1. Introduction

The Sports Division, after the Shetland 2005 NatWest Island Games, evaluated the experience and proceeded with the planning of the competition for all sports included in the Rhodes 2007 NatWest Island Games competition schedule.

In the summer of 2007, from 30 June to 6 July the NatWest Island Games XII will take place in Rhodes, the also called ''the Island of the sun ''.

The Organising Committee of Rhodes 2007 is dedicated to achieving technical excellence and bringing forth all the qualities, which are essential to the Games: history, peace and Island Games values.

Through this publication, the Sports Division aims to provide you with detailed technical information, on every sport to be held during RHODES 2007 NatWest ISLAND GAMES XII - Rhodes 2007.

For the first time such a publication will also be provided to you to assist you in its distribution in an electronic format, so to meet the heed for quick, thorough and accurate information.

All the information contained in the Preview Visit Bulletin and the Sport Guides Bulletin are based on the present planning of the Games. Some changes may be made by the Organising Committee in the course of the Games preparations.

a. FACTS ABOUT RHODES

• Size: 1.398 km2

• Population: 100.000

• Rhodes is the capital of the Dodecanese Islands and is situated in the South-eastern part of Greece.

• Rhodes has a rich history and throughout the centuries, has always been a prime location due to the excellent climate and natural beauty. It has many well-preserved monuments, which range from the Ancient times (Kamiros, Lindos, Ialyssos, Rhodes) to the Medieval (Knights Castle, Old Town) and Ottoman and finally to the present day. There are many picturesque villages where traditions and customs are still alive, and where local produce, a key ingredient in Mediterranean cuisine, are grown.

• Rhodes is known worldwide as a tourist destination. It has an international airport, which is currently undergoing expansion as well as a top quality infrastructure in tourist services and accommodation.

• Population: 10.964.080 (according to the 2001 census)

• Language: Greek. The Greek language has a history of over 4.000 years and it has been essential for the development of many Western Languages.

• Currency: Until December 2001, the Greek currency was the Drachma. It converted to the Euro (έ) on January1, 2002.

• Local Time: 2 hours ahead of GMT (Greenwich Mean Time).

• Weather: During June - July is clear, warm and dry.

Rhodes was selected as the host island of the 2007 NatWest Island Games in Guernsey in July 2003. The mission of the Organising Committee is to:

1. To organise a technically excellent Island Games

2. To provide competitors, spectators and volunteers with a unique experience, thus leaving a legacy for the Sports movement.

3. To reposition and promote the cultural and natural heritage of Greece in to the eyes of the member islands.

Kostas Halkiopoulos and his team are responsible for organising the Shooting Events for the NatWest Island Games X11 Rhodes 2007. He has been involved with shooting for many years participating in National and International level events as well as being a member of the Greek National IPSC Team and is the Greek IPSC Division Champion.

a. IF rules. The Competition of all sports at the Rhodes 2007 NAT WEST ISLAND GAMES will follow the International rules set by the respective International Federation, subject always to Rule 2.5 below. The IF rules for ISSF Shooting events can be read in the website under the address:

b. By laws. According to the IGA Constitution separate rules for the Island Games are written and revised by the Technical Committee after the end of the last Island Games Competition. The IGA Executive Committee is responsible to approve any changes. The finals bylaws approved for the Rhodes 2007 NatWest Island Games and were published in October 2006 by IGA are:

Shooting By-laws

1Competition Rules and Programme of events.

1.1All shooting events shall be open to men and women, except where comparable gender-specific events are held.

2Competition Programme

2.1The shooting programme shall include the mandatory events (see 2.2) and preferably, a selection of events in each of the main categories below (see 2.3) and/or such events as may be indicated by both the facilities of the Host Island and their general popularity.

2.2 Mandatory events, which may be gender-specific, are:

None of the above shall be changed without the unanimous agreement of all the shooting Technical Committees

2.4Individual and separate Team Competitions will be held in all events. ‘Artificial’ Team Competitions (adding the scores of the competitors in Individual Competitions) will not be permitted.

