Expressions of Interest

The Government of Nepal, Department of Local Infrastructure Development and Agricultural Roads (DOLIDAR) invites EOI (Expressions of Interest) for the purpose of short listing the qualified, eligible and experienced domestic Consulting Firms for the preparation of District Irrigation Master Plan of Rolpa District. The budget for this purpose has been allocated by the Government of Nepal (GON) for the fiscal year 2068/069.

Experienced, eligible and willing Consulting Firms are invited to submit their EOI, either alone or in joint Venture with other firms. The EOI shall be submitted in a sealed envelope and must reach DOLIDAR, Jawalakhel no later than the working hours on the 15th day of first publication of this notice.

The received EOI shall be subjected to evaluation criteria based on general experience, experience in similar works as well as financial, equipment and human resource to produce a short list. The detailed evaluation criteria are attached with the EOI form availed at the above office or at web page: <http://www.dolidar.gov.np>. Certified evidences of completion of GON's projects as a corporate entity, individually or as one of the major Companies with a legal association from concerned agencies of GON, only will be counted.

In case the day of submission of the EOI falls on a public holiday, it shall then be submitted on the following working day. Only the shortlisted Consulting Firms shall be invited for RFP (Request for Proposal). DOLIDAR reserves the right to shortlist any or all of the Firms without assigning any reasons whatsoever. ANNEX 1: INFORMATION TO THE CONSULTING FIRM

General Information

·  Purpose of inviting the EOI: The main purpose is short-listing suitable consulting firm for District Irrigation Master Plan preparation so that proposals could be invited from them only. However, the client may extend the short-list to include additional relevant consulting firms which are capable of giving the desired output.

·  Minimum eligibility of the firm: Registered civil engineering consulting firm, registered at VAT office

·  Deadline for submission of EOI: 15 days from the date of first publication of the Invitation notice for EOI

·  Number of copies to be submitted: one

·  Joint Venture: A firm may apply to be short-listed alone or in joint venture with other firms. However once short- listed, JV partners are unchangeable.

·  Duration of the assignment: The work shall be completed within four months from the date of signing of the contract.

·  Information from the Client: The shortlist shall be published on the Client’s notice board within a week from the last date of submission of the EOI. The Client shall mail the short-list to each of the firms/JV submitting the EOI and initiate the process of RFP without waiting for the receipt from the firms that they have received the short-list.

District Irrigation Master Plan Preparation of Rolpa District

1. Background

Government of Nepal has enacted Local Infrastructure Development Policy (LIDP) 2061 in order to accelerate the pace of rural development and to reduce rural poverty by improving the access of rural people to goods, service and facilities for the betterment of their life. The policy states that Ministry of Local Development (MoLD) is responsible for small irrigation systems at the local level (i.e. irrigation systems with command area up to 25 hectares in the hills and with command area up to 200 hectares in Terai), whereas it has number of other infrastructure sectors with the responsibility of coordination and facilitation to expedite the process of decentralization. Department of Local Infrastructure Development and Agricultural Roads (DoLIDAR) is the only technical department within the Ministry of Local Development and therefore, is responsible for overall management of local infrastructure development on behalf of the Ministry.

Department of Local Infrastructure Development and Agricultural Roads (DoLIDAR) was established for the management of local infrastructures by providing technical backstopping to the local level institutions, especially for the District Development Committees (DDCs). Small irrigation sector now fully devolved in local bodies. Local bodies are implementing many small irrigation systems since last year. According to local self-governance act (LSGA), local development plan should be formulated according to need-based and participatory approach. The same act has defined the steps of plan formulation and only lacking is objective tools for prioritising the projects. It has also been experienced that there is lacking of proper planning of the infrastructure at the local level and there is always tendency of ad-hoc planning without prioritization. This has not only brought confusion among recipient communities but also created managerial and administrative dilemma among various stakeholders at local level. Need for a proper planning with prioritization for small irrigation systems in the districts is realised now. In this context in order to have proper planning for the development of small irrigation sector under local bodies, DoLIDAR has taken initiatives to prepare District Irrigation Master Plan (as sample document) for a district in collaboration with local bodies, which could be a guiding plan for the planned development and management of small irrigation systems in the district.

