Minutes of the Braceborough & Wilsthorpe Annual General Meeting of the Parish Council, 9th May 2016 at St Faiths Church, Wilsthorpe at 7.30pm -Serial No. 008/16.

Present-Cllrs. D Kentish, P Morriss, J Shorrock,Mrs Burgoin, Clerk-Ms R H Woolley,C.Cllr M Trollope-Bellew, D.Cllr B Dobson.

  1. ELECTION OF CHAIRMAN– It was proposed by Cllr. Mrs Burgoin& seconded by Cllr. Morriss that Cllr. Kentish be chairman, all agreed. Cllr Kentish signed the Declaration of Acceptance of Office.
  2. ELECTION OF VICE-CHAIRMAN - Itwas proposed by Cllr Mrs Burgoin and seconded by Cllr Kentish that Cllr Morriss be Vice-Chairman, all agreed. Cllr Morriss signed the Declaration of Acceptance of Office.
  3. CHAIRMANS REMARKS– Cllr Kentish said that he looked forward to serving for another year and thanked everyone for their continued support and involvement in the community.
  4. APOLOGIES FOR ABSENCE & REASONS GIVEN – Councillors Odell,
  5. DECLARATIONS OF INTEREST –None.
  6. MINUTES OF THE LAST MEETING – It was proposed by Cllr. Kentish& seconded by Cllr. Shorrock that the minutes of the last meeting held on Monday 11stMay 2015 be received as a true record. It was resolved that Cllr Kentish sign the minutes. All agreed.
  7. CLERKS REPORT ON MATTERS OUTSTANDING FROM THE MINUTES – None.
  8. FINANCIAL MATTERS –

a)It was proposed by Cllr. Kentish & seconded by Cllr Shorrock that the council approve the Parish Councils End of Year Accounts 31st March 2016. All agreed. Action Clerk.

b)It was proposed by Cllr. Morriss & seconded by Cllr. Shorrock that the Annual Governance Statement set out in Section 1 of the Annual Return for the year ended 31.03.16 be accepted. It was resolved that the chairman - Cllr. Kentish & the Clerk - Ms Woolley sign the declaration. All agreed.

c)It was proposed by Cllr Kentish& seconded by Cllr. Shorrock that the council approve the Statement of Accounts set out in Section 2 of the Annual Return for the year ended 31.03.16. It was resolvedthat the chairman – Cllr. Kentish & Clerk – Ms Woolley sign the declaration. All agreed.

d)It was proposed by Cllr. Kentish & seconded by Cllr. Mrs Burgoin that Yvonne Genever (Uffington Parish Clerk) be appointed internal auditor. All agreed. Action Clerk.

e)It was proposed by Cllr. Mrs Burgoin & seconded by Cllr. Morriss that the Parish Council re-new the Insurance with Community Consultation Ltd. All agreed. Action Clerk.

f)Employees salary/hours for forthcoming year:-

  1. It was proposed by Cllr. Kentish & seconded by Cllr. Mrs Burgoin that the clerk’s salary & hours remain at SCP 18 and 12 hours per month. Action Clerk.
  2. It was also proposed by Cllr Kentish & seconded by Cllr Mrs Burgoin that the Communities Cleaners hours would remain as 8.5 hours per month. All agreed. Action Clerk.
  1. DATES FOR FORTHCOMING MEETINGS DURING 2016-17

It was proposed by Cllr Kentish and seconded by Cllr Morriss that the Council holds monthly meetings apart from August and January as follows:-

2016 - St Faiths, Wilsthorpe - 6th June, 4th July, 5th September,

2016 - Braceborough Village Hall – 3rd October, 7th November, 5th December

2017 - Braceborough Village Hall – 6th February, 6th March, 3rd April (APM & PCM),

2017 - St Faith’s Wilsthorpe – 8th May (AGM & PCM).
