FMO Responsibilities for the Risk Mitigation/Waiver (RM/W) Process for Agency Personnel
*Notifies Servicing Human Resources Office (SHRO) when a Non-Qualification determination is received from the contracted medical provider, CHS.
*Notification that determination exam results are available in CAS will be emailed to the CAS user that ORDERED the exam as well as the firefighter. This may be a Human Resource person OR the FMO but not both. However, an authorized CAS user can go into the CAS system to review the determination at any time.
Notifies Servicing Human Resources Office (SHRO) and Department of the Interior Medical Standards Program (DOI MSP) at when WLFF is no longer participating in arduous duty.*
· Voluntary removal from arduous duty (Voluntary Removal)
· Separation
· Termination/deceased
· Retiring (needs Exit exam)
*A CAS user can also make an individual INACTIVE in CAS if that person is no longer with the assigned unit for whatever reason. This is done in the demographic page in CAS.
Notifies SHRO of an Office of Worker’s Compensation Program (OWCP) claim for disability and requests the WLFF’s electronic Employee Medical Record (EMR) to be forwarded with the OWCP claim.
Notifies Wildland Fire Safety Program Manager (WFSPM) if medical condition of WLFF changes.
· If the WLFF develops a change in medical status (injury or illness) between yearly medical exams that prevents them from performing arduous duty lasting longer than three consecutive weeks, contact the DOI MSP at or call 1-888-286-2521. The DOI Medical Standards Program will consult with the WFSPM and could request that the contracted medical provider ask for addition medical information from the WLFF and re-evaluate the WLFF’s clearance status.
Participates in the Interactive Risk Mitigation/Waiver Process.
o Receives Non-Qualification* notification and copy of initial letter to WLFF 1.2_Initial_Letter_to_WLFF.doc) from the SHRO representative.
*It is recommended that the WLFF has a determination of static and stable by the CHSi reviewing medical officer for the non-qualifying issue before the RM/W is drafted. This can be done through a RMO (see WLFF toolbox)
· If applicable, acknowledges receipt of request for extension from WLFF (1.2a_2.2b_WLFF_Extension_Request.doc) .
· Within 30 days, facilitates the Interactive RM/W Process with the SHRO and WLFF, and drafts the RM/W (Risk_Mitigation_Waiver_Template.doc)
· Receives WFSPM advice for the RM/W draft and, with the SHRO representative and WLFF, revises as needed.
· Receives 1st level RM/W decision notification from Management Official (MO)
o Acceptable Risk with Mitigations (RM) or Acceptable Risk (Waiver) decision by the MO (1.9b_Email_to_WLFF_Acceptable_Risk_W_or_WO_Conditions.doc
o Unacceptable Risk Decision (1.9c_WLFF_Unacceptable_Risk_Decision.doc)
· If the MO does not approve the 1st level RM/W, the WLFF has the opportunity to participate in a 2nd level review by the DOI Medical Review Board. A determination of static and stable of the non-qualifying issue by a CHSi reviewing medical officer is REQUIRED before the WLFF can submit additional information for 2nd level review consideration.
