Pre-Council Work Session Minutes

February 27, 2017

PRE-COUNCIL: Work Session 5:00pm

A discussion and review of City Council agenda items, projects, department, committee, and board liaison reports, and task assigned for City operations and business.

All Members Presentwith exception to Leigh Hulsey.

Add to work session Miracle League -from the 02/13/2017 Work Session- Mary Chambliss was present. Mayor/Council advised they are on board with the Miracle League Project; the Mayor/Council are waiting on engineer reports to determine if Joe Parker Park will be the best suitable location. Once the engineer reports come in, and waterlines/sewer valuation of costs are determined we will place them on agenda for approval.

2. Update from Council Boards and Committee Business

  • Board of Adjustments AppointmentGreg Morton-

Laura Joseph advised she would like to see diversity in the future appointments. Harold Woodman advised that Jerome Dangerfield is also interested in serving on a board and should be considered as next stand by.

3. Presentation: David Reynolds-Foresitetowers-Proposal for Verizon Cell Tower- Will not be here tonight. Will be placed on March 13, 2017 work session.

4.Presentation: Mobilite-Master License Agreement between the City of Helena and Mobilite, LLC for Use of Public Rights-of-Way

Richard Frier was present to answer any questions. Contract/agreement attached to minutes.

Council/Mayor will have to present contract/agreement to legal. Mr. Frier advised they are looking at locations: 95/Spinnaker, Rolling Mill/1st Ave East/ Helena Road/Limestone Drive. Harold Woodman did ask if there was a clause appeal of new poles; would there be annual license fees; and what additional carriers if any would be added. Mr. Frier advised he would reach out and get the answers to those questions before the next meeting on 03/13/2017.

5.Councilman Woodman discussion about the Red Horse Fish- Harold Woodman advised he would like to promote Helena history and have the Red Horse Fish as the City Fish since it is unique to the city.

General discussion for the next council meeting.
