CALL TO ORDER

Diane Cho, Chair, called the meeting to order at 10:08 a.m.

APPROVAL OF THE MINUTES

Motion (I) was made by Paul Edmeades, seconded by Stephanie Hopkins and unanimously carried to approve the April 27, 2016 meeting minutes with minor corrections.

Motion (II) was made by Paul Edmeades, seconded by Kevin Sneed and unanimously carried to approve the minutes of the emergency meeting held on May 5, 2016.

APPLICATIONS FOR ARCHITECT REGISTRATION EXAMINATION

The Board approved the following applications for the Architect Registration Examination:

A motion (III) was made by Diane Cho, seconded by Paul Edmeades and unanimously carried to approve 10 ARE candidates.

APPLICATIONS APPROVED FOR FIRM PERMIT

The Board approved the following applications for Certificate of Authorization:

Project 308 Design, LLC

Brinkley Sargent Wiginton Architects, Inc.

MDT Architects, LLC

Sabir, Richardson & Weisberg Engineering & Architecture APPLICATIONS APPROVED FOR REINSTATEMENT

The Board approved three applications for reinstatement.

OLD BUSINESS

Paul Edmeades reported on the resolutions to be acted upon at the 2016 NCARB Annual Business Meeting. A motion (IV) was made by Kevin Sneed, seconded by Diane Cho and unanimously carried, to allow Paul Edmeades to vote his conscience on the following resolutions:

Resolution 2016-01: Mutual Recognition Arrangement

Resolution 2016-02: Revision of the Alternative to Education Requirements

Resolution 2016-03: Certification Guidelines Exam Equivalency for 5.0

Resolution 2016-04: Five Year Rolling Clock

Resolution 2016-05: IPAL

Resolution 2016-06: Emeritus Status

Resolution 2016-07: Military Trained Applicants

Resolution 2016-08: IDP to AXP

Resolution 2016-09: Updating Name of Internship Committee Resolution 2016-10: IDP Change

NEW BUSINESS

There was no new business to discuss.

CORRESPONDENCE

The Board addressed an email from Kevin Davis regarding signing/sealing of plans for a single family home. According to Mr. Davis, the city of Gaithersburg rejected his building plans because they were not sealed by a licensed architect. Mr. Davis wants to know if the State requires plans for a single family home to be stamped by a Maryland licensed architect. The Board staff will draft a letter to Mr. Davis referring him to § 3-103.C of the statute which provides for an exception for single family homes.

The Board addressed an email from Abe Kalantary regarding licensing. The Board requested more information about his inquiry. The Board staff will draft a letter to Mr. Kalantary explaining the application process and offering assistance.

The Board addressed an email from Debbie Nowinski regarding licensing as a Naval Architect. The Board staff will draft a letter to Ms. Nowinski advising her that her question is not within the scope of the Board’s authority.

The Board addressed an email from Brent Garner. Mr. Garner wants to know “Does a (sic) -Architectural signed and sealed set of plans alleviate the county of legal responsibility for the structural integrity of a particular project or should we require a Professional Structural Engineer stamp?” The Board’s response was to send a copy of the Overlapping Practice Guide to Mr. Garner.

The Board addressed an email from Christian Chute regarding the verification of his score on the ARE. The Board staff will draft a letter to Mr. Chute advising him that NCARB will review his exam in accordance with NCARB A.R.E. guidelines.

The Board decided that correspondence not received by the Friday before the Board meeting will be addressed at the following Board meeting.

EXECUTIVE DIRECTOR’S REPORT

Mr. Long discussed NCARB’s survey regarding the Architectural Experience Program (AXP). The Board will not complete the survey because a resolution regarding AXP is to be voted on at the June meeting in Seattle.

BOARD COUNSEL REPORT

There was no Board Counsel Report.

ADJOURNMENT

There being no further business, motion (V) was made by Diane Cho, seconded by Stephanie Hopkins and unanimously carried to adjourn the meeting at 11:30 a.m.
