2014 Regulations for International Student Admissions
- The following guidelines are issued in accordance with the University’s Regulations for International Student Admissions.
- Eligibility for International Student Status
According to Article 2 and Article 3 of “MOE Regulations Regarding International Students Undertaking Studies in Taiwan”:
- “An individual of foreign nationality, who has never held nationality status from the Republic of China (“R.O.C.”) and who does not possess an overseas Chinese student status at the time of their application, is qualified to apply for admission under this regulation.
- An individual of foreign nationality, pursuant to the following requirements and who has resided overseas continuously for no less than 6 years is also qualified to apply for admission under this regulation.
- An individual who also is a national of the R.O.C., but does not hold nor has had ahousehold registration in Taiwan.
- An individual who also was a national of the R.O.C. but has no R.O.C. nationality at the time of their application shall have an annulled status regarding their R.O.C. nationality for no less than 8 years after an annulment of R.O.C.nationality by the Ministry of the Interior.
- Regarding individuals mentioned in the preceding 2 subparagraphs, they must not have studied in Taiwan as an overseas Chinese student nor received placement permission during the same year of the application by the University Entrance Committee for Overseas Chinese Students.
- An applicant of foreign nationality, concurrently holding a permanent residence status in Hong Kong or Macao, having no history of a household registration record in Taiwan and, at the time of application, has resided in Hong Kong, Macao, or another foreign country for no less than 6 years is qualified to apply for admission under these regulations.
- An applicant being a former citizen of Mainland China and holds a foreign nationality, having no history of household registration record in Taiwan, and at the time of application, has resided overseas continuously for no less than 6 years is qualified to apply for admission under these regulations.
The term “overseas” as prescribed above is limited to countries or regions other than Mainland China, Hong Kong and Macau; the term “ reside overseas continuously” means that an individual may stay in Taiwan for no more than a total of 120 days per calendar year. The only exceptions to this method of calculation are for those who fulfill one of the following requirements with written supportive proof:
- Attended overseas youth training courses organized by the Overseas Compatriot Affairs Council or technique training classes accredited by the Ministry of Education;
- Attended a Mandarin Chinese language center at a university/college for which foreign student recruitment is approved by the Ministryof Education, and for which the total length of stay is less than 2 years;
- Exchange students, whose length of total exchange is less than 2 years;
- An Internship in Taiwan which has been approved by an authorized central government agency, of which the total length of stay is less than 2 years.
III. General Requirements for Admission
- Applicants who have graduated from a high school, college or university recognized by the Ministry of Education - Taiwan can apply for admissions (Please refer to the website
- Applicants with a high school diploma are eligible to apply for undergraduate studies.
- Applicants with a bachelor’s degreeor equivalent qualifications to that of our academic degree system are eligible to apply for Master’s programs.
- Applicantswith a Master’s degree or equivalent qualifications to that of our academic degree system are eligible to apply for PhD programs.
- Applicants from foreign countries, Hong Kong, and Macao whose graduating year is equivalent to the second grade of domestic senior high schools and whose graduating schools are comparable in level and nature to domestic senior high schools are considered as having a level of education adequate for registering for the entrance examination for the university bachelor. According to the university constitution, applicants with this education background require an additionally at least 12 general education credits in 4 fields of general education courses for graduation. These credits could not be included in the graduate credits.

