Guidance to Candidates Standing for
Election to NEC Posts. (Version2017).
This directive aims to offer guidance toevery member seeking to develop their personal experiences within IPA Section UK, in offering him/herself for election to a post on the National Executive Committee of IPA Section UK.
Any ordinary member of IPA Section is entitled to stand for election to a position on the National Executive Committee. To do this, the member must be proposed and seconded from the floor at the National Council Meeting (NCM) by persons in attendance at the NCM. The two people who propose and second the candidate do not have to be members of the Regional Executive Committee of any Region but can be other ordinary members of IPA Section UK, all of whom are entitled to attend the NCM in their own right as members of IPA Section UK.
It is to the great benefit of IPA Section UK that members do seek to develop as individuals on both personal and professional fronts, by gaining nominations for and successful election to various offices and posts within the Section at Branch, Region and National level.
It is to the benefit of the Section that democratic processes are evidenced in all the committees within the Section and that elections are contested for all offices and positions.
It is generally observed that there is a progression of activity, work and effort required at each level of committee involvement, starting with Branch, rising to Region and on to National. It may be seen as useful development that candidates take the progressive route through each stage, thereby gaining experience and knowledge of the working and processes of IPA Section UK. One might consider this a welfare issue for both the individual members of the Section seeking election to office and the Section as a whole, which stands to benefit from the efforts of a member who is well read in the Rules and Constitution of IPA Section UK and well experienced in the working of its Branch and Regional Committees.
The Branches are the bedrock of IPA Section UK. Activity at local Branch and Regional Committee level offers a good basis of evidence of a member’s commitment to the IPA and its basic tenets.
Article 15 of the Rules and Constitution of IPA Section UK states:
Article 15.
Candidates offering themselves for election to the National Executive Committee shall notify the Secretary-General at least 56 days prior to the meeting of the National Council and submit a CV for circulation with the agenda. After the elapsing of the 56-day limit, no nominations shall be admitted. In the event there is no candidate for an office at the time of the elections, nominations for such office may be submitted at the meeting of the National Council. Candidates may not be nominated or elected without their consent.
The following points are offered as guidance and good practice for the attention of all members who wish to offer themselves for election to any position on the National Executive Committee.
- It is preferable that the Candidate should have held a position on the local Branch and/or Regional committees for at least one full term.
- Prospective Candidates for a post on the National Executive Committee should inform their Branch of their application. It is preferable that the Candidate can garner the full support of their local Branch.
- After seeking support from the local Branch Committee, the Candidate should send a copy of their CV to the Regional Secretary for dissemination to all members of the Regional Executive Committee. This should be prior to the Regional AGM, and the Candidate should be prepared to deliver a presentation at the Regional AGM. This affords the Candidate experience to present him/herself, as they may have opportunity to address National Council at the NCM when standing for election.
- The Regional Executive will notify the Candidate of their collective decision whether the Candidate is supported by the Regionin their wish to stand for election to the National Executive Committee or not.
- Where the Candidate does not garner the support of their Regional Executive Committee, the Candidate may still choose to seek election to the National Executive Committee. The Candidate must then seek two people to attend the NCM and propose and second the Candidate’s name to the National Council Meeting. If the Candidate is not proposed and seconded at the NCM they cannot be accepted by National Council to contest an election.
- It should be borne in mind that any Candidate for election who does not command the support of their own Regional Executive Committee may not be able to win a majority decision from the National Council.
Directive review and update. The NEC (Secretary General) has overall responsibility for the review and update of this Policy at the beginning of each year or more regularly as required.
Agreement. This Directive will be displayed in the Governance Section on the website of IPA Section UK. It is available for reading by all members and staff ofIPA Section UK. It is recommended that all Members of IPA Section UK should be familiar with this guidance and comply with its content.
