$75,000.00 transferred from Colotrust account to checking to cover engineering costs.

Per the AWSD financials, the monthly financial statement had a net decrease of -$40,302.16 at the end of February with a year-to-date decrease of -$31,532.11.

OPERATOR:

POTABLE WATER SYSTEM:

Water produced gals; 1,174,480 water sold total gals 1,101,100 resulting in a loss of 6.2%. All systems are operating and in good repair

GWUDI sampling: Anthony indicated he had met with HRS and they had been contracted to do this sampling. Final report should be in October. If they find we our shallow wells are under the influence of ground water, then there may be costly modifications that have to be made. Options include an upgrade to the shallow wells/treatment or abandonment of those wells and construction of another deep well.

WASTE WATER SYSTEM:

All systems are in good operating condition, February 2017, lagoons are in compliance. All samplings were in compliance.

OLD BUSINESS:

AWSD Regulations and Bylaws: Continuing to discuss bylaws and policies.

Ron reported the bylaw and rules and regulations revision is substantially complete; he suggest the Board continue to compare the revision to actual operations for the remainder of the year, then act to approve and implement the revised documents by the end of the year.

Shallow wells easements: Update on signing of documents with Tari McCollom. Paul Murphy did not report any progress.

Waste Water Project Update: Permit report submitted to again extend the deadline to implement removal of chlorine.

NEW BUSINESS

Disclosure of Board Member Conflict of Interest – no conflicts reported

Review and modify the District and Property owner responsibilities regarding District entry for repairs or improvements. Paul Murphy action to review, tweak wording – ongoing. Paul was not available at this meeting but should be at the next meeting to discuss the issues.

SDA Notice – Bill number HB 17-1198: legislation to allow Board member increase to 7 members. This measure has passed the State House and is heading to the Senate. The bill, if passed, would give the District the option of increasing the number of Board members.

Customer rate increase questions. A few customers expressed on Facebook their displeasure with the recent rate increase. They were advised to attend this meeting to have their questions answered. None attended the meeting.

The Board answered several questions from Jim and Diane Brewster regarding rates, fee structure, and construction plans. They were also informed on where to find information on the AWSD website as well as the County website.
