Council Member Burdick opened the meeting acknowledging Pamela Atkinson, an advocate for the homeless and refugees in Utah, and some of her insights into being a humanitarian. He also expressed his concerns with growing homelessness.

Council Member Bradshaw, seconded by Council Member Jensen, moved to approve the minutes of the Salt Lake County Council meetings held on Tuesday, November 22, 2016, and Tuesday, December 6, 2016, and the minutes from the Public Hearing held on Tuesday, December 6, 2016. The motion passed unanimously, showing that all Council Members present voted “Aye.”

Ms. Shaleane Gee spoke under “Citizen Public Input,” thanking her father, David Gee, for encouraging her to pursue the arts and humanities, which led to her involvement with homelessness.

Ms. Alexandra Eframo spoke under “Citizen Public Input,” giving a thought and suggesting the Council purchase 100 sleeping bags for homeless people who cannot get into shelters.

Mr. Jeremy Bendixen spoke under “Citizen Public Input,” stating he represented Cardiff Canyon Owners Association (CCOA), which strongly opposes the Central Wasatch Commission and would like it to be taken out of consideration.

Mayor Ben McAdams recognized 300 GE Healthcare, TruCo, and Sports Court volunteers and donors for their engagement in a service project for Salt Lake County’s Youth Services Division.
Council Member Wilson stated she went to the Youth Services facility the morning of the service project, and was in awe at the amount of work the volunteers did.

Mayor Ben McAdams read the following proclamation recognizing David Gee and Diane Steward as 2016 vital volunteers:

Recognizing 2016 ZAP Vital Volunteers
WHEREAS, David Gee and Diane Stewart were appointed by Mayor McAdams as Co-chairs of the ZAP Ad Hoc Task Force in 2015. Through this Task Force they were influential in reaching consensus between ZAP Tier I and Zoological recipients in order to achieve equitable funding distribution. They achieved their goals to continue the stabilization of the arts, cultural and recreational community, ensure public value of the ZAP program and align state statute with the evolution and growth of Salt Lake County’s cultural community.
WHEREAS, ZAP ordinance and policy revisions, based on the Ad Hoc Task Forces’ recommendations were approved by the Salt Lake County Council.
WHEREAS, Diane Stewart is a dedicated arts advocate and owner of Modern West Fine Art gallery in Salt Lake. Diane and her husband, Sam, are generous contributors to the arts and education through the S & D Stewart Family Foundation. Diane is currently serving on the Center for the Arts Advisory Board and the Cultural Core Budget Committee. Diane has served the arts and cultural community for many years and brings skillful negotiation experience in the assistance of the ZAP program.
WHEREAS, David Gee is a prominent attorney with Parr Brown Gee & Loveless. David served on the 2004 ZAP Ad Hoc Committee and as a member of the ZAP Tier I Advisory Board from 2008 through 2013. He chaired the Tier I board for two years in 2010 and 2011. David also served on the Executive Committee of the ZAP 2006 Renewal Committee. His service has been instrumental in helping to shape current and past ZAP policies. Currently, David serves on the Cultural Core Budget Committee.
WHEREAS, the ZAP Program would like to recognize Diane and David for their service and thank them for giving generously of their time to serve Salt Lake County.
NOW THEREFORE I, Ben McAdams, Mayor of Salt Lake County, recognize David Gee and Diane Stewart for their dedication and service to improve Salt Lake County, and be they therefore declared 2016 Vital Volunteers and awarded Certificates of Appreciation for their outstanding contributions and generous donations of time to the betterment of Salt Lake County residents and County arts and cultural programs.

Mayor Ben McAdams recognized Council Member Burdick for his willingness to serve as chair this year, and for his dedication to criminal justice reform and the arts. He has advocated for the criminal justice system in a way that has saved tax dollars, and helped bring the Eccles Theater to fruition.
Council Members Newton, Wilson, and DeBry also thanked Council Member Burdick for his service as chair.

The Council reviewed the appointment of Richard Snelgrove as the Council’s representative to the Board of Trustees of the Greater Salt Lake Municipal Services District.

[Council Member Jensen, seconded by Council Member Bradshaw, moved to appoint Council Member Snelgrove to serve on the MSD Board and to forward this appointment to the 4:00 p.m. Council meeting for formal consideration. Mr. Brian Maxwell, Policy Analyst, Council Office, submitted a letter requesting the appointment of Terry Thomas as a deputy constable under Constable Larry Bringhurst.

Council Member Burdick read the following proclamation recognizing local business owner Justin Burnett for his contributions to the economy of Salt Lake County:
A RESOLUTION OF THE SALT LAKE COUNTY COUNCIL AND THE SALT LAKE COUNTY MAYOR COMMENDING LOCAL BUSINESS OWNER JUSTIN BURNETT FOR HIS CONTRIBUTIONS TO THE ECONOMY OF SALT LAKE COUNTY
BE IT KNOWN AND REMEMBERED THAT:
The County Council of Salt Lake County, State of Utah, met in a regular session on the 13th day of December 2016, and that the Salt Lake County Council and the Salt Lake County Mayor, RESOLVE AS FOLLOWS:
WHEREAS, Justin Burnett is the owner and CEO of “Mobilight International Inc.” that has manufactured industrial light towers for over 20 years, first starting with light towers for the mining industry which operate in the smallest to the largest mine sites worldwide, and
WHEREAS, Justin purchased Mobilight a few years ago and has spearheaded its growth, even during the difficult economic climate in the oil and mining industries, by his own innovation, and advanced cost savings technology, and
WHEREAS, In response to those difficult times, Justin invented the company’s hybrid light tower system, first using LED lights instead of the halogen that required the use of diesel engines for power. He later installed batteries for the LED light which use less energy and the diesel engines were only needed to recharge the batteries. Both of these innovations cut costs and diesel pollution, and
WHEREAS, Justin continued to upgrade the light towers by adding state of the art solar energy systems that feed the batteries, further cutting the need for the use of diesel engines, and
WHEREAS, Justin and his employees are committed to quality, innovation and creating systems that produce state of the art equipment that is efficient, safe and easy to use, while conserving energy. Their research and development is focused on efficiency and green technology, and
WHEREAS, Mobilight also manufactures rugged trailers that are used for setting up a base for search and rescue, fire and incident management and other industrial uses. This portion of the business is geared up to add new employees soon, and
WHEREAS, Justin and his company have provided employment for local citizens, created a worldwide customer base, been on the cutting edge of energy efficient technology and has made a significant economic contribution to the County and State.
WHEREAS, Justin also has been recognized by the Utah Business Magazine, winning a “Sustainability” award and has been granted a patent by the United States for his Hybrid Light Tower, and he was selected as a finalist in the Utah Clean Air Innovations Contest.
NOW THEREFORE, BE IT RESOLVED THAT, The records of the County Council show that the County Council and County Mayor recognize and commend Justin Burnett on the success of his local business and the economic benefits it has brought to the citizens of Salt Lake County.
