Girls Soccer - no action items

Boys Soccer - Overtime policy and yellow card policy are staying the same; Middletown will be the site for states for next three years. Motion and second to have Dave P. be the assignor for boys and girls soccer sectionals

Ice Hockey – report submitted action item; increase in ticket price

Updated Winter Sectional Summary - $68,310.01 profit to date

Executive Director Report

Additional costs for awards (tshirts/medals) for individual sectional winners is approx. $3,000

Spectrum contract – communicated with legal counsel regarding the contract including regular season games and both Section V and NYSPHSAA counsel agreed that it should not

17-18 DASA dates – will be posted to website on June 1st

Transfer Committee – sending proposal out to all AC members via email. In place by fall 2017

ID badges / Security Vests – purchased and available for use

Section V Signage / Banners – getting quotes from several vendors

Recommendations from the Finance Committee

1) Ticket prices for 17-18 – recommendation from the Finance Committee that there no charge until quarter finals. Consistent prices. No action taken. Jackie will provide data on pre-quarter rounds for basketball, soccer and ice hockey relative to gate receipt

2) Dues for 17-18 – handout with all the details and examples provided.

May 5th State Meeting Updates

Below is a list of action times on the agenda that were APPROVED:

• Handbook – practice rule – clarify language that indicates warm ups are not considered practice and can’t count towards total needed

• Handbook – representation rule – clarify that forfeits count towards representation

• Discontinue the committee that was exploring the Section 12/13 concept

• NYSPHSAA Coaches Appreciation Day – May 16th 2018

• NYSPHSAA drone policy

• Glen Falls – Girls volleyball state championship – 2018-2020

• Middletown – Boys soccer championship -2018-2020

• Approved the qualifying times for boys and girls swim for 2018

• Each school will be given one admission tag to NYSPHSAA championship events – handed out at August meeting

• Use of push/pull cart for boys golf at league, section and states effective immediately

• Reduction of participation numbers in 8 man football from 14 to 12

• Extended playing time rule for soccer goalie

The following items need to be discussed within your league and your feedback needs to be given to Kathy Hoyt. These items will be action items and voted on at the July state meeting agenda.

• Approval to permit students who are ineligible as per the transfer rule be allowed to practice during their period of ineligibility.

• Revisions to the graduated scale for combining of teams (see attached)

• Revisions to transgender guidelines

• Waiver of goalie jersey in modified soccer – needing a number

• Waiver of all white home jersey in modified soccer

• Allow spikes in modified cross country

• Use of spikes in modified track

• Remove restrictions of footwear in modified football

• Consideration of the approval of Tommy Tough football standards

• Modified sports start date to mirror high school start date

• Ice hockey to abide by the NFHS rules relative to time periods (17 mins) and penalties (2/5/10)

• Ice hockey championship to have 2 linesmen and 2 referees for state semi’s and finals

• Consideration for Boys VB to use NCAA scoring for 5th game (deciding match) at Varsity level.

5th game played to 15 points only

Consideration of approval to revise the NYSPHSAA Transgender Guidelines to the following:

1. The student OR the parent(s)/guardian shall notify the Superintendent that the student would like the opportunity to participate in interscholastic athletics consistent with the gender he/she identifies as.

4. Once a member school has rendered a determination of eligibility to try out for an interscholastic sports team or teams which corresponds to the student’s gender identity the eligibility is granted for the duration of the student’s participation in interscholastic athletics.

4. On a seasonal basis the school will provide approval of eligibility to try out for an interscholastic sports team or teams which corresponds to the student’s gender identity

Information items:

Modified Sub-Committee: As a result of the NYSPHSAA Five Year Strategic Plan, a sub-committee was created to examine the philosophy of Modified Athletics. The Committee met on March 30 and agreed upon five areas to bring to modified committee for consideration:

1) Consideration for extended playing time to mirror high school rules - To begin in 2018-19 school year

2) Consideration to have “option” for more games - To begin in 2018-19 school year

3) Consideration for “Modified” to be changed to “Middle School Athletics” - “Rebrand” program

4) Consideration for re-formatting of online rules - Include links to governing rules

5) More emphasis on modified rules at annual Fall athletic director workshops
