§ Next a City of Manchester update was given via video by Ward 2 Alderpersons Mike Clement and Marilyn Ottenad.
The video was interrupted near its conclusion after complaints from a few residents that the final comments could be considered as politicizing prior to an election in April. The alderpersons indicated that with respect to erosion control, the city will fix what they can as money allows and expect CLW II problem areas to be addressed following completion of Seven Oaks projects.
Q & A: Discussion involved much speculation about the time frames needed to complete the current Seven Oaks projects and the approximate length of time it would take for Manchester to get to CLW II erosion projects. Manchester faces high costs in both instances and officials are not sure when the money will be there.
Regarding commercial development at Big Bend & Old 141 and Big Bend and Dougherty Ferry the first would create more storm water runoff and the later would increase traffic in the area.
Q & A: Much discussion about impact of additional storm water runoff on local intersections, nearby streets, and the area of CLW I below retaining wall at rear of new Shop ‘n Save lot. Several questions were asked from residents about status of curb cuts on Country Stone Drive (at the Dougherty Ferry development site). Consensus from majority of homeowners is no additional traffic is wanted on Country Stone Drive. Fears also expressed that drivers could use Country Stone Drive as a shortcut from Dougherty Ferry development all the way to Old 141 (Meramec Station) and various commercial/retail stores at the Schnucks and Shop ‘n Save corners.
§ Next an update on the pending lawsuit was given. The lawsuit was filed in September 2006. Interveners were added in January 2007. The total cost to the subdivision to date is $14,515.
Q & A: After lawsuit update, plaintiffs claimed continued wrong-doing by the trustees. Fran Levy urged more homeowners to join the lawsuit as additional plaintiffs. She claimed there would be no cost to them, as their attorney was acting “pro bono.” Their attorney allegedly was going to wait until the lawsuit was settled, then collect his money by filing a lawsuit against the subdivision attorney, Mr. Charles Billings.
Other residents expressed their anger toward the plaintiffs for “causing so much trouble.” Directors thanked homeowners for attending and welcomed continued discussion.
§ Meeting was adjourned at 8:57 p.m.
