Career Grade Framework – HR Officer – Grades 6-7

The HR career grade has been developed to reflect evolving organisation requirements. The framework comprises 2 distinct levels which, together with the roles of HR Assistant at Grade 5 below the Career Grade and the HR Adviser at Grade 8 above it define the progression route for professional HR staff.

The post holder will have the opportunity to progress from Level 1 (Grade 6) to level 2 (Grade 7) subject to demonstrating the requisite competency standards. Progression between levels will be managed through the PDP process. The competencies and requirements for each level are set out below.

HR Officer (Grade 6)

Main Purpose of Job

To provide support within the HR advisory service to ensure, excellent, flexible and responsive operational advice and guidance in relation to people issues across the Council.

Main Duties

  1. To support the HR Adviser by undertaking the administration and processes necessary to ensure a proactive, customer focused, high quality and effective HR Service.
  1. To improve existing procedures where necessary and to ensure these processes remain user friendly and efficient. Ensuring all paperwork and data is accurate and effectively stored.
  1. Assist the HR Advisers and Employee Relations Manager with generalist HR matters including: -
  2. reviewing and developing policies and procedures
  3. providing advice to managers in relation to informal stages of HR policies in respect of employee performance, conduct and absence management
  1. Providing confidential ad hoc advice and assistance to employees under the guidance of the employee relations manager.
  1. Assisting with preparations for disciplinary and grievance hearings as necessary.
  1. To provide administrative support to HR projects as directed by the Employee Relations Manager and/or HR Operations Manager.
  1. Providing administrative support to the HR Advisers as required including restructures, redundancy and TUPE.
  1. To assist in the development and delivery of HR related management training and induction programmes as required.
  1. To provide cover for HR processes and administration on the absence of other staff as required e.g. recruitment and accounts administration

Main Purpose of Job

To assist the HR Advisory Team with providing excellent, flexible and responsive operational advice and guidance in relation to people issues across the Council.

Main Duties

1)Advising managers and staff on a wide range of HR related matters under the guidance of the Employee Relations Manager.

2)Support and where appropriate, be involved in disciplinary, capability and grievance investigations/hearings as designated by the Employee Relations Manager.

3)To monitor and carry out sickness review reviews for employees in conjunction with the line manager and assist in reviewing complex sickness cases leading to formal action under the Council Absence Management Policy and procedures. Liaising with Occupational Health as required.

4)Support the management of change process with advice and guidance and liason with affected employees un the guidance of the Employee Relations Manager

5)Support the HR team in delivering HR Projects, participating as directed by the Employee Relations Manager and/or HR Operations Manager.

6)Carrying out research into emerging employment legislation and best practice and provide findings to HR Team.
