Proposal Summary:

The anticipated USAID/Mali Peace and Security/Countering Violent Extremism (CVE)is afive-year programthat is anticipated to build onwill expandon USAID/OTI Mali Transition Initiative's activities, which supports broad-based, inclusive, and participatory democratic processes. USAID will continue to advance ongoing and planned CVE efforts through robust programming and by implementing strategies toprevent the spread of violent extremist ideologies and networks worldwide.

Position Summary:

MSI seeks a Chief of Party (COP) to spearhead the USAID/Mali Peace and Security/Countering Violent Extremism (CVE) project. The COP is responsible for making key decisions and solving problems in short time frames while ensuring operational and program integrity. The COP is responsible for management, oversight, reporting, and quality of performance in this program. The COP will serve as the designated MSI connection for overall management of the relationship with USAID, and will provide vision and strategy for the implementation and direction of all project activities.

Responsibilities:

The COP’s primary responsibilities include, but are not limited to:

  • Provide overallleadership management of the entire contract, including administrative, financial, human resource, operational, and technical oversight
  • Achieve program results efficiently, timely and in compliance with USAID, international and regional partners, and host-country government officials
  • Serve as the project’s primary liaison with USAID, international and regional partners, and host-country government officialsin defining project activities and targets, and ensure close collaboration
  • Act as primary liaison with MSI’s Washington, D.C. office in technical and managerial matters
  • Supervise all project technical staff; mentoring local staff to engage capacity and actively contribute expertise to the contract overall and provide strategic and operational direction.

  • Ensure effective and efficient performance for all aspects of the contract, overseeing all quality control and reporting for each task order while ensuring compliance with USAID regulations and MSI policies and systems
  • Conduct monthly and quarterly meetings and workshops with the project team to resolve any issues among the task orders and to address external and internal issues that affect contract performance.
  • Oversee annual project work planning and establish procedures to measure the project’s progress against the work plan,and participate in regular project evaluations to ensure progress and recommend solutions
  • Represent the project at periodic meetings with stakeholders to report on planned activities and actions, including implementation status

Qualifications:

  • A minimum of eight years of progressive experience with complex, fast paced, and challenging field operations in developing countries, preferably in a fragile or transitional state environment or security-challenged environments
  • Relevant work experienceas a COP, or senior field management experience such as Project Director, Regional Director or Country Director rolesthat required working closely with a donor, contractor or international NGO managing an office or program
  • Master’s Degree or PhD in international development, international affairs, or a related field
  • A proven ability to successfully lead an intercultural team in a development context, including supervising long-term field staff and short term U.S., third country, and local experts
  • At least two years of experience working on a program countering violent extremism is highly desirable but not required[AP1]; experience in conflict mitigation and governance/participation are required.[AP2]
  • Demonstrated supervisory experience with activity design, development, and implementation in a post-conflict and/or transition setting
  • Experience in financial management, including budgeting; financial management (tracking, reporting and accounting); and procurement
  • Fluency in written and oral English and French is required.