2.5All Shooting events will be shot under the rules of competition of the appropriate governing bodies but, wherever local circumstances require, the rules may be varied at the discretion of the Technical Committee.

3Ammunition

3.1When issuing the programme of events, the organisation must make it clear for each event, whether ammunition will be provided, and if so, precisely what calibre and types will be available.

5.1Numbers and qualifications required would be dependent on the events being staged.

6.1Smallbore and Air Rifle (Special Regulations)

6.1.1 Programme:

6.1.2No more than 2 competitors per Island per event will be allowed.

6.1.3All other Smallbore and Air Rifle events will be shot under the rules of the appropriate governing body (e.g. ISSF).

6.2Clay Target (Special Regulations)

6.3.1No more than 2 competitors per Island per event will be allowed to compete in any Clay Target event, except in Sporting. If a Sporting event is included a team may consist of 3 competitors with the two highest scores to count for the Team medals. All 3 competitors’ scores will count in the Individual Sporting event, only if they have competed in the Team Event. (NOTE: No practice is allowed prior to a Sporting event, as it is in other disciplines, and this rule is intended to reduce the inherent advantage of the Host Island team).

6.3.2All Clay Target events will be shot under the rules of the appropriate Governing Body (e.g. ISSF, FITASC and CPSA).

6.3.3Shooting jury to consist of Chairman, Vice Chairman, Secretary of the Technical Committee and two shooters from each of the disciplines participating.

6.3.4Competition squads to be drawn randomly by the appointed jury with no more than 1 competitor from each island in the squad where possible.

6.3.5Squad fillers will be allowed but must be spread throughout the squads andnot all in the last squad.

6.3.6All entries to the competitions must be registered with the Jury prior to the official practice commencing.

6.3.7All Olympic Finals must be over Flash Clays and the ranges set up by the Jury prior to commencement of the finals.

6.3.8The maximum shot load will be 28gms. Cartridge shot size will be - Minimum 7-Maximum 9. No automatic or pump action shotguns will be allowed for any of the Trap disciplines.

6.3.9 The Technical Committee will check cartridge loads.

6.3.10 Host Island will supply all competition clays and cartridges for the events, at no charge. (Note: this has been the practice from the first Island Games and the Technical Committee feels that it should be in the Byelaws so that it does not get changed in the future.)

6.3.11 All clay target ranges must be checked and approved by the technical committee prior to any event commencing and also prior to official practice commencing.

6.3.12 In all ties for medal positions, there will be a shoot-off for podium positions. Third place medals will be awarded to all those who have competed in the tie but have failed to gain a podium position. (NOTE: This has been the practice since the first Island Games).

6.3.13Any sporting shoot-off shall be over 3 stands, drawn at random by the Jury from the stands shot in the competition. If a tie still exists after three stands, then a sudden death shoot off would take place on the last stand shot in the shoot off.

6.3.14In all ISSF Trap events the colour of the clays will be orange. In ISSF Skeet the colour should be orange unless for environmental reasons the colour is to be different. The Host Island will seek approval from the Technical Committee six month prior to the Games if the colour is not to be orange, so that the Technical Committee can inform all participating Islands in good time.

7.1.2No more than 2 competitors per Island per event will be allowed.

7.1.3All Pistol events will be shot under the rules of the governing body (e.g. ISSF, NRA of America, NPA, MLAIC, ILRPSA, HBSA etc.).

7.1.4Subject to the facilities, interest and competence available to the Host Island, the Host Island will preferably offer a selection of both ISSF and Non-ISSF pistol events in addition to the mandatory ISSF Air Pistol event.

A questionnaire listing all the pistol events to be offered by the host island willbe distributed to all competing pistol and other teams at the prior Games (and by post to other Member Island Associations immediately following the prior Games).

