GENERAL SUMMARY

Under limited supervision, plans, organizes, and directs all activities and personnel of the Police Department. Directs and controls law enforcement programs, and performs various administrative duties pertaining to the enforcement of state and local laws designed for public safety and welfare. Works under a high degree of stress and in dangerous conditions. Reports to the City Manager.

PRIMARY DUTIES AND RESPONSIBILITIES

Manages the Police Department for the effective administration of law enforcement for the prevention and detection of crime, protection of life and property, and the apprehension of law violators in the City; appraises crime prevention and law enforcement problems of the city; develops efficient solutions and adjusts departmental methods to meet situations and improve existing operational effectiveness.

Prepares and monitors a comprehensive line item budget for the Police Department as necessary in forecasting and implementing projects, programs and services; monitors and controls revenues and expenditures within the department taking corrective action or advising the City Manager accordingly.

Exercises responsibility for the proper maintenance and use of Police property and facilities; makes personal inspections of officers and equipment in maintaining standards and staying appraised of up-to-date standards for equipment.

Performs law enforcement activities at unusual and/or important crime scenes.

Formulates departmental policies, procedures, rules, and regulations in consultation with subordinate supervisory officers.

Supervises departmental personnel which includes instructing, assigning and reviewing work, planning, maintaining standards, coordinating activities, allocating personnel, acting on employee problems, approving transfers, selecting new employees, and recommending discipline, termination, and salary increases.

Coordinates with other Law Enforcement agencies in relation to law enforcement interests and activities and maintains positive relations with surrounding agencies to promote mutual aid agreements.

Promotes a favorable image of the City and Police Department via communication and interaction with members of the media, citizens, and outside agencies as applicable; serves as a spokesperson for the department on topics of public interest.

Maintains a public relations program to foster positive community interactions between the employees of the department and the community.

Creates inhouse training programs for officers to foster employee engagement and better prepare the employees for the needs of the City.

Ensures the proper instruction of all employees in the methods, procedures and practices of the Police Department; reviews employee performance to promote and ensure proper compliance with all standards and policies; recommends solutions for improvement as necessary.

Remains abreast of any changes in laws, regulations, policies and procedures; interprets new laws, ordinances, rules and regulations for subordinates.

Ensures that technical and official records and files are properly prepared/transmitted/maintained.

Conducts investigations of all complaints relative to the conduct of members.

Develops strategic and long-term plans in the areas of personnel, equipment, training, funding, and property, for the long-term growth of the department.

Receives, reviews, and/or prepares various records, reports, forms, and related information such as purchase orders, employee performance evaluations, budget records/reports, monthly and annual reports to the City Manager, incident reports, letters of correspondence, personnel records, payroll records, job applications, citizen complaints, case clearances, public speeches, etc.

Coordinates various information and data for the purpose of making conclusions/decisions, providing assistance, and offers technical advice to subordinates as necessary/requested.

Performs necessary law enforcement duties as detaining suspects and criminals, performing investigations, etc.

Utilizes and/or operates general office supplies and equipment, fire arms, security system, 35 mm camera, radio, vehicle, and other police equipment in the performance of job activities. Interacts with various individuals and groups such as supervisor, co-workers, lawyers, technicians, insurance agencies, sales persons, law enforcement, and the general public.

Performs other related duties as required.

JOB SPECIFICATIONS

Education and Experience:

Bachelor's degree in Criminal Justice and/or a related field with 10 years of progressive experience in all functions of law enforcement; or any equivalent combination of education and experience that provides the required skills, knowledge, and abilities. Must possess certification in all required areas of law enforcement, and have a valid South Carolina driver's license.

Knowledge:

Knowledge of the methods, organization, planning, management and supervision of a law enforcement agency as reflected in the needs and requirements of the City. Knowledge of criminal behavior and methods of operation. Knowledge of legal rights of accused persons, officers, and the public. Has considerable knowledge of the structure, functions, and interrelationships of state and local law enforcement agencies. Knows how to determine or interpret work procedures, laws, regulations and methods for subordinates. Is able to maintain harmonious relations among subordinates. Knowledge of the legal system, state laws and court rules relative to the activities of legal processes, etc. Knows how to promote efficiency, effectiveness, and safety of departmental operations, and to promote the professional growth of subordinates.

Skills/Effort:

Capable of using independent judgement and discretion in dealing with emergency situations, handling internal problems of the Department, reacting to public pressures, analyzing and applying new laws, law enforcement techniques, preparing departmental goals, setting schedules, assigning work, and planning for future needs of the department. Able to administer policies, procedures, plans, and activities, and to monitor performance of subordinates against established goals. Skilled in analyzing problems that arise in the areas of management and supervision, and to implement necessary corrective action. Has the ability to effectively communicate with individuals and groups from a wide variety of educational and cultural backgrounds. Ability to respond to any situation related to the responsibilities of the job on a 24-hour day/7 day per week basis. Able to perform the duties of the position under stressful and dangerous conditions. Skilled in methods utilized in forecasting, monitoring, planning, and developing departmental budget information. Able to monitor the assignments/work of subordinates to ensure safe and proper compliance with all applicable standards, laws and regulations. Is able to utilize and operate equipment, firearms, and other items used in law enforcement.

Working Conditions:

Subject to any number of discomforting and/or dangerous conditions when responding to crime scenes or performing police work including extreme heat, cold, explosives, noise, wetness, violence, and toxic chemicals. Administrative work requires no significant physical exertion beyond requirements for operating office equipment. Police work may require a high degree of physical exertion and dexterity as required to manually apprehend law violators; includes running, walking, lifting, pushing/pulling, grabbing, and other physical movements. Other physical/mental requirements may apply.

Responsibility:

Budgetary responsibility for department.

Oversees community relations initiatives in the department that focus on developing the relationship between the employees and the citizens.

Supervises all departmental personnel through the chain of command and maintaining a line of communication with City Manager.
