Subj: LETTER OF DESIGNATION, Operations Officer

Ref: USNSCC Regulation, Chapter 5, Section 4, subparagraphs 0544 and 0544.1

1. You are appointed as the Operations Officer.

2. Your duties and responsibilities are as follows:

The operations officer is responsible to the executive officer for the proper conduct of inspections, drills and other military evolutions conducted by the unit. Specific responsibilities include:

[a] Basic Functions:

[1] Training and supervising unit parade detachments, the color guard, drill teams, etc.

[2] Training and supervising the quarterdeck watch team, and for ensuring that smart quarterdeck etiquette is practiced by all hands.

[3] Ensuring accuracy and completeness of entries made in the quarterdeck log, and submission of the log to the commanding officer for approval and signature on a periodic basis.

[4] Ensuring that uniforms are worn in accordance with NSCC Uniform Regulations and meet high standards of cleanliness and maintenance.

[5] Transportation/Chaperones: The Operations Officer will ensure that appropriate vehicles and qualified drivers are available to transport all of the Cadets and adults for the respective activity. An appropriate number of male and female Officers and qualified adult chaperones (parents) will be assigned to each vehicle. An appropriate number of male and female Officers and adult chaperones will be assigned to supervise all activities.


[6] Maintenance: The proper security and cleanliness of spaces will be the responsibility of the Operations Officer.

[7] Planning: To the maximum extent possible, the Operations Officer is responsible for messing and berthing facilities, which will be arranged well in advance of off station over night activities. The Commanding Officer or designated representative (Operations Officer) will contact appropriate military or other authorities/vendors in the geographic area of the activity to arrange for messing and berthing, as required. Under normal conditions this may be arranged via the Regional Director of the area to be visited.

[8] Watch Standing: The Operations Officer is responsible for the conduct, training, and scheduling of all watch teams. The Operations Officer is responsible for the drafting of the Watch Bills.

[b] Duties and Responsibilities:


[1] Keep the Commanding Officer fully informed regarding the status of Administration, Operations, and Supply with in the Division.


[2] Coordinate and supervise the efforts of Department Heads and assistants.

[3] Assist in preparing the Annual Budget and Audit Report.

[4] Assign in writing all Officers and Midshipmen to their assigned billets.

[5] Serve as primary coordinator for all social activities and functions, which involve the Division.

[6] With the exception of personnel evaluations, sign "by direction" all Service Record entries, routine correspondence, and requisition forms, as necessary.

[7] Assume command in the absence of the Commanding Officer and the Executive Officer.

[8] Serve as an instructor or Escort Officer, as necessary.

[9] Perform all other duties as may be assigned by the Commanding Officer.

[c] Officer Organizational Relationships:

[1] Reporting: The Executive Officer reports to the Commanding officer in the performance of assigned duties.

[2] Subordinate: Department Heads and assistants report to the Operations Officer in the absence of the Executive Officer in the performance of assigned duties or on direction of the Commanding Officer and mission requirements.
