGULATIONS

18.1 No boats are to be launched without the approval of the Beach master.

18.2 A boat that retires from a race shall notify the race committee as soon as possible.

19 REPLACEMENT OF CREW OR EQUIPMENT

19.1 Substitution of competitors will not be allowed.

19.2 Substitution of damaged or lost equipment must be notified to the race committee at the first reasonable opportunity. The original damaged item and the new equipment must be presented to the race committee for measurement. A sailor may be disqualified if the replacement equipment is not within class measurements.

20 EQUIPMENT AND MEASUREMENT CHECKS

A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee measurer to proceed immediately to a designated area for inspection.

21 OFFICIAL BOATS

Only Official boats are allowed on the course.

22 SUPPORT BOATS

Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or the race committee signals a postponement, general recall or abandonment.

23 RADIO COMMUNICATION

A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

24 PRIZES

Prizes will be given to the First, Second and Third in each Class of five or more boats and First and Second in a class of four boats.

27 DISCLAIMER OF LIABILITY

Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

Novice class shall always sail course 1, irrespective of the course flag displayed.

ALL MARKS ARE LEFT TO PORT.

The course to be sailed shall be indicated by the Committee Boat displaying Code Flag 1 or 2 or 3, without a sound signal, at least 5 minutes before the Start.
