CALL TO ORDER

Charles E. Maloy, Chairman called the meeting to order at 9:35 a.m.

APPROVAL OF MINUTES

Motion (I) was made by Mr. Ocker, seconded by Mr. Ward and unanimously carried by the Board for Professional Land Surveyors to approve the minutes of the February 6, 2002.

CORRESPONDENCE

The Board received a letter from the Maryland General Assembly-Allegheny County Delegation regarding recently introduced legislation (HB269 and SB362) to address their concern that their constituents in Western Maryland, as well as other individuals who live or work outside of the Baltimore-Washington metropolitan area, have reasonable access to Continuing Professional Competency (CPC) courses for licensed Professional Land Surveyors. The Allegheny County Delegation understands the CPC requirement for license renewal was recently launched and the approval process for course providers is not yet fully established. They withdrew their legislation in order to give the Board the opportunity to move forward with the new regulations and the Delegation requests a report of the Board’s efforts by September 30, 2002. Ms. Wingo informed the Board that she would pass this letter onto the CPC Committee.

The Board received an invitation for a memorial service for Russell E. Lowman to be held at the Engineer’s Club on Maryland 15, 2002. The service will be held from 7:30 p.m. to 10:00 p.m. The Board acknowledges receiving this invitation and Mr. Maloy informed the Board that he will be speaking at the service. If anyone else wishes to attend or speak at the service should contact the John Harms Company regarding their intentions.

LEGISLATIVE UPDATE

Mr. Maloy reported to the Board that HB 83 had been withdrawn. This was the only bill that had a direct impact on the Land Surveyors Board. He reported that there is a bill in for continuing education for the Architects Board and a bill in for the Interior Designer Board giving them the authority to sign and seal documents.

CPC STANDARDS COMMITTEE REPORT

Ms. Wingo reported to the Board that the CPC Committee had their first meeting and elected Jim Lobdell to be the Chairman. The Board decided that the official meeting minutes would be on file in the Board’s office for anyone who wants to review them. Mr. Maloy wishes to thank Mr. Ocker who chaired the first meeting. Also Mr. Orisich on behalf of the Board would like to thank Mr. Witmer who sat in on the meeting. His time, effort and wisdom were greatly appreciated and the Board would like that to be noted.

OTHER BUSINESS

The Board reviewed the Maryland Law & Ethical Issues Examination and the Maryland Road Grade and Storm Drain examination for the upcoming April exam. The Board approved these examinations.

Ms. Trust reported that she and the NCEES Counsel are finalizing the 3-year Service Agreement between Maryland and the Council, with only a few outstanding minor issues to resolve.

Motion (II) was made by Mr. Orisich and seconded by Mr. Ocker and unanimously carried by the Board for Professional Land Surveyors to nominate Mr. Ward as an Emeritus Member with NCEES.

The Board discussed a length the NCEES Annual Meeting to be held in Baltimore in the year 2003. Mr. Maloy talked about all the preparation work that needs to be done before then and the Board would certainly want to be a part of that and help Ms. Wingo as much as possible. There was also talk about the Maryland Society of Surveyors assisting as well as corporate sponsors. Ms. Wingo informed the Board that she is working with Department of Tourism and Baltimore Office of Promotions on some ideas.

Chairman Maloy reminded all that in the past the Department funded all members’registrations for such events when they occur here. Ms. Wingo will alert Mr. Loleas to budget accordingly in FY 04.

APPLICATION DENIALS

The following applications for either Limited or Temporary License were denied for the following reason. The Board believes that it is essential, in the interest of protection of Maryland consumers, that all surveyors offering surveying services in Maryland should be fully qualified and competent to offer such services, which includes the passage of the Maryland Law & Ethical Issues and Maryland Road Grade and Storm Drain Examinations. The Board feels they should apply for a reciprocal license.

  1. John L. Larkin – Temporary License – denied.
  2. Denis R. Seguin – Limited License – denied.
  3. David L. Hurst – Limited License – denied.
  4. Joseph B. Waterman – Limited License – denied.

The application of John B. Biesel for Professional Land Surveyor by examination was denied because his application showed no “minor engineering” experience.

The application of Jeffrey L. Bleach for Professional Land Surveyor by examination was denied because his application showed no evidence of road grade and storm drain design experience.

The application of Carl F. Kreutter for Land Surveyor-In-Training examination was denied because his application was short one year of acceptable experience.

Following a review of all the above applications by a minimum of two Board members, a motion (III) for acceptance of recommendation was made by Mr. Ward, seconded by Mr. Ocker and unanimously carried by the members of the Board for Professional Land Surveyors.

ADJOURNMENT

Motion (IV) was made by Mr. Ward, seconded by Mr. Ocker and unanimously carried by the Board for Professional Land Surveyors to adjourn at 12:00 noon.
