Chairman’s Opening Remarks and Executive Session:

Chairman Greenberg welcomed attendees to include: former Chairmen and board members, distinguished guests, and others in attendance. Chairman Greenberg next introduced new board members and staff to the audience and transitioned into the meeting theme and agenda highlighting the guest speakers and the annual awards dinner following the day’s events. Members discussed recommending removal of the 5-yr statute of limitation on identifying PTSD/TBI.

Guest Speakers:

  1. Honorable Jeh C. Johnson, General Counsel, Department of Defense. Hon. Johnson provided an overview of the General Counsel’s responsibilities within DoD and the SECDEF’s recent guidance on Don’t Ask, Don’t Tell policy.
  1. CAPT John H. Nadeau, MC, USN, Forces Surgeon, Marine Forces Reserve, and Professor of Medicine, Vanderbilt University. Discussed medical issues facing Reserve Component service members, TRICARE premium changes, challenges, and personal anecdotes from his command.
  1. Mr. Steven E. Zipperstein, Vice President and General Counsel, Verizon Wireless Legal & External Affairs Department. Shared his corporation’s commitment to their company’s employees who happen to be reserve component service members. Shared a video of a returning service member from an overseas deployment and his integration into the company.
  1. Mr. Matthew C. Flavin, White House Director of Veterans and Wounded Warrior Policy. Shared The White House’s commitment to address the needs of our nation’s veterans to include wounded warrior care. Mr. Flavin emphasized that recent National Health Care legislation will not affect TRICARE benefits of the military services or retirees.

Guest Speakers :

  1. Honorable Dennis McCarthy, Assistant Secretary of Defense (Reserve Affairs). Secretary McCarthy shared his vision of Reserve Affairs, top priorities to include the Yellow Ribbon Reintegration Program, ESGR, QDR, and placed emphasis on Reserve Component matters to ensure the RFPB’s role is understood as it relates to the SECDEF. Secretary McCarthy provided an update on the contiguous mobilization study.
  1. Mr. James M. Sims, National Commander, Military Order of the Purple Heart. Mr. Sims shared the mission and goals of the MOPH and its National Service Program.
  1. CPT Sharif I. Faruque, Commander, HHC, 143rd Sustainment Command (Expeditionary), Joint Sustainment Command-Afghanistan. CPT Faruque shared his recent deployment experience from pre-mob to redeployment, outlining his units many successes with several stress points that may warrant attention by policy officials within DoD.

General Discussion/Executive Session:

Chairman Greenberg asked MG Sumrall, Acting DJS, National Guard Bureau,to lead a working group to study the four (4) main points contained in his memorandum to the board members dated 27 February 2010 and provide feedback in 30 days. At the end of each meeting day, the Board members engaged in general discussions on a variety of topics and issues presented by the guest speakers or were introduced by a board member during these sessions. Together, these periods provided the member comments, thoughts, and recommendations regarding potential areas the Board could focus on for future meetings and in reports to the Secretary of Defense.

Closing Remarks:

Chairman Greenberg thanked everyone for their active participation and discussions during the 2-day board meeting.