2. Purpose and Objectives

The overall objective of the consulting services is to prepare the District Irrigation Master Plan (DIMP) of the Rolpa district. The firm also has to prepare the irrigation profile of the district and compile all the data and information to identify and prioritise the interventions to develop the feasible small irrigation systems for development/extension of irrigation facilities in the districts. The draft "Approach Manual for the Development of Small Irrigation systems" prepared by DoLIDAR shall also be referred for preliminary guidance to prepare this plan.

The specific objectives but not necessarily are limited to the following, are:

§  Collect the information on irrigation potentialities and the irrigation service situation in the districts, at catchments levels if required.

§  Identify and prioritise the interventions related to irrigation facilities based on irrigation potentialities and available water resources for irrigation with participatory meetings in the district.

§  Prepare Indicative Developmental Potential Map (IDPM) for irrigation services.

§  Prepare the District Inventory Map (DIM) of all irrigation services.

§  Prepare the Perspective Plan of small irrigation services and facilities; and

§  Prepare District Irrigation Master Plan (DIMP) for small irrigation systems.

3. Scope of Services

The consulting service is to provide the high quality professional services for the preparation of DIMP. The scope of services to be carried out by the Consultant shall broadly include but not be limited to the following:

a) Review of Secondary Sources of Information

The consultant shall collect the secondary information from the various district based line agencies, project/programmes, INGOs/NGOs, and other regional and central level organizations as required.

b) Data Collection and Analysis

Primary data on the existing and potential irrigation services both the spatial and non-spatial will be collected from at catchments level within the district in prescribed format. Proper orientation training shall be provided to the surveyors/enumerators for accuracy and efficiency in data collection within prescribed time period.

The collected information will be stored on the computer. Primary analysis will be done to find the total agricultural and irrigable lands and coverage of by the existing irrigation services.

c) Prepare the Indicative District Potential Map (IDPM)

The consultant shall prepare the Indicative District Potential Map (IDPM) according to the draft Approach manual for the Development of Small Irrigation Systems of DoLIDAR. The base map will be prepared on 1:25000 scale Topographical map and GIS Maps will also be prepared in the final output. The consultant shall validate the IDPM from the DDC.

d) Prepare District Inventory Map (DIM) of irrigation services

The consultant shall prepare the District Inventory map (DIM) of the district showing all the existing water resources and their existing/potential uses (eg water supply, irrigation, micro hydro etc). The detail inventory of existing irrigation services and facilities including the traditional irrigation systems shall also be prepared by plotting on the 1:25000 topo-base maps. The consultant shall carry out inventory survey with GPS of all the existing irrigation services and also identify the required interventions; new construction, rehabilitation, periodic maintenance, regular maintenance etc. The DIM shall also be verified and finalized with discussion at DDC.

e) Prepare the irrigation services coverage situation of the District

The consultant shall prepare the coverage map of irrigation services and facilities of the district at catchments/irrigable land cluster levels. The coverage map shall show the coverage situation of the irrigation services and facilities. The consultant has to identify the interventions required to provide/extend irrigation services and prioritise them based on the priority criteria in a participatory way.

f) Organization of Validation and Area Workshops

The consultant has to organize validation workshop at or clusters of catchments level and present the irrigation services situation of the agricultural/irrigable lands within the catchments, prioritise the schemes through participatory approach and finally synchronize theses at the district level. The participants of the workshops will be from VDC/Ward representatives and secretaries, representatives of line agencies, DDC personnel, representatives of political parties, Women, Dalit and disadvantaged people, farmers/cooperative groups, WUAs, INGOs/NGOs, etc. working in the areas.
