Contact with: Public, voluntary and community groups, councillors, senior managers, government organisations, other local authorities, town and parish councils, works contractors, emergency service and the media
Purpose of job: To manage Team Leaders (Enforcement) be a point of contact to staff and public, being accountable for performance and actions of a team of enforcement staff and the associated budgets. Working across the North East EssexPartnership(NEPP)
Principal Accountabilities:

  1. Manage and direct the daily operational requirements of the Team Leadersmanaging the Team’s Human Resources in terms of;training and ensuring the development of staff, monitoring performance reviews and attending relevant performance hearings, managing attendance and responsibility for the health & safety of staff.
  1. In consultation with the Parking Partnership Group Manager be responsible for the recruitment and selection of new staff across the Partnership to ensure the NEPP is staffed according to the workforce plan to ensure the efficiency and effectiveness of the NEPP by providing the right staff, at the right place at the right time.
  1. Responsible for ensuring that all staff, vehicles and equipment and other resources, including the management of the EnforcementTeam Leaders and operational, systems and enforcement teams across the Partnership are deployed and utilised effectively and efficiently to ensure that the operational requirements of the NEPP are met.
  1. Manage monthly issue stats and quality control reporting to the Parking Partnership Group Manager to enable quarterly reporting to the JPC. Ensure that PCN issues are comparable with the business plan. Report on monthly sickness stats for the service report and ensure averages are in line with CBC objectives.
  1. Reporting to the Parking Partnership Group Manager monitor and manage budgets as necessary to ensure efficient and effective use of resources,
  1. Responsible for carrying out the necessary checks and ensure that policies and procedures are complied with in line with current legislation and requirements to ensure that the requirements of the Partnership Agreements, budgets, priorities and strategy are met and maintained
  1. Maintain, monitor, and analyse statistics and information, developing and implementing changes to all areas of the operational service where necessary to ensure that service is provided in line with NEPP agreements, policy and agreed standards.
  1. Promote parking enforcement, operations and systems across the Partnership as and when required to maximise income to the service, liaising with partners, stakeholders, public, councillors, staff, NAP and other current and prospective customers as required.
  1. Provide a comprehensive, effective and sufficient service by responding to escalated customer complaints and enquiries by taking definite action including site visits as required and ensuring timely feedback to the Customer Service Centre, thus creating positive customer relationships
  1. Working with the other Team Leaders across the Partnership develop and deliver new and rolling programmes of training to ensure staff are up to date with currentlegislation and health and safety requirements and are suitably qualified to carry out relevant functions.
  1. Contribute to development of the service in line with the NEPP parking strategy and in support of county and national policy, legislation and guidance.
  1. Keep up to date with guidance and legislation in order to provide reasonable authoritative and accountable answers in context to any enquirers. Assist and take part in promotions and campaigns as required to ensure the continuing positive message of parking management in the borough.
  1. Collate evidence for enforcement of relevant legislation and make Adjudication Court appearances if necessary to discharge the Council’s own and delegated responsibilities for parking enforcement.
  1. Maintain flexible, positive and constructive two-way working relationships and communication channels with all organisations and individuals involved with the work of parking to ensure that their expertise is used to improve and enhance the services provided.
  1. Responsible for the security of car parks assets, be a key holder and provide out of hours cover for parking services staff.
