The Groveport Madison Local Board of Education held the Organizational Meeting at

the MadisonTownshipCommunity Center, Groveport, Ohio on January 13, 2010.

The meeting was called to order at 6:30 p.m. by President Pro Tempore Mary Tedrow

and the Pledge of Allegiance was given.

Oath of Office

Anthony Swartz, Treasurer of Groveport Madison Schools administered the Oath of

Office to Mrs. Charlotte Barker, Mrs. Nancy Gillespie, and Mr. Bryan Shoemaker.

Mr. Slonaker moved to adopt the agenda.

Mr. Shoemaker seconded the motion.

Election of Board of Education Officers

Mrs. Tedrow opened the floor for nominations for President.

Mr. Shoemaker nominates Mr. Slonaker as President of the Board for 2010.

Mrs. Gillespie nominates Mrs. Tedrow as President of the Board for 2010.

Mrs. Barker moved the Board of Education to close nominations for President.

Mr. Slonaker seconded the motion.

Roll Call: Mrs. Barker, aye; Mr. Slonaker, aye; Mrs. Gillespie, aye; Mr. Shoemaker,

aye; Mrs. Tedrow, aye. The President declared the nominations closed.

Elected by Voice Vote - Mrs. Tedrow as President of the Board.

Tedrow,Mr. Slonaker – Slonaker, Mrs. Tedrow – Tedrow

Mrs. Tedrow will begin to preside over the meeting.

Mrs. Tedrow opened the nominations for Vice President.

Mr. Shoemaker nominates Mr. Slonaker as Vice President of the Board of 2010.

Mrs. Gillespie nominates Mrs. Barker as Vice President of the Board of 2010.

Mr. Shoemaker moved the Board of Education to close the nominations.

Mrs. Gillespie seconded the motion.

The Treasurer Will Administer the Oath of Office to Newly Elected President and Vice President

I, Mary Tedrow, do solemnly swear to support the Constitution of the United States

and the Constitution of the State of Ohio and that I will faithfully and impartially

perform and discharge the duties as president of the Board of Educationfor the

GroveportMadisonLocalSchool District, FranklinCounty, Ohio.

I, Charlotte Barker, do solemnly swear to support the Constitution of the United

States and the Constitution of the State of Ohio and that I will faithfully and

impartially perform and discharge the duties as vice president of the board of

education for the GroveportMadisonLocalSchool District, Franklin, County,

Ohio.

Mrs. Barker moved the Board of Educationapprove the Fiscal Year 2011 Tax

Budget as presented and to direct the Treasurer to file two copies of the

approved tax budget with the Franklin County Auditor. This information was

provided to Board members in advance.

Mr. Shoemaker seconded the motion.

Mr. Slonaker moved the Board of Education to approve the following:

Section 3313.15 of the Ohio Revised Code requires the Board of Education to

fix the time and place for holding regular meetings. The following schedule of

meeting dates, times and locations is adopted for the 2010 calendar year.

Special meetings may be called by the president, the treasurer, or any two members

of the Board of Education by serving a signed, written notice of the time, place,

and purpose of the special meeting at least two days prior to such meeting in

compliance with Section 3313.16 O.R.C.

Resolution Establishing Board Service Fund

Mrs. Barker moved the Board of Education establish a service fund beginning

July 1, 2010, in an amount up to $20,000.00 for fiscal year 2011, to provide

for Board members' expenses in accordance with Section 3315.15 O.R.C.

Mrs. Gillespie seconded the motion.

aye; Mrs. Tedrow, aye. The President declared the motion carried.

Membership in the Ohio School Boards Association

Mr. Shoemaker moved the Board of Education renew its membership in

OSBA, including subscriptions to the Annual Briefcase and AnnualSchool

Management News, for the following costs:

Annual Membership $6,751

Annual Briefcase Electronic Subscription $ 0

AnnualSchool Management News Subscription$ 185

Annual Cost:$6,936

Mr. Slonaker seconded the motion.

Membership in Legal Assistance Fund

Mrs. Barker moved the GroveportMadisonSchoolsBoard of Education wishes to

support the efforts of other boards of education to obtain favorable judicial

decisions and,

Whereas, the Ohio School Boards Association Legal Assistance Fund has been established for this purpose.

Therefore, the board hereby resolves to join the OSBA LAF for 2010 and

directs the treasurer to pay to the LAF $250.00. [Pursuant to R.C. Section 3313.171]

Mr. Slonaker seconded the motion.

