1 Apologies for absence

Apologies for absence had been received for 45 minutes. A list of these is available from the Honorary Secretary

2 Minutes of the last meeting- 11th May 2012

These had been previously circulated and were agreed.

3 The New Police and Crime Commissioners

David Potter from Ernst and Young led a discussion on the introduction of the new Police and Crime Commissioners and the impact they would have. Key issues to emerge were:

·  The potential tension between national and local priorities

·  The impact of "mandated" collaboration

·  The distinction between what the Police and Crime Panel can and cannot hold the PCC to account for.

·  The ability of PCC's to engage and exert leverage on the wider criminal justice system

·  Whether the background of those elected as PCC's might make corporate with local authorities easier

·  The implication for local arrangements of PCC's responsibility for bringing Community Safety Partnerships together.

·  The implications of community safety funding rolling into main Police Grant for 2014/15. PCC's could spend this on particular policing or spend more on community safety initiatives.

·  Potential for "political" disagreements between the PCC and PCT and budget and precept etc.

4. Professional Matters

Election of Chair

Margaret Rawding, Head of Corporate Finance and ICT Strategy was elected as Chair of the Group for a two year period by acclamation

Honorary Secretary

The Honorary Secretary indicated that he would be seeking volunteers to assume his role from April 2013

Future Events

Members were encouraged to support the Northern Section seminar in Kendal on 21st September and the Regional Conference in Manchester on 2nd November

Also to note the next CIPFA SMG meeting is now being held on 16th November so that is does not clash with the Regional Conference. The venue is still Wirral Suite, Fire Service HQ, Bridle Road, Bootle.
