DISTRICT DEFINITIONS 2013-2014
AP (Advanced Program):
AP is located in the LAM building. The contacts are Kathy McGinnis or La Tonya Frazier at 485-3323. The testing window is in October and the program eligibility process occurs in February. An Advanced Program binder should be in your school.
ARC Folders (formally SBARC):
ARC folders contain Students’ ECE history and should be considered part of a students’ permanent record. The following forms should remain in the ARC folder and NOT be purged:
· all JCPS Evaluation Planning form(s)
· JCPS Consent to Eval/Re-Eval form(s)
· all eligibility form(s)
· all RAR (Re-evaluation Assessment Report) forms
· all ReCESS (Re-evaluation for Continuing Eligibility and Services)
· all current assessment reports (JCPS Integrated Assessment Report, Communication Report, etc.)
· current annual review paperwork [including JCPS ARC Meeting Invitation form(s) and Conference Summary pages)
· current Kentucky IEP
Outdated paperwork may be purged and sent to ECE records.
BAC (Building Assessment Coordinator):
The Testing Unit is located at CB Young on Crittenden Drive. Erica Thompson is the main contact and can be reached at 485-3388. Duties of the BAC include but are not limited to:
· ordering testing materials when necessary
· receiving, inventorying, and sorting the materials
· train staff and schedule testing
· distribute test materials
· trouble-shoot during testing
· complete needed paperwork
· collect, inventory and package materials for delivery
Current assessments that the BAC is responsible for: ACCESS, CogAT (Advanced Program test), CATS, district level diagnostic test, GRADE, ACT, ACT PLAN, ACT EXPLORE, and Iowa Test of Basic Skills
Bullying/Cyber Concerns:
JCPS offers free school-based programs to address issues such as bullying and Internet safety. For more information about the bullying program call Cheryl Dolson at Safe and Drug Free Schools, 485-7527. For information on I-Safe, call Carolyn Heckmann in Computer Education at 485-3865.
Professional Learning Communities for Counselors Groups:
(Formally called CSBAT) Groups are assigned small groups of 9-11 Counselors that meet the afternoon of the monthly Elementary/Middle School Counselors’ Leadership meetings. The purpose of the PLC is to provide Counselors with opportunities for training and networking.
Crisis Work and Teams:
Crisis Teams are organized by the 6 Academic Achievement Areas. Groups are activated when there is a crisis affecting a school within their group. Leaders are contacted to activate the team. All members should make themselves available to respond when called upon. In the event more help is needed other groups will be called upon to assist. Every member should have a crisis kit that they utilize in response to the crisis.

Paper, Crayons, Pencils, Puppets, Toys, Play-doh, Tissue, Grief Books & Stories, Craft Materials, Music
ECE (Exceptional Childhood Education):
The ECE Office is located at VanHoose. The general contact number is 485-8500. Counselor responsibilities in the area of ECE include but are not limited to:
· Serving as ARC chairperson
· Reviewing ARC folders
· Planning annual reviews, three-year assessments, and transition meetings
· Overseeing paperwork for initial referrals and three-year re-evaluations
· Doing behavioral observations
· Schedule ARC meetings
· Print and distribute JCPS ARC Meeting Invitation form(s)
· Print, complete and distribute ECE paperwork
· Oversee staff receiving copies of IEP’s
· Ensure accuracy of December 1 count
· Consult with ECE personnel (includes School Psychologist, Placement Specialist, Consulting Teacher, etc)
· ECE data entry and updates
· Oversee mailing of ECE Progress data every grading period
· Identify people to assist with ECE accommodations
IC (Infinite Campus):
Trainings are available through PD Central. Amy Mueller is the District contact person and can be reached at 485-3907. Todd Elder is the contact person for questions pertaining to ECE on Infinite Campus. He can be reached at 485-3279.
LACK Card or System:
Usually a card or document that illustrates all of the courses students have passed in high school (including 8th grade Algebra I if student earned an A or B). The high school counselor uses the card/document to record all of the credits the student has earned. Abbreviations are usually used to minimize time and space on the card. Counselors should have one card for every student for quick reference when conferencing with parents, students, teachers, etc., also used when checking schedules and new year requests.
Records:
Counselors are responsible for student records.
Permanent Records (formally VISI records) are to be secured throughout the school year in the counselor’s office or main office. Grades, attendance and teacher signatures are to be put on permanent records every report card period for elementary student. Information to be included on the permanent records, inserts to be included in the permanent records, and District policy on sending records to other schools or PP can be found on the Pupil Personnel website http://www.jefferson.k12.ky.us/Departments/pupilpersonnel/pupilrectrans.html.
Elementary Work Folders (formerly known as the cumulative folder) may contain whatever information the elementary schools deem necessary for their programs. Upon the pupil's completion of Grade Five, the elementary work folder should be archived at the elementary school for one year then destroyed.
High School Permanent Records should include the following information: transcript from the Student Information System (SIS), standardized test scores, guardianship papers, etc.
Safe and Drug Free Schools:
The Safe and Drug Free Schools office is located in the Dawson Orman Education Center. The purpose of the assessment center is to help parents/guardians identify and remove barriers preventing their child’s success in school. A trained counselor with experience dealing with behavior problems and substance abuse meets with the family to determine what kinds of assistance is needed. The staff at Safe and Drug Free Schools offer programs to assist school staff in Alcohol, Tobacco, Drug Prevention and Violence Prevention. Not all programs are offered at all schools. Section 504:
504 contact person is Gloria Talbott at 485-3499. A 504 handbook should be in your school. There is a yearly training offered on policies and procedures.
Transcript:
Transcripts are listings of students coursework, with grades and credits listed.
The local school counselor interprets and evaluates data from out of district transcripts for transfer to JCPS records. It is your responsibility to assign matching title to JCPS courses as necessary. If questions concerning interpretation arise, they are resolved by the principal.

Transition to Middle School:
A records exchange involving all Elementary and Middle Schools will be held at the end of each school year. Elementary will provide the following to the receiving Middle Schools: Permanent Records (health cards inserted) with alphabetical list of students; District Writing Folders with alphabetical list of students; Feeder cards with alphabetical list of students; and ARC folders with alphabetical list of students. It is recommended to bring a list of projected students to have the receiving Middle School sign-off. Keep for your records.
Transition to High School:
A records exchange involving all Middle and High Schools will be held at the end of each school year.