Resolution for Waive of Reading Minutes

Mrs. Barker moved the Board of Education to approve the following:

Each board member receives a copy of the previous meeting's minutes prior to

voting on their acceptance. Accordingly, it is not necessary for the treasurer to

read the minutes of previous meetings prior to approval by the board.

It is recommended that the Board of Education, in accordance with Section

3313.26 O.R.C., waive the reading of minutes from previous meetings.

Resolution Adopting Standing Authorizations for the Treasurer

and Superintendent for the Calendar Year 2010

Mr. Slonaker moved the Board of Education to approve the following:

To enable the treasurer and superintendent to carry out necessary duties

involving operations, finances, and purchasing; it is recommended that the

Board of Education grant the following standing authorizations for calendar year 2010:

1.Advances on Tax Settlements

The treasurer is hereby authorized to secure advance payments from the

CountyAuditor when funds from property taxes are available and payable to

the school district.

2.Investment of Interim and Inactive Funds

The treasurer is hereby authorized to invest interim and inactive funds

in permissible investments pursuant to Section 135.14, O.R.C., Section

135.13, H.B. 384, and Board Policy.

3.Appropriation Modifications

The treasurer is hereby authorized to make appropriation modifications

between fund accounts with these modifications being reported to the

Board of Education for approval.

4.Payment of Bills and Payrolls

The treasurer is authorized to pay all bills and payrolls within the limit

of the appropriation resolution as bills are received and when merchandise

has been certified as received in good condition by the superintendent

or his designee.

5.Advancement of Funds

The treasurer is authorized to advance monies from the General Fund to

other funds in anticipation of future receipts. When the anticipated money

has been received, the advance will be returned to the General Fund.

6.Establishing Bank Accounts

The treasurer is hereby authorized to establish the banking accounts he

deems necessary to properly account for district funds providing that

said accounts are within the limits established in the depository contracts with

the banking institutions.

7.Authorize Signatures on Checks

The treasurer is hereby authorized to sign all checks drawn on bank accounts

of the school district as provided for in Section 3313.51 O.R.C.

8.Authorize Public Records Training

The treasurer is hereby authorized to represent the Board of Education as

their designee for public records training as required by House Bill 9.

9.Employment of Temporary Personnel

The superintendent and treasurer are hereby authorized to employ such

temporary personnel for existing positions as is needed for special

situations to insure safety, security, protection of district property, and the

orderly operation of the school district. (Temporary is defined as up to

30 days.)

10.Approval of Board of Education's Designee for Appeals of Student Suspensions

The superintendent is hereby authorized to appoint a designee for

appeals of student suspensions.

11. Authorize the Superintendent to contract with the Educational

Service Center of CentralOhio.

The superintendent is hereby authorized to contract with the Educational

Service Center of Central Ohio for ongoing educational services as needed

12. Approval of Tuition Waivers for Students for Reasons Specified in the Ohio Revised Code

The superintendent is hereby authorized to approve, as appropriate, for the

Board of Education, waivers of tuition for students for the permissive

and required reasons specified in the Ohio Revised Code.

13. Approval of Administrators' Daily, Weekly, Monthly or Annual

Work Schedules

The superintendent is hereby authorized to alter the daily, weekly, monthly,

or annual work schedules of administrative personnel, as he deems necessary

to carry out the official duties of the district.

Resolution Of Necessity To Purchase Board of Education Members

Liability InsuranceFor 2010

Mrs. Barker moved the Board of Education to approve the following:

A resolution of necessity to purchase Board of Education members liability insurance

for 2010 in accordance with O.R.C. 3313.203

Mr. Shoemaker seconded the motion.

Resolution To Appoint Legal Counsel For The Board of Education

Mr. Shoemaker moved the Board of Education approve theresolution authorizing the Superintendent, the Treasurer, and/or school officials as authorized by the

Superintendent, to seek legal advice on matters affecting the day-to-day operations and

labor negotiations of the school district. The following firms are recommended:

Pepple & Waggoner, Ltd.

Scott, Scriven & Wahoff LLP

Fusco, Mackey, Mathews, & Gill LLP

Mrs. Gillespie seconded the motion.

Ohio School Boards Association (OSBA) appointment of Legislative

Liaison and Student Achievement Liaison for the period January 1,

2010 through December 31, 2010.

Mr. Shoemaker moved the Board of Education to appoint a OASB Legislative Liaison

and Student Achievement Liaison for the year 2010. Job Descriptions of both appointees

were provided to board members in advance.

Mrs. Barker seconded the motion.
