At the outset it may be mentioned that vide Public Notice dated 29/7/2010 NCTE has published a list of teacher education courses in the various states for which new applications will not be entertained unless it is from a minority institution. (copy enclosed). As such for all the banned courses new applications are only being considered if the same is from an institution which has been issued a valid minority certificate from the Government Department responsible for issuing the same.
Several institutions from Andhra Pradesh that have applied to Southern Regional Committee- National Council for Teacher Education, for starting various teacher education programmes for the academic year 2011-12, under the category of minority institutions and Minority Certificates issued under the signatures of the Principal Secretary, Minorities Welfare (WAKF-II) Department, Government of Andhra Pradesh, are submitted in support of their minority status.
Several applications of such institutions were considered in the 205th Meeting of the Southern Regional Committee which was held on 18-19 May 2011 and it has been decided by the Committee to seek clarification regarding the genuineness of the following minority certificates issued by the Department which have been submitted by the institutions. It has been felt necessary to verify the genuineness of the same since in most cases it is observed that these have been issued for only one year 2011-12, subject to production of relevant documents relating to their minority status and inspection for admission of minority students etc. Further, it has also been observed that in some cases where the institution is issued with a Christian or Muslim minority status, there are no minority members in the said Society as reflected in the Society /Trust documents submitted with the application.
The Southern Regional Committee observed that in some cases where Institutions submitted Christian or Muslim Minority status, there were no minority members in the said Society/ Trust as submitted with the application. Accordingly a letter No.SRCAPP343/A. P/28840 dtd 26.05.2011 was sent to Principal Secretary to Government, Minority Welfare(WAKF-II) department, Government of Andhra Pradesh. and in the reply No. 2351/W-II/A2/2011 dtd 06.06.2011 received by SRC, it is stated that the certificate produced by the some college in Andhra Pradesh is bogus, fake and not genuine
In the meantime the SRC considered the reply received from Principal Secretary to Government, Minority Welfare(WAKF-II) department, Government of Andhra Pradesh in its 207th Meeting held on 23rd June 2011 and on careful perusal of the original file of the institution and other related documents, NCTE Act 1993, Regulations and guidelines issued from time to time laid on the table, written representation from the institution, the Southern Regional Committee decided to issue Show Cause Notice on the following grounds:-
- Why the application of the Institution be refused on criminal charges of submitting Bogus/ forged minority certificate as clarified by the Principal Secretary of Minority Welfare (WAKF-II) department, Government of Andhra Pradesh and application be rejected
As per direction of the SRC Show Cause Notices were issued to the following Colleges for having submitted fake/forged certificates for the minority status. The same had been clarified by the Principal Secretary, Minority Welfare Department, Government of Andhra Pradesh.

The committee decided to refuse the recognition of the above five colleges as the replies of the institutions are not convincing for the show cause notice issued to the institutions vide letters dt. 30/06/2011.

D.E.C.Ed
Noble HPT College, Kadapa
AP / Noble HPT College, Kottapalle, Proddatur, Kadapa, Andhra Pradesh submitted an application to SRC-NCTE for grant of recognition for D.E.C.Ed course on online 24.09.2010, on further clarification, the institution sought recognition for only HPT and the VT was sent for inspection of D.C.Ed course of the institution on 19.04.2011.
The Application was scrutinized and a copy of application was sent to State Government for recommendation on 02.12.2010/04.02.2011. A deficiency letter was issued to the institution on 17.01.2011 for the following Points
- Certified copy of the registered land documents issued by the competent authority :- The institution has submitted registered land documents in Telugu Version. Hence, the institution is required to submit certified copy of the registered Land Documents in English version
- Affidavit in the prescribed form on Rs 100/ stamp paper duly attested by oath commissioner or Notary public, stating the precise location of the land (village, district, state etc) the total area in possession, the permission of the competent authority to use the land for educational purpose and mode of possession i.e. ownership or lease :- the institution has submitted affidavit of Rs 100/- stamp paper dated 22.09.2010 wherein columns no. 5 is blank. Hence the institution is required to submit original affidavit of Rs 100/- stamp paper in, in prescribed format duly attested by Oath Commissioner or Notary public in all respect.
- Building completion certificate:- The institution has not submitted the building completion certificate issued by local civil authority in prescribed format. Hence the institution is required to submit Building completion certificate issued by local civil authority in prescribed (Copy enclosed).
