1.  Purpose of Document

The purpose of this document is to capture the requirements and design specification for a SaMC Charge Code in one document.

2.  Introduction

2.1  Background

Black Start energy is an Ancillary Service (A/S) that consists of dispatched energy using self-started equipment following a system blackout. Black Start equipment must be able to start without an external source of electricity and must be available to participate in system restoration under the coordination of California ISO.

The CAISO has the discretion to procure Black Start as needed and may establish agreements with eligible Generators for the provision of Black Start services. The CAISO is also responsible for ensuring that Black Start services are readily available in the event of a system blackout via periodic testing.

Whenever a Black Start unit provides Black Start in accordance with the CAISO’s instructions, the CAISO will pay the unit based upon the negotiated rate per established agreement. The cost of Black Start services is allocated to market participants based upon Measured Demand excluding Real Time exports.

2.2  Description

The Black Start Energy Allocation recovers costs incurred under contracts between the CAISO and entities that provide Black Start services. Payments for Black Start are applied whenever an Exceptional Dispatch for Black Start Energy occurs under CC 1001 Black Start Energy Settlement. The costs are allocated under CC 1353 Black Start Energy Allocation via automated calculation. The Black Start Energy Allocation for each Business Associate (BA) is a pro rata share of the costs incurred during the applicable Trading Hour based on Measured Demand excluding Real Time exports.

3.  Charge Code Requirements
