Data Quality. As a third-tier recipient of these data, OVAE must rely on the states and local programs to collect and report data within published guidelines. Improvements: OVAE has developed a data quality review process for states based on the Department's Standards for Evaluating Program Performance Data.
Target Context. The FY 2007 actual performance for the target demonstrated progress from the FY 2006 actual performance.
Explanation. As of 2000, data reflect the percentage of English literacy learners (adults with minimal English language skills) who demonstrated a level of English language proficiency needed to advance to the next educational functioning level. Educational functioning levels range from beginning-level English literacy through advanced-level English literacy. Target is difficult to meet due to large number of participants who are not literate in their native language and the large number of participants who stay in the program only long enough to acquire the language skills needed to enter the workforce.
Measure1.2of8: The percentage of adults in adult basic education programs who acquire the level of basic skills needed to complete the level of instruction in which they enrolled. (Desired direction: increase)1385Year / Target / Actual

Improvements: OVAE has developed a data quality review process for states based on the Department's Standards for Evaluating Program Performance Data.
Target Context. The program did not meet its target for FY 2007, and did not demonstrate progress from FY 2006.
Explanation. The program did not meet its2007 target. Although the target was not met, local programs continue to increase thehours of instruction students receive and to improve student retention, both critical factors in improving student literacy.
As of 2000, data reflect the percentage of adult education learners (adults with limited basic skills) who demonstrated a level of basic skill proficiency needed to advance to the next educational functioning level. Educational functioning levels range from beginning literacy through high school.

Target Context. The targets we negotiated and approved with OMB for a 15-year period.
Explanation. The 2007 target was exceeded. We believe part of the explanation for the increasewas improved data collection methods used by the states to collect and report on this measure.
As of 2000, the performance data reflect the percentage of adult learners with a goal to complete high school in secondary level programs of instruction who, upon exit, had earned their high school diploma or GED credential within the reporting period.

Target Context. The targets were negotiated and approved with OMB for a 15-year period. There was a spike in the 2007 actual data because of improved follow-up methodologies implemented by the states and training and technical assistance provided by OVAE.
Explanation.The2007 target was exceeded. Exceeding the performance target for 2007 was the result ofimproved follow-up methodologies implemented by the states and training and technical assistance provided by the Office of Vocational and Adult Education in transitioning adult students into post-secondary education and training opportunities.
As of 2001, the performance data reflect the percentage of adult learners with a goal of further education or training who, upon exit from adult education, enrolled in a postsecondary education or training program.

Target Context. The program exceeded its 2007 target. Exceeding the performance target for 2007 resulted from improved follow-up methodologies implemented by the states to collect and report employment.
As of 2001, performance data reflect the percentage of adult learners with an employment goal who, upon exit from an adult education program, obtain a job.

Data Quality.
As a third-tier recipient of these data, OVAE must rely on states and local programs to collect and report data within published guidelines. Improvements: OVAE has developed a data quality review process for states based on the Department’s Standards for Evaluating Program Performance Data.
Explanation.
The 2007 target was exceeded. Exceeding the performance target for 2007 resulted from improved follow-up methodologies to collect and report job retention.
This measure reflects one of the employment measures associated with the job training common measures initiative. Data shows those adult learners who, at program entry, are not employed and have a goal of obtaining employment and enter employment by the first quarter after exit, are still employed three quarters after exit, or who are employed at program entry, have a job retention goal and are still employed three quarters after program exit.

As a third-tier recipient of these data, OVAE must rely on states and local programs to collect and report data within published guidelines. Improvements: OVAE has developed a data quality review process for states based on the Department’s Standards for Evaluating Program Performance Data.
Explanation.
This measure captures only the Federal portion of Adult Education funds and does not take State or local funds into consideration.
Because states have 27 months to obligate grant award funds, final cost figures cannot be calculated until final financial reports are submitted, 30 months after the funds are awarded. For example final financial reports for the FY 2006 funds (PY 2006-2007) will be submitted on December 31, 2008, after which the cost per participant can be calculated.

Explanation.
This measure captures the average Federal cost for a student to advance to at least the next higher educational level in an Adult Education program, or to earn a high school diploma or GED credential.
