Classification Title: Police Chief
Purpose of Classification
The purpose of this classification is to manage, direct, and coordinate the operations of the city police department to ensure that applicable laws, codes, and ordinances are properly enforced and that all law enforcement functions and services are carried out to protect life and property of the city.
Essential Functions
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals
- Plans, organizes, and manages, either personally or through subordinate supervisors, all departmental functions and supports staff activities; coordinates activities and assignments.
- Responsible for initiating and decision making for all departmental personnel actions; makes decisions in the areas of hiring, promotions, demotions, terminations, and interdepartmental transfers; makes decisions on disciplinary and grievance actions
- Represents the department at City Commission meetings, staff meetings, and on various committees and task forces
- Develops, prioritizes, and oversees accomplishment of departmental goals and objectives
- Oversees the development of the department’s annual budget; responds to inquiries from city staff and elected officials regarding budget needs and requests; administers approved budget.
- Interviews job applicants and makes selections for various departmental positions; approves all final decisions related to the hiring and disciplining of department personnel
- Oversees internal and external investigations and cooperates with other law enforcement organizations in conducting investigations
- Oversees the implementation and enforcement of standard operating procedures and various rules and regulations
- Reviews agency contingency plans and directs subordinate supervisors to modify plans as needed.
- Inspects or monitors areas of the city to ensure proper conduct of police personnel
- Attends official function, public meetings, and civic events; makes presentations and public speeches at various meetings, ceremonies and luncheons.
- Directs the development of short and long range management and operational plans for the department
- Serves as liaison to various federal, state, local, and/or private agencies, organizations and governments
- Interacts with other public safety agencies within the county; monitors mutual response to incidents as needed and negotiates and implements mutual aid agreements.
- Responds to inquiries from the news media, approves news releases and grants interviews as needed.
- Responds to the scene of major incidents, takes charge of scene or assist officer-in-charge as needed.
- Monitors changes in laws, ordinances, statutes, codes, and regulations and directs subordinate staff in the implementation of changes in department operations for compliance purposes.
- Reviews and/or approves various operational and administrative reports, forms, and records; processes or forwards to appropriate agency or organizational unit.
- Conducts staff meetings and directs subordinate staff in the development and implementation of management activities and functions
- Attends professional conferences and seminars and maintains knowledge of current policies and practices in public safety.
- Composes, prepares, reviews, and/or approves various reports, statistical tables, records, correspondence, and other documents.
- Refers to various federal and state laws, regulations, city and county ordinances, procedures, manuals, and handbooks in performing management duties.

Minimum Qualifications
Associate’s degree with course work emphasis in criminal justice, business/public administration, or related field; supplemented by five (5) years of managerial experience in law enforcement in local government, or a related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver’s license. Must be at least 21 years of age. Must be a US citizen or have resident status. Must meet all eligibility criteria and possess appropriate public safety certifications and credentials as identified for this position, including certification as a Georgia peace officer by Peace Officer Standards and Training (POST). Must be qualified to operate a firearm
