The Australian High Commission Singapore invites applications for the position of Business Finance Manager to the Royal Australian Navy Liaison Office (RANLO), Sembawang Installation. Duty statement and selection criteria are provided below.

TheAustralian High Commission is the official representative of the Australian Government in Singapore. We provide a range of services to the general public, including consular, passport, visa and immigration, citizenship and cultural relations services. We also act on behalf of various Australian Government authorities by representing Australia's interests to local, regional and multilateral government and business organisations in Singapore.
Job Description
RANLO facilitates the Royal Australian Navy activities in Singapore. The Business Finance Manager assists in the management and delivery of these activities, which involves both financial and administrative duties. The Business Finance Manager assists in the daily management of the RANLO office at Sembawang, and is an important support to the operations. The Business Finance Manager reports directly to an Australian military personnel posted at the RANLO Sembawang Installation, and they work closely together as a small team.
Duties of the position will include but are not limited to the following:
· Manage the budgets required to run RANLO operations in accordance with Australian Government rules and regulations, including:
o Budget forecasting,
o Bids for supplementary funds,
o Regular reporting in line with audit requirements,
o Produce end of month accounting packs.
· Manage accounting systems including updating General Ledger and tax codes.
· Update Procurement Decisions Records (PDRs) giving authority to spend monies as the Commitment Approver.
· Complete quarterly claims to the Inland Revenue Authority of Singapore.
· Provide financial policy advice and guidance to RANLO staff, visiting ships and visiting groups.
· Prepare and process accounts paperwork for RANLO, visiting ships and groups including:
o Claims for local or overseas payments,
o Payment of accounts receivable invoices for staff and the Receiver of Public Monies
· Compile and prepare Fringe Benefits Reports.
· Supervise RANLO staff and authorise credit card transactions on Defence Restricted Network (DRN).
· Determine staff allowances and refunds based on the Australian Defence Force Pay and Conditions Manual (PACMAN).
· Prepare and process RANLO staff salaries, entitlement, allowances and refunds in line with PACMAN.
· Coordinate travel arrangements and manage travel acquittals for the RANLO.
· Undertake any other duties as required by RANLO / A/RANLO including but not limited to travel bookings, and medical appointments, office stores orders.
Selection Criteria
· Applicants must be citizen of Australia and hold an Australian national security clearance at baseline security clearance level, or have an ability to obtain such a clearance (the Australian High Commission will facilitate the process if the applicant does not have a current Australian national security clearance).
· Fluent in English with highly developed written and oral communication skills. Very good interpersonal skills. Proven ability to deal with a wide range of clients, cultures and expectations.
· Fast learner with an ability to learn financial processes. Experience in financial and business management would be an advantage.
· Proven organisational skills and ability to follow directions, solve problems, act flexibly, determine priorities and meet agreed deadlines with limited supervision. Willingness to work out of hours from time to time if required.
· Demonstrated proficiency in operating a variety of software packages including Microsoft applications for word processing, spreadsheets and databases (i.e. Word, Excel and Access). Experience in SAP/ROMAN would be an advantage.
· Full Singapore Driver’s Licence or the ability to obtain one
Conditions of Appointment
Normal hours of duty are Monday to Friday 0800 – 1600, although some after-hours work may be required. The initial contract is for 3 months, with an option for a further 3 months subject to satisfactory performance, and eventually the possibility of a long term contract. The monthly salary is SG$4,104.
The Australian High Commission will not be responsible for any costs incurred when applying for a Singapore visa, relocation costs, nor the return of the staff member and family to their country of origin at the end of the contract.
The Australian High Commission, Singapore will apply for the work authorisation if the successful applicant is a non-Singaporean citizen or non-Singaporean Permanent Resident.

The High Commission will establish a Selection Advisory Committee (SAC) to assess applications, conduct interviews, check referees reports and prepare a report for the delegate recommending the most suitable applicant.
