Project Transformation

An effort to deter students from the use of illegal drugs and to identify students who are using illegal drugs in order to provide an opportunity for intervention and treatment.

Participants

The following groups of students will be eligible for random suspicionless drug testing:

Spartan Pledge Makers

SHS students who are members of the “Spartan Pledge Makers” sign a promise not to use illegal drugs.

Co-Curricular Participants

SHS students who choose to exercise the privilege of participating in co-curricular activities that are defined in the Student Code of Conduct.

Students who register to park a motor vehicle in a SuperiorSchool District parking lot

SHS students who choose to exercise the privilege of parking a motor vehicle in a School District parking lot during the day.

IIIDISCIPLINE POLICIES AND PROCEDURES FOR CO-CURRICULARACTIVITIES: Attendance at school is mandatory. Participating in co-curricular activities sponsored by SuperiorHigh School is a privilege extended to every student. It is our belief that students electing to participate in such activities must accept the responsibility of conducting themselves in a fashion which reflects positively both on themselves and on the school and its programs.

These co-curricular programs are divided into three groups. Each group has its own rules and regulations which must be followed for continued eligibility.

A.Rules and Regulations Governing Athletic Teams and Related Activities

Penalties for violation in the above activities will carry over from sport to sport and to the following academic year or season.

1. All participants in the above activities shall follow the rules set forth year round in and out of school.

2. Out-of-School Suspension (O.S.S.): Students suspended from school will not be eligible to participate in the above athletic activities for one (1) contest for each day so assigned. If the student is not in an activity at the time of the O.S.S., the co-curricular suspension will be served during the next activity the student participates in. If an O.S.S is the result of a code violation, the greater of the penalties will be enforced.

3. Participants shall not use, possess, distribute or sell alcoholic beverages, controlled substances or tobacco.

4.Participants shall not conduct themselves in a manner which is contrary to the ideas, principles, and standards of the school, W.I.A.A., violate any civil or criminal law, or be involved in hazing, harassment or discrimination.

5. Participants shall not attend and knowingly remain at a party of youth involving alcohol or controlled substances even though they are not consumingalcohol or using the controlled substance.

PENALTIES FOR VIOLATIONS OF NO. 3, NO. 4, NO. 5,ARE:

1st Offense: Suspension for one-fourth (1/4) of season. If the number is a fraction, the suspension will be rounded up to the next whole number. If the suspension is not completed in the current season, the percentage of the suspension left will be carried over to their next activity.

2nd Offense: Suspension from athletic participation for one-half (1/2) of season. If the number is a fraction, the suspension will be rounded up to the next whole number. If the suspension is not completed in the current season, the percentage of the suspension left will be carried over to their next activity.

3rd Offense: Suspension from athletic participation for one year (365 days from the first suspended date).

4th Offense:Suspended from all co-curricular activities for theremainder of their high school career.

6. Participants shall not fail or refuse SuperiorHigh School’s Random Drug Testing. Drug Testing: If a student fails the drug test, the code of conduct penalty will be enforced. If a student refuses to take the drug test, they become ineligible for co-curricular activities for 1 year (365 days from the testing request.)

7.If a student is not involved in an activity at the time of the infraction, the penalty will start with the next activity the students participates in.

8. A student may not “work off” a code violation in a co-curricular activity which they have not previously participated in. Note: 9th and 10th grade students would be exempt from this rule.

9.To “work off” a code violation penalty, a student must make a team as a participant and remain on that team for the entire season. A student’s code violation penalty will be considered served if they are cut from a sport they have previously participated in and they do not participate in any other sport that sport season. A junior or senior cut from a sport that they have previously participated in will be released to participate in any other sport that season even though they did not participate in the sport their 9th or 10th grade years. Any code penalties will need to be served before they become eligible to participate in contest. Note: A student will not be allowed to “work off” a penalty as a manager in any sport unless they were a manager in the sport the prior season.

10.A student will not be able to participate in another activity until all equipment is turned in and fines/fees are paid from previous activities.

11.Any person who has a gathering at their home/property, owned, rented or leased, where alcohol or drugs are being used will be given a penalty at the next highest level above the level they would normally be suspended. Example: If a student hosts a party and it is their first violation, since the party was at their home/property they would be given the penalty as if it was their second offense.

12.Penalties may overlap into more than one activity but may not compound in time, extending beyond the time penalty assessed for the infraction.

13.Each coach has the right to set additional rules and regulations as they see fit for their particular sport. Penalties for such rules and regulations must be consistent with the Code and clearly communicated to player, parent, administration and activities director.

14.Attendance: A full day of attendance is mandatory on the day of a practice, contest or event. Judgment on special circumstances such as family emergencies, medical or dental appointments, field trips for school or college visits will be left at the discretion of the student’s administrator. The discovery of a violation of this attendance policy on an event or contest day will result in suspension from participation from the next event or contest. It is also mandatory for students to attend the entire day of school following an event unless return to the school was excessively late and absence is approved by the Principal at the request of the activities director.

