Summary/Objective:

The Payroll and Benefits Manager, under the general direction from the Controller and CFO, oversees the administration of payroll and benefits.

The Payroll and Benefits Manager is responsible for monitoring all tasks necessary to accomplish the company’s payroll processing objectives, including maintaining relationships with state and federal agencies. The majority of the employee’s time is spent planning, coordinating and managing the functions of the Payroll Department. This position also is responsible for administration of employee benefits. As needed, provides special guidance and assistance to all locations on various employee benefit plans. Implements new, or modified plans and employee benefit policies and supervises administration of existing plans. In coordination with Human Resources, ensures that benefit programs provide the best coverage at the lowest possible cost to the company and employees.

This position requires an extremely detailed orientedperson with significant knowledge of payroll administration, including state and federal regulations.

Primary Job Functions:

  • Oversees the Payroll and Benefits Department to ensure employees are paid accurately, timely and in compliance with local, state and federal laws and regulations.
  • Final review and approval of weekly payroll register prepared by the Payroll and Benefits Coordinator.
  • Performs periodic maintenance on the payroll and time collection systems.
  • Analyzes, prepares and reports payroll data. Ensures compliance with all applicable state and federal wage and hour laws.
  • Prepares weekly, monthly, quarterly, and year-end reports (gross payroll, hours worked, paid time off accrual, tax deductions, benefit deductions, etc.) for management.
  • Supervises Payroll and Benefits Coordinator.
  • Maintains current knowledge of applicable state and federal wage and hour laws, ACA reporting and compliance and changes in Company policy and contract language as they pertain to benefit changes.
  • Stays current on payroll systems to achieve alignment with HR Benefits and other HR and accounting related systems, and to ensure effective accounting support.
  • Facilitates management and employee understanding of payroll procedures.
  • Manages the Benefits Department to ensure ACA compliance,prepares monthly benefit reconciliation and payments to vendors, and assists employees.
  • Assists personnel with insurance renewal/open enrollment, including but not limited to the operation of a vendor system (like Marketlink).
  • Administrator for Infinisource, WEX Rapid Paycards, MarketLink, and Blueforce systems.
  • Processes weekly 401(k) paymentand responds to loan requests and questions. Assists with the annual 401(k) audit and provides accurate information to auditors.
  • Manages, calculates and distributes fringe benefits as necessary.
  • Processes and calculates the workers’ compensation and general liability premiums monthly payments.
  • Maintains a master job list with start and end dates and assigns job numbers to new jobs.
  • Manages employees’ time collection process with Blueforce. Sets up new camps, and assistsemployees with troubleshooting system problems.
  • Processes Wells Fargo positive pay for manual payroll checks.
  • Responsible for working with auditors on yearly workers’ compensation and general liability audits.
  • Responsible for tax and ACA compliance and reporting, including but not limited to quarterly and annual filings (e.g., W-2s, 940s,941s, 1095-B, 1095-C etc.).
  • Processes monthly sales tax; electronically files; processes monthly reports;and staysupdated with current rate changes, new jurisdictions, setting up new counties, and verifying no changes at current locations.
  • Maintains current licensing and tax compliance for all jurisdictions. Primary contact for licensing compliance vendor (CT Corp).
  • Responsible for obtaining and maintaining tobacco licenses for commissaries.

Secondary Job Functions

  • Communicates changes in payroll policy, law, compliance with Payroll and Benefits Coordinator.
  • Keeps current with changes in local, state, and federal laws; changes with company’s policy and procedures; and contracts as they pertain to benefit changes.
  • Stays current new payroll and benefits rules and regulations to ensure compliance.
  • Assists the CFO. and Vice President of Human Resources with special projects, as necessary.
  • Other duties as assigned.

Education and Experience:

  • High School Diploma or equivalent required.
  • Specialized training in payroll and benefits processes.
  • At least five years of professional experience in payroll and benefits.
  • Experience with general ledger functions and the month-end/year end close process.

Certifications and/or Licenses:

  • Certified Payroll Professional (CPP) certification.
  • Must possess and maintain a current and valid state operator’s motor vehicle license and an acceptable driving record, per Company’s insurance requirements.

Knowledge, Skills, Competencies and Abilities:

  • Knowledge of payroll and benefits tracking, reconciliations and reporting.
  • Knowledge of regulatory standards and policies and procedures of payroll and benefits.
  • Must have strong written and verbal communication and interpersonal skills.
  • Must be able to work in a demanding, fast-paced environment.
  • Effectively communicate with people in potentially stressful situations.
  • Ability to consistently meet daily, weekly and monthly deadlines.
  • Must be very detail-oriented and accurate.
  • Must be able to work extended hours, if necessary or required.
  • Knowledge of confidentiality, HIPAA and privacy laws and regulations.
  • Must have ability to work independently, multi-task, prioritizing projects,and be a self-starter as well as to accept direction on given assignments.
  • Able to work effectively with all levels of the organization.
  • Must be able to quickly and effectively analyze situations and solve problems.
  • Must have a technical capacity and knowledge with Word, Excel, Outlook, and PowerPointand officeequipment software and equipment (e.g., copiers, fax machines, postage meters, label makers, printers, etc.)
  • Must have an effective time management system and organizational skills.
  • Ability to complete account reconciliations.
  • Ability to meet communicated schedules and deadlines.
  • Adherence to policies, procedures and instructions.
  • Ability to maintain good working relationships with vendors and employees.

  • Typically, this position works in an indoor, office environment, but may also be required to travel and work in remote, hot and cold climate conditions at various work sites.

  • Requires frequent sitting, standing, walking, bending and reaching.
  • Frequently required to talk or hear, and to use hands to finger, handle or feel, push, pull, and reach with hands and arms.
  • Must be able to see objects far and near.

  • Must be able to bend and squat.

Position Type and Expected Hours of Work:

This is a full-time position, 40 hours per week (8 a.m. to 5 p.m., Monday through Friday), with an hour break for lunch each day with the time varying depending on business needs. Occasional evenings and weekend work may be required as job duties demand.
