SPORTING REGULATIONS – GENERAL

1.1 /

Title & Jurisdiction

The 2018 Championship is organised and administrated by the British Racing And Sports Car Club (BRSCC) in accordance with the General Regulations of the Royal Automobile Club Motor Sports Association (incorporating the provisions of the International Sporting Code of the FIA) and these Championship Regulations.

The BRSCC reserve the right to amend or vary the Sporting Regulations in accordance with MSA Regulation [D 11.1.3] at any time before or during the Championship and further issue additional statements concerning the Regulations from time to time, subject to MSA approval, and all such statements will be issued by Championship Bulletin to the MSA and to all registered competitors by email or by post to the address detailed on the Registration Form, or by delivery to the competitor by hand. It is a condition of entry into the championship that all competitors, teams, team members and persons associated with any of the above agree to be bound by the Regulations including any amendments, variations or statements relating thereto.

1.2.3. / Championship Stewards

Any three Championship Stewards will constitute a quorum. In the event of any of the Championship Stewards listed above being unavailable or being unable to consider any particular matter due to a perceived conflict of interest, the organisers reserve the right to appoint an alternative Championship Steward or, if deemed to be necessary, more than one alternative Championship Steward.
G) 2.7 Championship Stewards may only adjudicate on any disputes, irregularities or appeals arising from the approved Championship regulations.
(G) 2.7.1 Championship Stewards are also empowered to consider any request from the Championship co-ordinator to penalise any Competitor for any breach of Championship regulations after holding a formal hearing to impose a penalty in accordance with C.2.1.1 (subject to the rights of appeal provided for in Section C).
(W) 2.2.1 The Championship Stewards can only adjudicate upon any disputes, irregularities or appeals arising from the approved Championship Regulations. They are also empowered to consider any request from the Championship Co-ordinator to penalise any Competitor for breach of Championship Regulations and, after holding a formal hearing, to impose a penalty in accordance with C.2.1, subject to the rights of appeal to the MSC provided in Section C.
1.3 /

Competitor Eligibility

1.3.1 / Entrants must be fully paid up valid membership card holding members of the BRSCC and in possession of a valid 2018 Entrants Licence.
1.3.2 / Drivers and Entrant Drivers must:
(a)  be fully paid up valid membership card holding racing member(s) of the BRSCC,
(b)  be Registered for the Championship and
(c)  be in possession of a valid MSA Competition (Racing) National (B) status licence as a minimum
(d)  a professional driver in possession of a valid Licence (featuring an E.U Flag) and medical, issued by the ASN of a member country of the European Union, or comparable country. (H) 26.2.1. applies).
(e)  A competitor shall not take time off school to participate in motor sport without the prior written approval of their school. If participation in the Championship requires absence from school, Drivers in full time school education are required to have the approval of their head teacher and a letter stating such approval from his/her school in order to fulfil registration for the Championship
1.3.3 / All necessary documentation must be presented for checking at all rounds when signing-on.
1.3.4 / Competitors must ensure that their cars comply with the conditions of eligibility and safety throughout qualifying and racing.

Registration

1.4.1 / All drivers who are deemed suitable to compete in the Speed Group F1000 Championship will be invited to do so by the Championship Organiser. Any driver wishing to compete in Championship must submit a driver registration form to the Co-ordinator prior to racing (see 1.4.4). This form must give full details of the driver’s current car, the Championship class in which they wish to compete and be accompanied by the full registration fee (see 1.4.2).
On receipt of a completed registration form and fee, the organisers will issue confirmation of your invitation to compete in the 2018 Championship.
Should you not be deemed suitable to compete in the Speed Group F1000 Championship the registration fee will be returned to you in full.
Only invited drivers will be allowed to race.
Should the driver change cars during the season the new car details must be submitted to the organisers for approval prior to the next event.
1.4.2 / The full BRSCC F1000 Championship registration Fee is £225.00
Championship ‘Guest Competitor’ fee is £40.00
Invitation Cup registration fee is £140.00
Invitation Cup ‘Guest Competitor’ fee is £25.00
Competitors registered for the full F1000 Championship cannot downgrade to the Invitation Cup, however competitors registered for the Invitation Cup can upgrade to the full F1000 Championship.
1.4.3 / Registration numbers will be the permanent Competition numbers for the Championship.
1.4.4 / Registration forms will be accepted from 1st January until the closing date for entries to the last round. Registrations will be accepted in order of receipt and full payment of the registration fee being received.
1.4.5 / Upon registration permanent competition numbers for the Championship will be issued. All numbers will be on the rear wing end plates and on the nose cone in compliance with MSA Regulation [J 4.1].
1.4.6 / Acceptance via means of invitation or rejection of registration is entirely at the discretion of the organisers and promoters.
1.4.7 / At the sole discretion of the organisers, guest drivers may compete in this championship without the need to comply with the membership & registration fee requirements (1.3.2 & 1.4.2). A registration fee of £40 will apply to one-off members per event (single or double header). In the event that such competitors enter a second event in this championship, the balance of the full registration fee will be payable. Guest drivers will be eligible for Championship points according to their class & finishing position.
1.4.8 / The presentation of the car is fundamental to the profile of the Championship, its sponsors and its audience. Therefore in considering whether to permit any car to race, at any point during the season, the organisers will regard as paramount the presentation of the car. In taking into account its appearance inherent in which is the standard of its presentation (including interior) they may exclude any car which they consider may prejudice the reputation of the Championship or is otherwise unacceptable.
This will include where the car is presented at a race event bearing accident damage sustained at a previous event and which has not been subject to the completion of a full and proper repair. Note: A double header can be regarded as one event for the purposes of this regulation.
1.4.9 / Vehicles, decals & overalls: Competitors overalls must be clean and maintained to a reasonable standard. Cars deemed to be of an unacceptable standard of presentation may not be permitted to race.
1.4.10 / Promotional activities: Competitors may be asked and will be expected to participate in Championship promotion activities at the circuits, as requested by the organisers/co-ordinator.

