JOB PURPOSE
To co-ordinate, support and advise the Company on all aspects with regards Health & Safety and environment. To establish, manage and monitor standards, processes, communications, training and systems to ensure all responsibilities associated with Environmental, Health and Safety within CMAL are adhered to.

DIMENSIONS
  • Chair of HSE Meeting – 6 times per annum
  • Site Visits (Construction Sites, Ship Yards, Harbours and other facilities within CMALs jurisdiction ) – As required (circa 36 times per year)
  • HSE report for Board meeting (6 times per year)
  • Join appropriate working groups (BPA Etc.) to represent the company.

LEVEL OF AUTONOMY AND DECISION-MAKING
The post holder is free to operate within budgets and set guidelines.
MAIN ACCOUNTABILITIES
The main accountabilities of the post are:
Internal(Procedures)
  • Establish a full programme of documented Company Environmental, Health & Safety Inspections, audits and checks to ensure fire drills and fire alarms are correctly reported, safety inspections, risk assessments and lone working procedures are managed.
  • Ensure Company Environmental, Health & Safety policies and procedures are regularly reviewed, updated and communicated to create and promote an interest and awareness in employees and others with respect to health and safety and protection of the environment.
  • Manage and devise the agenda for, chair, formulate & distribute minutes for the Health & Safety Committee meetings;
  • Co-ordinate the development of the Company Environmental, Health & Safety Strategy, systems of work and procedures including the setting and monitoring of KPIs in line with that strategy;
  • Produce and ensure effective arrangements for the reporting and collation of information on accidents, incidents and near misses and deploy appropriate procedures for the internal investigation of these which will bear examination from external sources if required. This includes formulating corrective action to reduce the risk of re-occurrence. Ensure that all recommended improvements implemented.
  • Input into tender bids where Environmental Management input is required as appropriate;
  • Auditing, analysing and collating environmental performance data and reporting information to staff, operator and regulatory bodies
Internal (People)
  • Ensure the completion and regular review of risk assessments of risks to employees, contractors, customers and any other people who could be affected by our activities to prevent acts of omissions which may cause personal injury to employees or others, or damage to the environment.
  • Maintain and develop effective working relationships with Company employees so as to be able to identify and give attention to all areas of activities whilst also understanding those areas which present the greatest risks;
  • Establish a structured programme of role specific health & safety training throughout the Company;
  • Develop a process for employee consultation and engagement on Environmental, Health & Safety matters and promote a positive safety culture;
  • Ensure full and accurate health and safety and training records are maintained;
Regulatory
  • Ensure a safe workplace environment without risk to the environment or health and safety to employees or others;
  • Ensure the Company meets its statutory obligations in all areas pertaining to environmental, health, safety and welfare at work and keep up to date with UK, EU and international regulation and legislation;
  • Keep up to date with all aspects of relevant environmental, health, safety & welfare at work legislation and communicate relevant changes to the business;
External
  • Liaise with external health & safety consultants in the provision of training programmes and health and safety services;
  • Plan an environmental site audit programme and ensure environmental site audits are carried out;
  • Coordinate public meetings and consultations on environmental matters;
  • Provide timely specialist advice and support to managers to assist in effective management of environmental issues in a marine environment.
  • Liaise with relevant bodies such as local authorities, public bodies and competent bodies;
  • Develop and maintain an effective working relationship with the contracted Harbour Operator;
  • Develop and deliver an auditing and inspection programme (planned and ad-hoc) of the contracted Harbour Operator’s Environmental, Health & Safety processes, procedures and performance across the CMAL harbours network, to ensure rules and regulations are adhered to;
  • Plan, assist and participate in regular site audits of projects and Contractors to ensure that Environmental Management and Health & Safety mechanisms are being appropriately adhered to. Highlight non-conformance in management processes in this respect and assist contractors in rectifying non-compliance;
  • Liaising with regulatory bodies such as the Scottish Environmental Protection Agency.
Corporate
  • Provide regular reports to the Board of Non-Executive Directors/Senior Management Team/Harbour Master on relevant health and safety and environmental activities;
  • Participate in meetings when required to report on relevant health & safety and environmental matters;
  • Set Company sustainability targets, develop plans to meet those targets and oversee their delivery;
  • Promote and raise awareness, at all levels within the Company the impact of emerging environmental issues, whether legislative or best practice, on corporate, ethical and social responsibility;
Any other reasonable duties which may be required by management from time to time.
COMMUNICATIONS
The main internal contacts of the post are:
  • Harbours and Vessels team regarding on-going project work on a daily basis.
  • Finance team regarding finance matters at weekly team meetings.
The main external contacts of the post are:
  • Members of the public regarding issues at local forums as and when required.
  • Contractors regarding project updates as and when required.
  • Operators regarding safety issues as and when required.
  • Agencies e.g. as and when required
A variety of communication methods are used.

KNOWLEDGE AND SKILLS REQUIRED
  • Extensive experience in an Port / Shipyard / Ship Repair or Marine environment ina similarrole
  • Strong numeracy, written and verbal communication skills and the aptitude to rationally explain, explore and discuss both planning and environmental issues.
  • NEBOSH (General Certificate)qualifiedorworkingtowards
  • NEBOSH certificateaccreditation.
  • NEBOSH EnvironmentalCertificate (or prepared to undertake qualification)
  • COSHH Trained
  • Experienceof formulating,implementing andrevising environmental H&Spoliciesand procedures.
  • Strong IT skills and knowledgeofMicrosoftpackages
  • Demonstrate a genuine interest in and understanding of environmental issues, relevant legislation and renewable energy sources

DESIRABLE
  • NEBOSH Diploma
  • Memberof Instituteof OccupationalSafetyHealth(IOSH)
  • Environmental Management Qualification
  • Understanding of ISO9001 Quality System.
