SOW for consultants to develop supplementary “logical” for Educational Database

Developing Rehabilitation Assistance to Schools and Teachers Improvement (D-RASATI) will improve educational outcomes in Lebanon byimproving teacher and student performance, increasing community and parental involvement, and improving the school learning environment. D-RASATI is funded by the United States Agency for International Development (USAID).

D-RASATI is seeking up to 5 short-term consultants to create, test, and support the implementation of a supplementary program (logiciale) to speed up data entry for school measurement and inventory data from a nationwide survey of schools in Lebanon.
Essential functions include [but are not limited to]:
a. Develop an internally-validated database (using SQL) to manage data entry for forms from the field survey that contain:
i. room details and measurements
ii. equipment and furniture inventories
iii. IT inventory and specifications
b. Test the supplementary forms
c. Merge these databases with those from the master application in the field survey database.
Deliverables will be reviewed by a technical committee from D-RASATI (including representatives from the Center for Educational Research and Development) and will not be considered final until that committee has approved them. Consultants will make any adjustments requested by the committee during testing and validation as part of this scope of work.
Qualifications and Requirements:
· A B.A., B.S., or T.S. is required.
· The consultants must have appropriate experience (at least 3 years) in IT, programming and/or database development and management.
· The consultants must be fully proficient in SQL.
· The consultants must have experience in developing and managing data systems for the education sector in Lebanon.
· Likewise, the consultants must be fully familiar with Lebanon’s Center for Educational Research and Development (CERD) in terms of data entry and management procedures and must be able to work effectively with CERD data entry personnel to ensure the logiciale is suited to the requirements of the data collection instrument, the main database and the data entry process.
· The consultants must have clean police records.
