EXECUTIVE PERFORMANCE HIGHLIGHTS

In core management positions such as CIO and MIS Director, delivered unique solutions that transformed corporate goals into reality, built effective IT systems, and produced rapid and sustained business growth.

  • Initiated and implemented Sungard Recovery Services for business continuity preparedness plan enabling critical work to resume in the event of an emergency or disaster that limits access to NYC’s Housing Development Corporation offices. This policy was in effect before September 11th and was invaluable in operations restoration.
  • Directed the creation of an ERP installation and state of the art financial management system utilizing an Oracle migration from Wang VS encompassing GL, AP, AR & PO merging numerous databases into one integrated system. Coordinated all program development and functional/technology aspects with Oracle Consulting teams for the creation of a mortgage billing system and portfolio management tracking program handling investments and funding allocation.
  • Spearheaded the Business Process Re-engineering at NYC’s Housing Development Corporation. All operations were critically analyzed and an initiative to reduce the amount of paper reliance and thereby streamline operations was launched. The introduction and implementation of Electronic Document Management and Imaging Workflow technology across most business units produced enormous productivity gains thus eliminating the need for new employees due to high growth in new mortgages.
  • Transformed a stagnant MIS department into a highly functional and performing team by reorganizing the infrastructure, providing focus and a clear vision and developing and implementing effective motivational and incentive programs.
  • Deployed the corporation’s first Extranet, allowing customers access to critical financial records and imaged documents online via a secure web connection. Utilizing Oracle Financials and 170 systems Markview imaging software, the corporation is able to streamline its reporting requirements to its customers and improve customer service.
  • Developed a correspondence system for the NYC Mayor’s office that successfully tracked all mail delivered to the mayor while handling volume and prioritization within a 6-month effort with no interruption of service allowing for quicker response and analysis of issues.
  • Designed and managed installation of a new network including the Microsoft Windows NT operating system for over 750 users in 13 WAN locations for Mayor Giuliani’s office. Provided Mayor’s staff with new resources in a state-of-the-art environment including electronic mail, calendaring and computer based facsimiles, streamlining paper driven processes and allowing for the redistribution of personnel.

Chief Information Officer New York City Housing Development Corporation1998 to Present

Direct an annual budget of $4 million and manage a staff of eight handling technology support for corporation specializing in financing development for affordable housing to low and middle income New Yorkers.

  • Asked to give a presentation on the successful implementation of a Document Management and Workflow Enabling imaging system at the Oracle Applications User Group conference in San Diego in November of 2001.
  • Implemented an Oracle based ERP system to streamline processes and procedures replacing an intensive paper driven system enhancing workflow technology and imaging in a state-of-the-art of environment.
  • Created and executed a program to bring technology and communication to 125 employees providing them with state-of-the-art technology within a 4 – month period enhancing programs such as corporate wide scheduling, task lists and notes, automated saving of data to network drives and sharing of data across departments.

Executive Deputy Director for Administration New York City Gambling Control Commission 1998

Supervised the overall administrative operations of this newly created Commission directing MIS, fiscal and budgetary functions, human resources, payroll management, accounts payable, fee administration and collections, facilities and fleet management.

  • Established a comprehensive computer system and database incorporating licensing applications in MS Word and allowing for subsequent conversions to SQL database.
  • Instituted TimeSlips tracking system to organize investigators’ time and expense for billing initiatives.

Managed all computer operations with responsibility for 23 technical personnel with a centralized, automated Help Desk system

using Lotus Notes. Managed $7,500,000 capital budget for the implementation of new technology.

  • Implemented an entirely new technical infrastructure in 1995 including all desktop computer upgrades for 700 users in 13 remote locations within a six-month period. Centralized the MIS functions from disparate smaller groups to a customer-oriented team.
  • Formulated a comprehensive information management strategy, implementing the utilization of PowerBuilder and MS SQL server integrating multiple databases and streaming maintenance of crucial documentation.
  • Established policy for software standards using Windows 95/NT and Microsoft Office Suite Products; provided comprehensive in-house training for all staff in newly designed facility during transition.
