Standard Operating Procedure – Truck Operations during Rig Move

1. Purpose

The common thread throughout the SOP and HWD Policies and Procedures in general is the identification of responsibilities. This manual is intended to clearly and concisely identify the steps required by employees to complete any given operation in a manner that is consistent with Horizontal Well Drillers standards. It will document progressive steps required in sequence that are to be followed, an authorizing company department or position, and an author that is to be consulted if there are questions in any portion of the SOP standards.

2. Scope

ALL RIG PERSONNEL and ALL TRUCKING PERSONNEL

3. Prerequisites

Personnel are required to wear proper personal protective equipment, follow job safety rules, and have the appropriate experience and certifications to carry out their job functions satisfactorily.

4. Responsibilities

All personnel involved with this operation will abide by this procedure. Tool Pusher and Trucking Pusher will have ultimate accountability here to enforce, complete, and inspect all operations are completed in a safe manner and follows this procedure.

Only qualified, properly trained, and approved personnel are to operate handler or any other HWD equipment. Any personnel being trained on any HWD equipment are to be under direct supervision by qualified & approved personnel at all times-no exceptions. Personnel will not operate HWD equipment without direct supervision until they have proven competence and supervisor / trainer has signed off on training and it is approved by upper management.

5. Procedure

1.  Rig crews will complete and review a JSA on this procedure.

2.  Trucking personnel will complete and review a JSA on this procedure.

3.  Tool Pusher and Truck Pusher will be accountable that JSA is completed before any operation is started.

4.  A Safety meeting with all personnel from rig & truck crews will be completed outlining safety concerns and overall plan for the completion of this operation in a efficient and safe manner..

5.  Fall protection standards require 100% tie off of personnel over 4 feet regardless of job title. Truck beds over 4 feet in height will not be accessed without proper fall protection.

6.  Assure everything to be moved is disconnected properly and in a condition/secured/ready for movement onto trucks. If it is not disconnected and ready for shipping, Rig personnel will be responsible to complete that task before it is moved.

7.  Assure the trucks that are utilized are in good working order. Drivers utilizing trucks are required to perform a maintenance check of all safety systems and have a plan of action as to how the trucks are loaded so the cargo is secure and can be safely transported. Weight limits and specific capacities need to be observed as far as utilizing the truck for it’s specific intended manufactured task.

8.  Work that is conducted with a picker, crane, or forklift will be conducted in a safe manner consistent with the procedures that are in place for their operation. Load capacity and properly lifting to manufacturer standards is required.

9.  All loads will be properly spotted and trained personnel on site to conduct this operation when it is necessary.

10.  All loads will be set in place in a safe manner that allows for proper securement before transport.

11.  All loads once set into place and properly secured, which is dependent upon the load and trailer type will be inspected to assure they are secured in a manner that is acceptable to Department of Transportation Regulations and local Municipal restrictions. This inspection should be documented. Improper securement will result in disciplinary action for both the truck driver and truck pusher.

12.  The load is now ready for dispatch to the new location.

13.  Trucks will be provided with accurate and detailed directions concerning the route to be driven and instructions as to the location offloading instructions or staging area instructions. Drivers will abide by DOT rules and roadway laws during transport at all times.

14.  If a roadway incident occurs, the truck pusher will be contacted immediately for instructions to manage the problem.

15.  Once cargo is at the new site, cargo will be offloaded by the ground personnel on site.

16.  Truck driver will assure that all cargo has been accounted for and offloaded properly. Truck is now free to dispatch to next assignment.