1.5.2 / The organisers reserve the right to amend the published list of dates and rounds, in which case, all registered competitors will be informed of the amendments by official bulletins posted to the address specified on the Official Registration Form.
1.6 / Scoring
1.6.1 / Points will be awarded to competitors listed as classified finishers in the Championship Class in the Final Results as follows: -

After tenth place, points will decrease by 1 point down through the results list. All competitors finishing in sixteenth place and below will be awarded 1 point.
Guest drivers will be awarded points according to their finishing position as if they were registered competitors.
Points will be awarded to competitors listed as classified finishers in the Invitation Cup in the Final Results as follows: -

All competitors finishing lower than sixth place will be awarded 1 point.
1.6.2 / Where two competitors share a car (Paired Entry) and compete in at least one race at an event, provided that the driver combination is registered with the co-ordinator by the close of entries, points will be awarded to the driver pair, not individually. No driver substitution is allowed from the original registered combination. They will appear as a joint entry in the Championship Points. In order to score points as a joint entry an MSA Entrants Licence will be required and each Driver must compete in at least 1 race at a meeting unless force majeure is declared by the Championship organisers.
1.6.3 / The totals from all rounds of the championship held, less 2 will determine the final Championship points and positions.
1.6.4 / Ties will be resolved using the formula in [W 1.3.4] of the current MSA Yearbook.
1.6.5 / Where the race distance has been reduced (2.6) it shall still count as a full points scoring round.
1.6.6 / Competitors eligible, but not registered, for the Full Championship may be permitted on an individual round basis and will:
(a)  Be deemed “Guest Competitors”
(b)  Section deleted - n/a
(b) Qualify for Event awards
(c) Comply with the eligibility as prescribed in Article 1.3 above, with the exception of 1.3.1(b) and 1.3.2. (b), as appropriate.
1.6.7 / Drivers excluded from results for sporting or technical infringements may not use that (those) event(s) as discarded rounds for the purpose of championship placings.

Awards

1.7.1 / All awards are to be provided by: F1000 Ltd, Championship sponsors/partners and the BRSCC

Trophies will be presented to the top 3 finishers, and Invitation Cup winner.

1.7.4 / Presentations
Garlands and trophies will be provided for each meeting (as applicable) and shall be presented at the end of each race/event.
1.7.5 / Entertainment Tax Liability
Prize money and bonuses, if applicable, shall be posted to the Entrants within 7 days of the results being declared final after each round.
In accordance with current Government Legislation, the BRSCC is legally obliged to withhold tax at the current basic rate on all payments to non-UK resident sportsmen/sportswomen and account to HMRC using form FEU1, the quarterly return of payments made to non-resident entertainers and sportsmen/women.
That is, those persons who do not have a normal permanent residence in the UK. The UK does not include the Isle of Man, Channel Isles or Eire. This means that, as the organiser the BRSCC are required to deduct tax at the current rate applicable, from such payments they may make to non-UK residents.
Under certain circumstances, it may be possible for competitors to enter into an agreement with the Inland Revenue to limit tax withheld. Any application for such an arrangement must be made in writing and not later than 30 days before their payment is due.

1.7.6 / Title to all Trophies
If Provisional Results or Championship Tables are revised after any presentations and such revisions affect the distribution of any awards the competitors concerned must return such awards to Speed Group F1000 in good condition within 7 days.
1.7.7 / Bonuses
The organisers/sponsors/promoters reserve the right to provide additional awards for and during the Championship. These include, but are not limited to:

Driver of the meeting
Technician of the meeting
Newcomer Award
2. / CHAMPIONSHIP RACE MEETINGS & RACE PROCEDURES
2.1 / Entries
2.1.1 / Competitors are responsible for sending in correct and complete entries with the correct entry fees prior to the entry closing date, which shall be 10 days before every round.
2.1.2 / Incorrect or incomplete entries (including driver to be nominated entries) are to be held in abeyance until they are complete and correct. The date of receipt for acceptance of entry purposes shall be the date on which the Meeting Organiser receives the missing or corrected information or fee.
