Job Objectives /
  1. To oversee the setting of Impact Delivery Strategies per beneficiary group that link to the Country Strategy and annual programme plans to deliver the strategies and measure impact.
  2. To play a key role in the day to day running of TfaC Malawi as an organisation via representing the Programmes Unit within the Organisational Management Team (OMT).
  3. To ensure effective and quality implementation of the TfaC Malawi grant portfolio, ensuring monitoring, evaluation and learning continuously informs programme implementation and design.
  4. To co-lead business development for the organisation in line with the Country Strategy and business development plans.
  5. To ensure effective HR management of a unified Programmes Unit to ensure effective and quality delivery of the grant portfolio.

Strategic Direction:

Key deliverables:

  1. To oversee the setting of Impact Delivery Strategies per beneficiary group that link to the Country Strategy, Monitoring, Evaluation and Learning (MEL) framework, and annual programme plans to deliver the strategies and measure impact.
  2. To play a key role in the day to day running of TfaC Malawi as an organisation via representing the Programmes Unit within the Organisational Management Team (OMT).
  • Lead the process of setting impact delivery strategies per beneficiary group that align with the Country Strategy and MEL framework ensuring the processes are consultative with all relevant beneficiaries and stakeholders.
  • Lead the process of setting an advocacy and campaigning strategy that aligns with the Country Strategy ensuring the processes are consultative with all relevant beneficiaries and stakeholders.
  • Lead the process of setting Annual TfaC Malawi programme plans to deliver the Country Strategy and beneficiary Impact Delivery Strategies.
  • Chair the Strategy Management Group (SMT) to monitor process against the delivery of the TfaC Malawi Annual Programme plans.
  • Represent the Programmes Unit within the Organisational Management Team (OMT) that makes day to day operational and HR decisions.
  • Support the Country Director to make key decisions on future strategy and the direction of the organisation.

Programme Management:

Key deliverable: To ensure effective and quality implementation of the TfaC Malawi Programme grant portfolio, ensuring monitoring, evaluation and learning continuously informs programme implementation and design.

  • Oversee the planning and delivery of all TfaC Malawi grants in accordance with the Country Strategy, MEL framework and Programme Strategies to ensure all external log frame and internal Key Performance Indicators are met.
  • Develop new programme management initiatives to support the effective and quality delivery of the Programme portfolio.
  • Ensure quality of programme delivery is given priority in all projects and that TfaC methodology is upheld and enhanced via quality curriculum development and facilitation training.
  • Oversee Monitoring Evaluation and Learning (MEL)to ensure all projects and the Programme unit as a whole have effective MEL frameworks, aligning with TfaC Malawi’s organisational MEL framework, to assess the strengths of the programme and to identify areas for improvement.
  • Develop and implement Programme goals and objectives to achieve the successful outcome of the programme.
  • Take a leading role in building/fostering relationships with donors, government ministries and other partners and stakeholders.
  • Ensure that all Programme activities operate within all policies and procedures of the organisation and comply with all relevant legislation and professional standards.
  • Oversee the writing of management and donors reports ensuring all reports are submitted in a timely and quality manner.
  • Identify and evaluate risks associated with the Programmeactivities and take appropriate action to control the risks.
  • Oversee Programme Managers to effectively budget, budget hold, authorise and monitor project spend and where appropriate perform the budget holder duties. All spend must be in line with donor regulation and contracted budgets.
  • Ensure MEL continuously informs programme implementation and design

Business development:

Key deliverable: To co-lead business development for the organisation in line with the Country Strategy and business development plans.

  • Work with the Country Director and where appropriate the TfaC UK Head of Grants to map donor priorities and potential funding opportunities.
  • Work with the Country Director to support or where agreed lead relevant donor relationships ensuring TfaC Malawi is effectively represented to best placed to secure future funding.
  • With the Country Director, lead proposal development, project design and proposal writing on behalf of TfaC Malawi based on beneficiaries need assessments, Impact Delivery Strategies and learning from prior grants

Human Resource Management:

Key deliverable: To ensure effective HR management of a unified Programmes team to ensure effective and quality delivery of the grant portfolio.

  • Lead the continuous review of the Programmes Unit capacity to ensure the Programmes Unit is staffed to deliver the quality implementation of the projects in a cost effective manner.
  • Ensure staff development and succession plans are in place to ensure the sustainability of staffing within the Programmes unit.
  • Ensure that all yearly appraisals/performance management processes and target setting are carried out.
  • Line Manage relevant staff in line with the TfaC human resource guidelines and policies.
  • Support other relevant to staff to line managestaff in line with the TfaC human resource guidelines and policies.
  • Ensure effective coordination of human resources policy and initiative across the Education Programme.
  • In consultation with other relevant staff recruit, interview and select well qualified new staff/ volunteers and ensure they are effectively inducted.

Essential Requirements

  • Masters’ degree or equivalent in a relevant field (e.g. Sexual and Reproductive Health, Public Health, Education, Monitoring & Evaluation, Community Development)
  • More than 10 years’ experience managing multiple concurrent large scale grants
  • More than 5 years of experience contributing to the strategic direction of a medium/large NGO at Senior Management level
  • Extensive experience effectively managing diverse teams with a proven track record of successful capacity development
  • Experience managing multi-million dollar grant budgets
  • Experience working with key NGO donors especially DFID and USAID
  • Experience working in a sub-Saharan context
  • Proven track record of leading successful business development proposals with key NGO donors such as DFID and USAID
  • Passion for improving sexual and reproductive health, achieving gender equality and safeguarding children
  • Fluent spoken and written English

Desirable Requirements

  • Experience in theatre for development
  • Detailed understanding on the Malawian context
  • Fluency in Chichewa
