Contract Opportunity Description:

Scope
In accordance with Heating, Ventilation and Air-Conditioning (HVAC) chapter of the California Long-Term Energy Efficiency Strategic Plan (Strategic Plan), the California Public Utilities Commission (CPUC) directed the California Investor-owned Utilities (IOUs) to create and oversee with Energy Division (ED) the Western HVAC Performance Alliance (WHPA). As a communication and coordination entity for HVAC energy-saving collaboration among IOUs, ED, other state and local government entities, and a broad set of HVAC industry and market stakeholders, the WHPA is chartered 1) to champion (coordinate, guide, prioritize, track and facilitate the implementation and evolution of) the HVAC Action Plan in support of the Strategic Plan and 2) to provide input into IOU HVAC Energy Efficiency (EE) Program efforts.

Pre-Qualification for Services Contract for

Western HVAC Performance Alliance (WHPA) Support Services for 08/2013-12/2014

Scope

Task 1: WHPA Project Management and Operations

Task 1-1: Membership Support

Task 1-1 Deliverables:

1-1.1  Maintain membership data

1-1.2  Maintain new member registration and welcome process.

Task 1-2: Committee Support - call/meeting hosting, support, record keeping and report development.

Task 1-2 Deliverables:

1-2.1  Maintain tracking report (Volunteer Hours Report and New WHPA Registrants and Committee Participation Summary), updated monthly and organized by hierarchical structure, of all membership of Executive Committee, Council of Advisors, Committees, Subcommittees and Working Groups.

1-2.2 Maintain an on-demand printable calendar detailing all planned calls, meetings, and other WHPA-organized events.

1-2.3 Provide committee support for up to twenty (20) group calls/meetings per month of WHPA teams and up to an additional fifteen (15) ad hoc meetings per year.

1-2.4 Provide content planning and logistics support for two full-day, in-person strategic planning meetings per year of the Executive Committee and Council of Advisors, including an approximately two-hour open public meeting component.

Task 1-3: WHPA-supporting website and marketing communications - website maintenance and content management, development and distribution of communications

Task 1-3 Deliverables:

1-3.1 Maintain public access and availability to existing WHPA Website www.performancealliance.org, including any necessary supporting Web hosting and maintenance services.

1-3.2 Update WHPA website content on an as-needed basis with a not-to-exceed quarterly task budget approved by IOU contract manager.

1-3.3 Update a maximum of two (2) times per year, WHPA Website information on HVAC industry infrastructure and stakeholder data for use by committees.

1-3.4 Develop & distribute at least six (6) e-newsletters during contract term -- four (4) quarterly and two (2) special topic or additional quarterly -- sent to members and extended list of internal and external stakeholders.

Task 1-4: Project Management – project management support to manage scope, resources, timeline and budgets/invoices between Consultant and IOU contract manager.

Task 1-4 Deliverables:

1-3.4 Develop Monthly progress discussions and detailed time sheets provided to IOU Project Manager.

Task 2: Enable and Facilitate WHPA Input into IOU Programs

Task 2-1: Member Input Support – facilitate input into current and future IOU program plans from WHPA members directly and via group committee structure.

Task 2-1 Deliverables:

2-1.1 Semi-annual Consultant staff discussions with Statewide IOU team to assess priorities for current program input. Minutes of each meeting noting key decisions and action items. Three (3) discussions during contract term, with a report by the end of each calendar year.

2-1.2 Consultant staff discussions with Statewide IOU team to assess priorities for the next program period (expected 2015 start) input. Minutes of each meeting noting key decisions and action items. Three (3) discussions during contract term, with report by the end of each year.

2-1.3 Quarterly, Consultant to assess status of the focus of the Executive Committee and up to six (6) Committees on providing current and future IOU program input. Consultant is to intervene with committee chairpersons to help correct/guide as necessary. Assessment and activity reports each quarter for each of the six (6) WHPA committees, plus Executive Committee.

Task 3: Enable and Facilitate WHPA as Strategic Plan and Action Plans Champion Network for HVAC Topics

Task 3-1: Track Status of HVAC Topics in Strategic Plan and Action Plans

Task 3-1 Deliverables:

3-1.1 Track and record progress on HVAC topic implementation of Strategic Plan and Action Plans. Report by October of each year.

Task 3-2: Coordinate HVAC Topic Input into Strategic Plan and Action Plans and Enable WHPA to Facilitate HVAC Topic Implementation of Action Plans

Task 3-2 Deliverables:

3-2.1  Four (4) staff discussion calls during contract term together with both Statewide IOU team and CPUC Energy Division Staff to assess priorities for HVAC-topic implementation progress of Action Plans.

3-2.2  At least quarterly Consultant staff engagement with Executive Committee, Council of Advisors and an additional six (6) WHPA committees, to assess status of, and correct/guide if necessary, the focus of each committee to enable the WHPA to facilitate HVAC topic implementation of Action Plans. Assessment and activity reports each quarter for each of the eight (8) WHPA groups indicated.

Task 4: Identify, Enable and Facilitate WHPA Key Initiatives

Task 4-1: Proactively work among and across WHPA teams–Executive Committee, Council of Advisors, Committees, Sub-committees and Working Groups, individual members, the broader HVAC industry and other stakeholders to identify cross-cutting themes, topics and issues of significance for improving demand-side energy management in California. Enable and facilitate cross-communication and about such topics among WHPA groups and stakeholders.

Task 4-1 Deliverables:

4-1.1  Develop and maintain an ongoing set of potential key initiatives, along with initial basic analysis of expected qualitative and/or quantitative impacts, possible resources needed, and prospective next steps. Report of Task 4 activities and key initiative analysis and status update to be given by Consultant during at least ten (10) WHPA Executive Committee meetings during contract term.

Task 4-2: Lead, facilitate and project-manage the set of top priority key initiatives that fit within the Project NTE budget and as decided and directed by the WHPA Executive Committee. The Task 4 Key initiatives NTE budget should be set between 18%-25% of the total WHPA support services contract budget.

Task 4-2 Deliverables:

4-2.1  Work with the Statewide IOU Team, CPUC Energy Division staff and the WHPA Executive Committee to coordinate key initiative efforts and delegate action tasks to appropriate IOU staff, HVAC industry association staff, or other responsible persons in order to leverage existing resources already in place that have responsibilities related to the key initiatives. Deliverable(s) and due date(s) for each key initiative to be at the direction of the WHPA Executive Committee. Metrics used to track results of each key initiative to be proposed by Consultant, and reviewed and approved by both the WHPA Executive Committee and IOU contract manager.

Anticipated Schedule

Contract is planned to start August 1, 2013 and would extend for a period of seventeen months through December 31, 2014.