15.Academic Eligibility: A student must meet school requirements defining a full-time student and have received no failing grade in the most recent 6-week grade-reporting period. Students receiving a failing grade in a grade-reporting period shall be ineligible to participate in above mentioned activities in Section A. (1) A student who becomes academically ineligible may regain eligibilityby meeting the academic standard following a period of 15 school days and nights. Students must complete and return the Academic Eligibility Form to the Activities Director to regain eligibility. The Academic Eligibility Form may be picked-up in the Activities Director’s office on the 12th day of ineligibility and must be returned by the 20th day of ineligibility or the student remains ineligible for the remainder of the grading period. (2) Students receiving incompletes are ineligible but regain eligibility immediately upon successful make-up of the incomplete course(s). Incompletes must be made up within two (2) weeks after a grade-reporting period. Students must demonstrate to the Activities Director the successful completion of a recorded incomplete. (3) A student may erase eligibility status following the last grade-reporting period of the school year through summer school courses (including correspondence courses) at the same or another school, provided the school gives credit toward graduation requirements.Fall Sports - The minimum ineligibility period shall be the lesser of (1) 21 consecutive calendar days beginning with the dateof earliest allowed competition in a sport or (2) one-third of the maximum number of games/meets allowed in a sport (rounded up if one-third results in a fraction).

Note: A students must be academically eligible to serve a code violation.

16.The Appeals Process: As with other school penalties, student suspensions from co-curricular activities are assigned by an appropriate administrator. Should a student or his/her parent wish to appeal a co-curricular suspension, the following procedures have been established.

A.First Level Hearing: A request for a first level hearing regarding a co-curricular suspension may be made to the principal who will hear the appeal. Such a request must be made in writing within ten (10) school days of assignment of such penalty. Upon notice of the desire for a hearing, the principal will schedule a hearing within three (3) school days of such notice, which will include, but not be limited to, the administrator responsible for the assignment of the suspension, the principal, the student, and his/her parents. The student (and his/her parents) shall have the opportunity to testify and present evidence on his/her behalf at the hearing. The results of this hearing will be made known to the student and his/her parents within three (3) schooldays of the date of the hearing. If the student or parent does not understand the procedure, they may contact the Director of Student Services at the Board Office.

B.Second Level Hearing: Should the student and his/her parents not be satisfied with the result of the first level hearing, a request for a second hearing may be made in writing to the principal and/or Director of Student Services within five (5) school days of the decision from the first hearing. Upon receipt of such a request, the principal will, within five (5) school days, convene a hearing panel consisting of no less than five (5) members of the faculty. This panel shall be empowered to hear the appeal and shall make known its decision in writing to the student and his/her parents within five (5) school days of the hearing. The student and his/her parents shall have the right of representation at any such hearing. Further requests for a hearing on matters of co-curricular suspension beyond the second level should be directed to the Superintendent of Schools.

17.Expulsions: Students expelled from school will not be eligible to participate in any of the activities listed in Section A on Page 7. The starting date will be the first actual date of the expulsion from the school district.

B.Rules and Regulations Governing Other Co-curricular Activities:

Penalties for violation in the above activities will carry over from activity to activity and to the following academic year or season.

1.All participants in the above activities shall follow the rules set forth year round in and out of school.

2.Out-of-School Suspension (O.S.S.): Students suspended from school will not be eligible to participate in the above activities if the O.S.S. is within one (1) month of the competition. If the O.S.S. happens outside one month of the competition date, the student must complete 5 hours of service for each day suspended before they regain eligibility to compete. If an O.S.S is the result of a code violation, the greater of the penalties will be enforced.

3. Participants shall not use, possess, distribute or sell alcoholic beverages, controlled substances or tobacco.

4. Participants shall not conduct themselves in a manner which is contrary to the ideas, principles, and standards of the school, W.I.A.A., violate any civil or criminal law, or be involved in hazing, harassment or discrimination.

5. Participants shall not attend and knowingly remain at a party of youth involving alcohol or controlled substances even though they are not consuming or using the alcohol or controlled substance.

PENALTIES FOR VIOLATIONS OF NO. 3,NO. 4, NO. 5, ARE:

1stOffense:15 service hours

2nd Offense:30 service hours

3rd Offense:Suspension from co-curricular participation for one year (365 days from the first suspended date).

4th Offense: Suspended from all co-curricular activities for the remainder of their high school career.

Note: If O.S.S. or code violation is within 1 month before the competition, students will be suspended from competition. If the O.S.S. or code violation is more then 1 month before the competition, service hours must be completed before the competition to regain eligibility.

6. Participants shall not fail or refuse SuperiorHigh School’s Random Drug Testing. Random Drug Testing: If a student fails the drug test, the code of conduct penalty will be enforced. If a student refuses to take the drug test, they become ineligible from co-curricular participation for 1 year. (365 days from the testing request.).

Students not meeting academic eligibility standards in a grade-reporting period shall be ineligible to participate in above mentioned activities in Section B. (1) A student who becomes academically ineligible may regain eligibilityby meeting the academic standard following a period of 15 school days and nights. Students must complete and return the Academic Eligibility Form to the Activities Director to regain eligibility. The Academic Eligibility Form may be picked-up in the Activities Director’s office on the 12th day of ineligibility and must be returned by the 20th day of ineligibility or the student remains ineligible for the remainder of the grading period.