VI. Regulations Concerning the Application Procedure
- Applications should be completed between February 1 and July 30 of each year.An acceptance letter will be provided when applicants are accepted.
- Applicantsmust submit for evaluation by the Office of International Affairs the following documents . 1. 2 copies of the completed application form, with 2-inch photos attached.
2. Certification of highest degree from a foreign institution and a transcript of academic study.Please refer to the following Academic Credential Verification and Accreditation Methods (For documents in languages other than Chinese or English, a Chinese or English translation should be attached; original documents are required upon registration.)
(1) Academic credentials from Mainland China: The Regulations Governing Accreditation of institutes in Mainland China shall apply.
(2) Academic credentials from Hong Kong or Macao: Academic Credential Verification and Accreditation Methods adopted in Hong Kong and Macao shall apply.
(3) Academic credentials from other areas:
(a) Academic credentials earned at overseas Taiwan schools or Taiwan schools in
Mainland China shall be regarded as the same as earned in domestic schools of
equivalent levels.
(b) Academic credentials referred to in the preceding 2 Items shall be subject to the Regulations Regarding the Assessment and Recognition of Foreign Academic Credentials for Institutions of Higher Education. However, academic credentials earned from institutes or branches established in Mainland China by foreign schools shall require public notarization in Mainland China and be verified and examined by an institute established or appointed by, or through a private agency commissioned by the Executive Yuan.
3. A health examination certificate (including HIV test).
4. Certification of sufficient funds(equivalent at least NT$200,000)for staying in Taiwan. (sealed and mailed directly from the financial institute to the university.)
- A study plan, written in either Chinese or English.
- An application fee of US$50 (or NT$1,500)
- Other documents specified by the department or institute to which the student is applying.
- International students who have earned a bachelor’s degree or higher in Taiwan and are applying to a masters degree program or higher may use diplomas and transcripts from Taiwan rather than the documents listed in Item (2) above.
- At the time of registration a new international student shall present proof of a medical and injury insurance policy which is valid for at least 6 months from the date the student enters Taiwan. Current students shall present written proof that they have joined Taiwan’s National Health Insurance Plan.
The abovementioned written proof of insurance issued in foreign country shall be verified by the ‘Overseas Agencies’. - Departments and institutes that accept students who lack strong proficiency in Chinese or the ability to understand Chinese-taught classes must require these students to take courses at language centers recognized by this University.
- The University that reviews the application documents without verification by overseas consulates, representative offices, agencies of the country or other bodies authorized by the Ministry of Foreign Affairs (hereinafter referred to as ‘Overseas Agencies’) or institutes established or appointed by, or a private agency commissioned by the Executive Yuan as prescribed in subparagraphs 2 of the preceding paragraph may request verification by an Overseas Agency. If the said documents have been verified, the university may request examination of the documents.
VII. Application Procedure: The application process can be completed by mail or by authorizing an R.O.C. citizen to file on site on behalf of the applicant.

- Two, 2-inch passport-style photos should be attached to the application form.
- Entering students should fill in the blanks for local mailing address and contact phone number no later than September 30.

C. Remarks
1. Applicants who are not granted admission can apply for a refund by submitting the original receipt, with their name, department, reason for refund, and a self-addressed, stamped envelope. The University will deduct a US$15 or NT$500 processing fee and send the refund by electronic transfer.
2. Students will have their acceptance revoked if they are found not to have met entrance requirements or to have used documents that are forged, altered, or otherwise fraudulent documents. If they have already matriculated into the University, they will be expelled and no academic credit will be granted for any studies completed. If they have already graduated, their certificate of graduation will be revoked and the University will report the cancellation of the degree.
VIII. Review Process for International Student Applications
A. Application materials are organized by the Office of International Affairs and sent to relevant departments for evaluation. The result of the evaluation with the documents of the relevant meeting minutes should be submitted to AdmissionsServiceCenter, and then send to an admissions committee for review.
B. The Office of Academic Affairs will hold a meeting of an admissions committee, hosted by the Dean of Academic Affairs, convened by Admission Service Center, consisting of the Dean of the Student Affairs, the Dean of the Office of International Affairs, the deans of relevant colleges, relevant department chairs, and any other relevant administrative officials. The results of the meeting are submitted to the president for approval and the Office of International Affairs notifies the student.
IX. General Information
A. The admission review process and notification of results will be completed before the end of August.
B. Issues involving course arrangement and transfer of credits will be handled according to University regulations and policies.
C. Tuition and fees are set according to the current fee schedule posted on the Accounting Office website ( ).
D. The University offers Chinese language courses to assist international students in their studies.
E. The University has a special unit to help students adjust to university life (in issues of daily life, personal conduct, and academics).
F. After students enter the University, exemption of credits is handled according to the University’s Credit Exemption regulations. Students who lack sufficient credits cannot graduate until they make up the credits; no exceptions will be made.
G. International students can apply for scholarships from the Ministry of Education. For conditions and scholarship details, students should refer to the Ministry of Education guidelines for the Taiwan Scholarship ( )
H. In order to encourage international students to pursue studies at CJCU, the University has also set up international student scholarships and financial assistance.
I. If there are any discrepancies between the Chinese and English versions of this document, the Chinese version shall prevail.
