The Chairman welcomed all members present to the 2nd quarterly meeting of the year. He then declared the proceedings in session.

The notice convening the meeting was taken as read.
2. CONFIRMATION OF MINUTES
The minutes of the previous quarterly meeting of the members of the Car Rental Section, held on 26 January 2006 (copies of which having been previously circulated) were accepted and signed by the Chairman as a true reflection of the proceedings.
3.  MATTERS ARISING FROM PREVIOUS MINUTES
Any matters arising from the previous minutes will be covered under the Agenda.

4.1  Statistics
SAVRALA’s measured statistics & growth overview were as follows :
Rental Days : 12%
Fleet Size : 20%
Fleet Utilisation : -4%
Revenue / Day : -3%
Gary Smith suggested that there seemed to be some discrepancy with these latest figures and that maybe they needed to be recalculated.
Accident Damage Analysis :
No. of Rentals : +12%
No. of Accidents : +15%
Accident Repairs : +35%
Ave cost of repair : +18%
With regards to accidents and repair costs, Gary mentioned that the Kinsey report on vehicle parts prices was freely available and would a good idea to do a comparison on prices across modern model vehicles. The prices that were quoted in the report were not necessarily what members were paying when having repairs done. Wayne Duvenage undertook to set up a meeting with the Technical people to discuss the Kinsey report.

4.2  BAC (incl VCIAA & SAPS Forum)
The BAC has a new focus to revitalize national projects and initiatives to reduce vehicle crime by way of :
·  Reducing illegal re-registration of stolen vehicles
·  Heighten border security
·  Promote information sharing
·  Improvement of vehicle identification markings
·  Enhance law enforcement
With the establishment of the hi-jacking courts, hijacking has been reduced by 30% and has stayed this way for 2 years. This, however, is only in Gauteng and needs to be rolled out to the rest of the country.
For every 1000 cars registered, 13 are stolen. Although this is down from 17, it is still too high. The target that BAC is setting is to reduce this figure to 6.
Australia managed this in 2 years and this pushed their recovery rate up to 80%.
SAVRALA has been called upon to increase microdots, to implement a common informer reward programme, to share information and to make sure that written off vehicles are registered. We need to give an indication to BAC in this regard by the middle of April.

4.3  Defaulters Infoshare – Commitment
This is a fantastic initiative which has produced significant results, however, it is in danger of being shelved due lack of participation. A letter was sent out to all MD’s by the Chairman informing them of this initiative and requesting their support and participation of their respective company representative. The dates have been planned one year in advance (monthly) so there should be no excuse why some members just don’t arrive for the meetings. 4.4  TBCSA
TBCSA held their 10th AGM in March this year. They are the ONE voice for Tourism. They drive the TCMSA levy collections which amount to approximately R52m per year. This is a 1% levy across the tourism industry, however, it is not a compulsory levy and the ratio of people contributing and those not contributing is about 80 / 20.
Other initiatives that they are driving are :

4.5  Profile, Website and PR
The NEC had attended a meeting with David Furlonger from Financial Mail and David had agreed to place an article in the Financial Mail around the time of MOTY with the regards to the Association and the work that they do.

4.6  MOTY
Moty is scheduled for 20 October and will take place, this year, at Gallagher Estates. This year the function will be revamped with far improved value for all members. The first round of evaluations are underway and all members were reminded how much their participation was needed. / For Info

4.7  NOW – National Off Road Workshop
There has received a positive response from Minister van Schalkwyk. By being present at these meetings we can make sure that the Minister does not legislate something that would not work for our industry. / For Info
4.8  Outreach
An amount of R61 567 was raised at the Golf Day this year and the charity that benefited from this money this year was STEPS. The idea to have a second golf day in August has been shelved and the Association would look at introducing a 2nd fundraising initiative later in the year. / For Info
4.9  Traffic Fines
A workshop was held in February at Imperial and there was growing interest from other organisation e.g. Banking Council, SAIA, Leasing etc. The road ahead prior to legal action must be :
·  Engagement with various authorities;
·  Investigate improved and best practice models;
·  Investigate legal options if these are required;
Wayne Duvenage reiterated that members should drive their own legal case situations as they arise, preferably through Advocate Etienne Malan and Bennie Burger. / For Info

5.  ANY OTHER BUSINESS
5.1 Subscriptions for the 2006/2007 year
Martin Lydell informed members that the subscriptions would be increased for the coming year by 15%. Although the actual subs were only increased by 5%, the balance of 10% was to cover the costs for the General Manager. / For Info
6.  JOINT MEETING WITH ASSOCIATE MEMBERS
At 16h00 all Leasing members joined the meeting and Sherl Camera discussed briefly all issues that were discussed in the Rental and Leasing Meeting. Sherl also introduced Val van den Berg who was to be the new GM for the Rental Section.

There being no further business to discuss, the meeting terminated with a vote of thanks to the Chair.
