-The Committee did not have a conference call in June.
II). Action Issue Items:
(a) EPA Non-Road Rule:
Doug briefed the Committee that EPA has finalized the Non-Road Diesel Rule as of June 29th. The final rule appeared to be relatively unchanged from earlier versions reviewed by the Committee.
II). Tracking Issue Items:
STAPPA Call
Cindy Heil briefed the Committee on the most recent STAPPA call.
The International Marine Initiative was discussed. This is an effort to explore international cooperation in the development of large marine engine emission standards and emissions certification.
EPA’s Clean Corridors proposal is intended to make ultra low-sulfur diesel fuel (15 ppm Sulfur) available along certain corridors by 2006, before the mandated 2007 implementation. States are urged to help identify and establish these transportation corridors and help coordinate fuel providers that will commit to the program.
Finally, a recent conference on controlling port emissions was discussed.
IV). Discussion
Sig Jaunarajs presented several topics for general information and discussion including:
a) Supreme Court Decision concerning the South Coast Air District (Los Angeles area) and Diesel Fleet Rules,
b) Supreme Court Ruling concerning Mexican Trucks,
c) NY Times article on greenhouse gas limits and fuel economy increases,
d) EPA's long-awaited proposal to require engine manufacturers to conduct in-use emissions testing of heavy-duty diesel trucks,
e) The stalled energy bill; what role will ethanol play in the nation's fuel; will an oxygenate waiver be granted for CA; EPA is considering reducing the number of "boutique" fuels and the effect of air regulations on fuel prices,
f) New Ozone non-attainment areas - what next for these cities.
