A Word of Welcome

Please allow me to extend a warm welcome to all Bowlers, Directors, Officials and guests attending these championships. I am sure you will enjoy the excellent facilities at this club.

The Board of Erewash IBC has allowed us use of its greens and Premier Threes Bowls Tour Ltd. and the English Indoor Bowling Association have sponsored V.I.B.E. by paying our hire costs, for which we are very grateful. The members at the club have already been very helpful. Many thanks to all those people who have come to mark and umpire, we could not do it without you. Much of the advance work in running the tournament has been undertaken by Moira Sheehan and Kelvin Horriben, along with David Stott (V.I.B.E. Team Manager) - for which we are much obliged. Of course David has been liaising with Bev. who will be working hard to provide you with very good meals and refreshments during these few days.

I hope you enjoy the competition, and the company, win or lose.

UKVIB HOME INTERNATIONAL

INDOOR SINGLES

TOURNAMENT RULES AND CONDITIONS

All matches will be played according to the rules of the game as laid down by the International Bowling Board, except where anomalies arise due to the exceptional circumstances of visually impaired bowlers.

All games will be the first to 21 shots, or 1hr and 45minutes, whichever comes soonest.

Two (2) points shall be awarded for a win and one (1) point for a draw in a round robin format. In the event of two or more players tying on points, then the winner will be the player with the best shot difference. If there is still a tie the player who won the most ends will be the winner. If still tied then the person who won the group encounter between the players will be deemed the winner.

Any bowler who so shall desire, will be allowed front coaching.

One trial end of two bowls for each player will be allowed at the beginning of each game.

Low Visual Aids:

Low visual aids (monoculars) may be used by players to assess the head before stepping on to the mat to deliver a bowl. Binoculars are not permitted unless one lens is blacked off, and has been checked by the Umpire.

All B1 bowlers are required to wear regulation blacked out glasses which must be examined by the Marker or other official prior to the start of any game.

Sight classification:

All players must ensure that they are in possession of an up to date sight classification form, and Team Managers’ must ensure these are available for inspection prior to the start of the competition.

Bowls:

All bowls will be checked for current date stamp for international matches by an Umpire prior to the start of the tournament, and randomly checked throughout.

Mats, strings and distance markers:

A thin white string will be drawn centrally from end to end of each rink. The mat must be placed at least two metres from the edge of the ditch. The distance between the front edge of the mat and the jack must be a minimum of 23 metres (25 yards). Distance markers will be used to determine the length of the jack, and the Umpire will be asked to resolve any disputes.

Jack:

Should the jack be delivered incorrectly once by each player, it will be placed two metres from the back ditch, and the mat placed by the original player who had control of the jack at whatever distance she/he favours, provided the minimum distance quoted above is adhered too.

Bowler’s Assistant:

The person helping the bowler at the mat end will be referred to as the Bowler’s Assistant and, where possible, there should always be one available. The Bowler’s Assistant shall place the mat, and help with the gathering of bowls. She/he may also assist with the strategy of the game, providing the the player with information on jack distance and position of each bowl. Assistance to the players at the mat must be limited to them being given verbal directions. On no account must physical direction be given to a bowler’s arm. The player and/or Bowler’s Assistant may visit the head only once during each end, only after each bowler has played at least two bowls.

B4 category:

Any person playing in the B4 category may have a nominated Bowler’s Assistant. It is the responsibility of the country concerned to ensure that said Assistant is available for the entire tournament. They should also be on the green for each match.

Shot count:

No bowl may be disturbed until both sets of Bowler’s Assistants/bowlers have agreed the number of shots. Only if a player has no Assistant can they be involved in making such decisions. In the event of any measures the Marker or Umpire’s decision will be final.

Markers:

At the start of each end the Marker will pace out the distance in yards that the correctly delivered jack has travelled. After each bowl has been delivered and come to rest, the Marker will stepp out the distance and call back to the Bowler/Bowler’s Assistant using the clock system. Markers are responsible for the scorecard and must ensure that the card is signed by each Bowler’s Assistant/Bowler at the end of the game, and that they agree the number of ends played, and the final score.

Punctuality:

All players must be on their rink and ready to start at the correct time. If a player is more than ten minutes late their opponent can ask the tournament committee to permit them to claim the game. The tournament committee’s decision in this matter will be final. If the tournament committee decides to award a game to an opponent the following will apply: 2 points + 5 shots.

TOILET BREAKS ARE NOT PERMITTED DURING THE LAST TWENTY MINUTES OF EACH GAME.

Default:

If a bowler pulls out of the competition before having completed two games, then all scores will become null and void. If a bowler has completed at least two games and has to withdraw then her/his opponent will be awarded two points + the mean average of all games played in that particular round.

Disputes:

The nominated Bowler’s Assistant shall refer ALL disputes during play to the Marker, if necessary the Marker shall refer the dispute to an Umpire. Any unresolved disputes shall be referred to the tournament committee (UKVIB delegates).

Dress code:

Competition Bowlers and Bowler’s Assistants must be correctly dressed during this competition, countries shirts and white below waist. Bowls shoes must be worn, but not outside the building.
