BACKGROUND

1. For OAR Changes / 2. Informational updates· What is the current requirement in rule?
· What prompted the rule (why do we have it?)? State law? Federal law? Incident?
· How long has it been in place?
· What prompted the change in rule/law (Example: Last year a student became unhinged by red tablecloths and attacked the school mascot; administrators discovered they did not have the authority to outlaw red tablecloths).
· Does the board have any areas of discretion or is this strictly mirroring statute?
· If the board does have discretion, those areas should be called out here or in next section.
· Has this been before the board before? If so, what action did the board take?
· / · Why is this before the board?
· What is the current situation?
· How long has it been in place?
· What is prompting the change?
· What process was used?

Example:
The State Board of Education has the responsibility of approving state academic content standards (ORS 329.045) in the areas of math, science, English, history, geography, economics, civics, physical education, health, the arts and second languages. Oregon Department of Education staff review and revise each topic every seven years. (Why this is before the board)
This year, the social sciences—geography, economics, civics, history—are up for review. (What is prompting the change?) Currently, there are 293 standards that support these topics but the best practices are now recommending fewer, deeper standards. (Current situation)
As part of its regular review process, ODE staff will empanel teachers from around the state to review the standards. Panels will consult other state standards, as well as national and international standards in the four areas. (What process was used?)
ETC.