7.1.5The final programme is to be based on the results of the questionnaire and should preferably consist of the mandatory ISSF Air Pistol event, plus a balanced selection of at least the two most popular other ISSF events, and the two most popular Non-ISSF events, with further programme capacity being taken up by the most popular events of either category.

7.1.6Where any Non-ISSF event is being offered in the shooting programme, the rules of the competition must be circulated to the membership for their information at the same time as the programme of events.

7.1.7Where any Non-ISSF event is being offered in a questionnaire, an outline of the competition(s) should be included.

5. Competition Facilities

a. Description:

i. The facility for the air guns is a newly built facility called Kapodistriou shooting range in the city of Rhodes.

ii. The facility for the Clay target will be built in Afantou.

iii. The facility for Cartridge Pistol & Ssmallbore Rifle wiil be built at Kalamonas, near the Airport.

b. All competition venues will open on the 29 June 2007 and will close according to the end of Competition of each sport

7. Competition Schedule

a. The 3rd draft of the Competition Schedule for has been published. A more detailed Competition Schedule will be issued after the first entries, at the end of January 2007.

8. Competition Clothing

We encourage the member Islands participating in Shooting to wear light clothing.

9. Extra Services

a. Water will be available for the athletes for each game. Athletes will receive their bottle of water from the Games office before each game.

b. In order to provide our participating islands the best possible service, there will be a weather forecast distributed on the beginning off every day's session at the venue and at the Sports Information Centre.

c. Well secured storage areas will be available at the venues.

10. Participation Rules

According to the IGA Constitution the participation rules are:

“Section 6 - Conditions For Representing An Island”

To represent an island, a competitor may qualify either by:

6.1. Having been born on that Member Island.

6.2. A competitor may be considered to have been born on a Member Island if the mother was normally resident immediately prior to the birth and returned to the island soon after.

6.3. Having been resident on that Member Island for the period of twelve consecutive months prior to the date of the Opening Ceremony of the games intended to participate in.

6.4. Any person wishing to gain qualification under 6.3 and who is following a programme of study or involved in military service out of the Member Island shall be deemed to be a permanent resident for the purpose of qualification.

Any competitor not complying with the above shall be subject to an automatic disqualification from the Games.

11. Entries/Accreditation

a. Send First List of Sport & Event Entries (Numbers of Competitors, Officials, VIP's, Spectators) via Exis Administration System

b. The deadline for the first of Sport and event entries is the 31 December 2007

c. The deadline for the final List of Sport & Event Entries in the 30 April 2007. Input information in the Exis Administration System by the Team General Manager.

d. The number of participants in each sport and discipline, from each island, is described in the bylaws of each sport.

12. Medal Ceremonies

a. A unique plan has been organized by the Organising Committee and the Medal Ceremonies Section. Some of the Medal Ceremonies will take place at the Medal Ceremony Venue in the Games Village. The Medal Ceremony for the Shooting Events will take place in Medal Ceremony Venue at the Games Village:

i. Clay target: 1st, 2nd, 3rd, 4th and 5th of July 2007

ii. Pistols: 1st, 2nd, 3rd, 4th, and 5th and 6th of July 2007

iii. Air Guns: 1st, 2nd, 4th and 5th of July 2007

14. Sport Information Desks

a. At the Venue

i. An Information desk will operate in the Competition Venue for all to receive information about the games and the general Island Games operation

b. At the Games Village

i. At one of the Esperia group Hotels a Sports Information Centre will operate for all Team and Sport managers to receive any information they require for all sports. Each Sport will have its own desk. Also printed results will be provided.

15. Medical Services

a. The Medical Services Section, under the Sports Division, is Managed by Dr. Kostas Lavdas, a former athlete with a Sports medicine specialty.

b. The Organising Committee cooperates with all Medical Organisations on the island of Rhodes, in order to meat the needs.

c. All islands have to inform the Organising Committee if any athlete or official has diet extra dietary needs or allergies by the 15 May 2007