- Notarized copy of Change of land use Certificate issued by the competent authority - the institution has not submitted the copy of change of land use certificate issued by the competent authority. Hence the institution is required to submit notarized copy of (conversion of land utilization) LUC (Agriculture lands – conversion to Non – Agricultural purpose) issued by Revenue Department.
The inspection of the institution was done on 19.04.2011.
The Committee considered the VT Report, VCD and all the relevant documentary evidences and it was decided to serve the Show cause Notice for the following:
- Certified copy of the Land documents are to be submitted.
- Website is yet to open as per V.T. report.
- Salaries would be paid by cash to staff instead through Cheque.
- The number of library books are less than NCTE norms.
The Committee considered the reply of the institution dt. 06.07.2011 and all the relevant documentary evidences and it was decided to serve the Show cause Notice for the following:
- The request of the institution for consideration of grant of recognition to HPT course cannot be considered as it was not mentioned in the online application. As per NCTE Regulations 2009 it is mandatory for Teacher Education Institution to apply online for recognition of a specificteacher education course. The NCTE Hqrts had also clarified not to consider the applications received offline, if this specific course had not been applied for in the online application.

Vinayaka College of Physical Education, Medak
AP / Sri Venkatachalapathi Educational Society, Post- Thimareddipalli, Mdl: Kondapak, Distt- Medak, Andhra Pradesh had submitted an application for recognition to Vinayaka College of Physical Education, 120/U, Rajiv Road, Thimmareddy Pally, Kondapak, Medak-502372, Andhra Pradesh.
Sri Venkatachalapathi Educational Society, Thimmareddipally, Kondapak, Medak, Andhra Pradesh has submitted an application in the name and style of Vinayaka College of Physical Education, 120/U, Rajiv Road, Thimmareddy Pally, Kondapak, Medak-502372, Andhra Pradesh for B.P.Ed course on 29.09.2010.
The Application was scrutinized and a copy of application was sent to State Government for recommendation on 09.11.2010/02.02.2011. A deficiency letter was issued to the institution on 07.12.2010 for the following points.
1. Fixed Deposit Receipt for Rs 5.00 lakhs of Nationalized bank towards Endowment funds- the institution has submitted photo copy of FDR of Rs 5.00 lakhs towards Endowment funds vide no 946899 dated 18.08.2010 for one year issued by Andhra Bank. Hence the institution is required to submit FDR in original for proposed course as per regulation.
2. Fixed Deposit Receipt for Rs 3.00 lakhs of Nationalized bank towards Reserved fund - the institution has submitted photo copy of FDR of Rs 3.00 lakhs towards Reserved fund vide no 946900 dated 18.08.2010 for one year issued by Andhra Bank. Hence the institution is required to submit FDR in original for proposed course as per regulation.
3. Certified copy of the registered land documents issued by the competent authority: The institution has submitted photocopy of the sale deed, but not certified by the competent authority. Hence, the institution is required to submit Certified copy of the Land Documents issued by the Office of the Registrar or competent issuing authority.
4. Notarized copy of Change of land use Certificate issued by the competent authority - the institution has not submitted notarized copy of change of land use certificate issued by the competent authority. Hence the institution is required to submit notarized copy of (conversion of land utilization) LUC (Agriculture lands –conversion to Non – Agricultural purpose) issued by competent authority.
5. Building Completion Certificate from Government Engineer is required. The BCC submitted by you is from Licensed Engineer which is not acceptable.
The institution has submitted written representation on 04.02.2011. The matter was placed in 202nd meeting of SRC held on 14th-15th March, 2011 along with original file, the committee decided to cause inspection. Hence a consent letter was issued to the institution on 21.03.2011 And inspection was fixed 30th March–2nd April, 2011.
The VT members has communicated vide its letter dated 31.03.2011 informing that with reference to our NCTE letter cited they have visited vinayaka College of Physical Education, Thimmareddippalli, Kondapak, Medak Dist, Andhra Pradesh on 31st March, 2011. Nobody is there, building construction is going on. It is upto the roof level, plastering work have not yet initiated. No arrangements have been made for purchasing materials for instructional facilities. Ground for Physical Education is not ready.
Note: Institute has not submitted notarized copy of LUC as per clause 7(I)(IV) of Regulation 2009.
