3. Minutes of Previous Meeting
Meeting 321 held on Wednesday 26th November 2014 at 8pm. – The minutes were proposed by Cllr. Simon Carbury and seconded by Cllr. Charles Kirby, approved by all present as a true and accurate record and duly signed by the chair. Publish on website ACTION: Clerk Done 30/01
4. Matters arising
· Members of the council met on 20th January 2015 to discuss the budget and precept request for 2015/16 financial year. This Budget and information was then circulated to all council members for consideration prior to today’s meeting. An increase in the precept of £700 was proposed to make the total request of the annual Community Precept for Gwehelog Fawr £4500. This was formally proposed by Cllr. Chris Tooze and seconded by Cllr. Rob Baker at today’s meeting, all present in favour. ACTION: Clerk to notify MCC Done 30/01
2015/16 financial year - Charitable donations to be replaced by ‘Money for the good of the Community’
· Charitable Donations for 2014/15 current tax for the current financial year were confirmed as £100 each to be made to 1. Wales Air Ambulance 2. Trostrey Parish churchyard, 3. The churchyard of Gwehelog Methodist Chapel 4. The churchyard of All Saints Church at Kemys Commander. Proposed Cllr. Judith Bayliss and seconded by Cllr. Rob Baker, all in favour. · Suggestion to produce a newsletter from the Community Council, agenda for next meeting ACTION: Clerk (to produce in March, distribution April, to promote public meeting). All in attendance in agreement.
· Suggestion to hold a Public Meeting in the new financial year – encouraging public engagement and feedback. To be held when weather is warmer and more light in the evenings to encourage attendance. All in attendance in agreement
· Communication with Councillors, concerns raised by the clerk that some councillors may miss out on information sent by email. Change ‘box rotation’ to allow for clerk to print off information to be added to box.

ACTION: Clerk to email Done 30/01
· Gwehelog Traffic – Dave Matthews of Gwent Police was unable to provide details on speed analysis in the area after the clerk made a request for this information. The police attempt to deploy ‘Golden Rivers’ (speed data capture) on 9th December proved unsuccessful. Gwent Police and MCC reviewed the request to extend the double white lines on the stretch of road that passes the entrance to ‘The Rock’ and 4 other dwellings in Gwehelog. Subject to agreement of the Police Constable, envisage this would take place after the start of the new financial year.
Go Safe Meeting held in Llantrisant attended by Cllr. Kay Davies who provided a verbal report. Clerk obtained Go Safe road safety pack, added to Councillor distribution box.
· Give Dog Fouling the Red card (initiative from environmental health, MCC) – Cllr. Judith Bayliss confirmed that the only residents that may have concerns live in Wainfield Lane, as other properties more rural. However as Wainfield Lane is a national speed limit road, there is no legislation that covers this. Council discharged item.

7. Community Meetings

County Councillor Val Smith left the meeting at this point.
Usk Chamber of Commerce meeting – Tuesday 13th January 2015, 5.30pm Nags Head – attended by Cllr. Kay Davies, minutes circulated by the clerk. Date of next Meeting Thursday 26th February 2015, 5.30pm The Three Salmons. The council decided that unless discussing matters directly affecting Gwehelog, representation at every meeting was not required and the minutes would be adequate to keep the community Council informed. ACTION: Clerk to inform Usk Chamber of Commerce Done, also requested website link on partner’s page.
One Voice Wales Area Meeting Report circulated from meeting on 27th November 2014 attended by Cllr. Maggie Godwin. 15th January 2015, Sessions House, Usk. Next meeting to be held on 16th April 2015 in Usk – Representation required

· Hedge encroachment on to road - land belonging to James Edwards, The Rock, Gwehelog. ACTION: Cllr. Chris Tooze to contact
· Update on Land slip at Camp Wood – Seeded matting laid by MCC, work now out to tender for contractor to complete.
· Wainfield Lane – Poor state of road raised by Cllr. Judith Bayliss, request to fill potholes, Cllr. Rob Baker also confirmed drainage issues where culverts are blocked. ACTION: Clerk to report to MCC. Done
