The following is additional information regarding Invitation to Bid #2622, titled Subsurface Exploration Services released on12/08/2009. The due date and time for responses remains01/13/2010 4:00PM(Pacific). This addendum includes both questions from prospective bidders/proposers and the City’s answers, and revisions to the ITB. This addendum is hereby made part of the ITB and therefore, the information contained herein shall be taken into consideration when preparing and submitting a bid/proposal.

We have published additional tables and revised our offer sheet (attached) to reflect pricing for Cone Penetrometer Services and Horizontal Drilling and also request pricing on Table 6 Sonic Drilling. The services listed on the offer sheet are the only services that we are soliciting bids for. Say something like 3% to cover inflation and wage increases, etc. / Yes, Contract Term is 5 years with a 5 year extension. See page 7 Hourly Rates or Service Pricing for price increase instructions.
4 / 12/08/2009 / 12/18/2009 / With some of these services we work with drillers and other services we work independently. If we need to work with drillers, then I would assume that the drillers would be retained separately by the City and directed to work with us rather than being a subcontractor. I didn’t spot anything in the contract about whether or not there are limitations on any subcontractor markups. / Bid only on services you can self-perform.
5 / 12/11/2009 / 12/18/2009 / We provide horizontal directional drilling services for environmental remediation, groundwater development, slope stabilization/landslide mitigation, and geotechnical/environmental sampling. The Bid Offer Sheet does not provide a relevant table on which to enter our bid items. May we reproduce the most closely-related table, enter our prices for horizontal drilling and sampling, and attach that as an extra table? / See question and answer #2. Do not revise the service tables.

7 / 12/17/2009 / 12/18/2009 / Do all bidders need to have Helicopter Insurance? / You are only required to have Helicopter Insurance if you are bidding on and providing that specific service without having to subcontract. It is not our intent to have the selected contractors subcontract this service. If you are not providing Helicopter services the General Insurance Requirements will apply.
8 / 12/17/2009 / 12/18/2009 / We only provide helicopter service and do not intend on bidding. What should we do to make our services available to the City? / You are allowed bid helicopter service only. Departments must first seek services through existing contract. If no contractors in the pool are able to provide this service departments would then search our vendor registration data base for a vendor to provide that particular service. Instructions for registration are found in the bid documents on Page 13.
9 / 12/28/2009 / 01/06/2010 / The City states the Contractor shall be licensed in accordance with Dept of Ecology Regulations 173-162 WAC. I assume the City understands that for Test Pit Excavation services the Contractor need not be licensed with Dept. of Ecology since these regulations pertain to drilling contractors. / That is correct, but you still must be a licensed contractor in the state of Washington.