The institution has submitted a letter dated 25.04.2011 wherein the institution has stated that the visiting team experts called me on 30th June, 2011 for visiting my college, the phone call was received by my relatives due to I was hospitalized in serious condition for colostomy operation and I was not in a position to respond with the expert team at the inspection time. Now we are ready with all facilities i.e., instructional facilities, sports material, library, Admin Area and play ground facilities etc., as per NCTE norms. So I am requesting with your good selves to consider my proposal for Re-inspectioon for the year 2011.12. The institution has not submitted any documentary proof in this matter.
The Committee considered the VT Report, and all the relevant documentary evidences and it was decided to serve the Show cause Notice for refusal for recognition of the said institution for the following:
The VT report dt. 31.03.02011 state that, at the time of visit to the institution nobody was there and the building construction was going on. It was up to the roof level, plastering work had not yet initiated. No arrangements had been made for purchasing materials for instructional facilities. Ground for Physical education was not ready.
- The building was substantially incomplete and was under construction.
The committee after going through the reply of institution dt. 24.6.2011, came to the conclusion that the reply is not satisfactory and not convincing and hence, the recognition is refused.

Alexander College of Education, Karimnagar
AP / Iqballunissa Memorial Trust, Vill- Maqdumpur, Distt-Karimnagar, Andhra Pradesh had applied for grant of recognition to Alexander College, Plot no. 40/A,40/B,41/A, 578/B, Village- Moqdumpur,Post- Moqdupur, Taluka- Karimnagar, Distt- Karimnagar-505186,Andhra Pradesh for B.Ed Course of One year duration under Section 14(1) of the NCTE Act, 1993 to the Southern Regional Committee, NCTE on line 26.09.2010
The Application was scrutinized and a copy of application was sent to State Government for recommendation on 09.11.2010/02.02.2011. A deficiency letter was issued to the institution on 09.12.2010 for the following Points:
1. Fixed Deposit Receipt for Rs 5.00 lakhs of Nationalized bank towards Endowment funds- the institution has submitted photo copy of FDR of Rs 5.00 lakhs towards Endowment funds vide no 688636 dated 24.09.10 for five years issued by Union Bank, Hence the institution is required to submit original fresh FDR issued for proposed course as per regulation.
2. Fixed Deposit Receipt for Rs 3.00 lakhs of Nationalized bank towards Reserved fund - the institution has submitted photo copy of FDR of Rs 3.00 lakhs towards Reserved fund vide no 688635 dated 24.09.10 for five years issued by Union Bank. Hence the institution is required to submit original fresh FDR issued for proposed course as per regulation
3. Notarized copy of Change of land use Certificate issued by the competent authority - the institution has not submitted land use certificate . Hence the institution is required to submit notarized copy of LUC (Agriculture lands -conversion of Non - Agricultural purpose) issued by Revenue Department
4. Approved building plan by the competent civil authority :- Institution has not submitted building plan approved by competent civil authority/ municipal/ panchayat/ corporation. Hence the institution is required to submit fresh blue print wherein it should be clearly mentioning i.e Khashara no, plot no, proposed course, total area, built up area duly approved by competent authority with resolution in all respect either or English or Hindi language. If the institution has running other teacher education courses/ other technical courses in the same premises then, the institution shall submit earmarked area for proposed course with total area and built up area.
5.Certified copy of the registered land documents issued by the competent authority :- the institution has submitted land documents in local regional language. Hence the institution is required to submit Certified copy/ notarized copy of the registered land documents in english version.
6. Minority Certificate:- the institution is minority institution as per application form, however the institution has not submitted minority certificate in the name of college. Hence the institution is required to submit minority certificate issued by competent authority
7. Copy of Bye laws:- The institution has not submitted the Bye-laws. Hence the institution is required to submit bye- laws of the society.
The inspection of the institution was conducted on 29.03.2011.
The Committee considered the VT Report, VCD and all the relevant documentary evidences and it was decided to serve the Show cause Notice for the following:
- As per VCD observation the building (2nd floor and top floor) is still under construction and is incomplete at the time of application/inspection.
- Sale deed certified copy of registered document by competent authority is to be submitted.
- The institution has not submitted valid Minority Status Certificate from the Competent Authority.
- Multipurpose Hall size is less than the requirement as per Regulation-2009.
- Science lab & Psychology lab needs to be strengthened.
The committee after going through the reply of institution dt. 24.6.2011, came to the conclusion that the reply is not satisfactory and not convincing and hence, the recognition is refused.
