A MEETING of the PARISH COUNCIL will take place on WEDNESDAY DECEMBER 14, 2016, AND WILL BE HELD IN THE VILLAGE HALL, TO START AT 7.30pm. You are requested to attend.

Before the commencement of the agenda business, there will be a 15 minute session starting at 7.30pm for members of the public to raise any matters they have concerning the parish.

Minutes of a meeting of the Parish Council held on Monday November 14, 2016, in the Village Hall at 7.30pm

Also present the clerk Mike Elliott and one resident.

Before the start of the council meeting members discussed the matter of the NaturePark with local resident Bob Simpson who had expressed an interest to assist the council in their work to establish the proposed NaturePark. He agreed to join a group being set up to look to make initial suggestions for the scheme for the Park. The councillors would be Everard Robinson, John Young and Phil Lilley. The question of the group having executive powers would be looked at when progress was made on the setting up of the scheme.

2.DECLARATIONS OF INTEREST There were none

3.MINUTES OF PREVIOUS MEETING HELD ON OCTOBER 19, 2016 were accepted as circulated and signed by the chairman after it was pointed out the speaker in the open session had not been a resident of the village.

4.CLERK’S REPORT

Tree cutting work on the playing field will be carried out in December during school holidays.

5.VILLAGE HALL

There were no reports of any problems.

6.CORRESPONDENCE

Keep Britain Tidy wrote to seek support from the council for their campaign to have money collated by the Government from Landfill Tax -- said to be £1.1billion—to be used to help meet expenditure to prevent fly-tipping. The KBT group are also calling for stiffer penalties to be imposed by the courts on those people caught for fly-tipping offences. The clerk was asked to write in support of the campaign.

Fracking report, Coun. Everard Robinson was thanked by the council for his report.

7.PLANNING MATTERS

Rushcliffe Borough Council planning applications

16/01453/out B Barton, land to east of South View, Ash Lane. outline permission for residential development, all matters reserved. Object. The council feel the proposed site is an inappropriate one for development.

16/02693/ful. Dominic Eade, 26 Chapel Lane. Double storey side extension with internal alterations and new porch. No objection.

16/02560/ful. Paul Dancer, 5 Gables Farm Drive. Summer house. No objection.

8PLAYING FIELD

Nothing was reported in addition to the project for tree cutting.

9.NATUREPARK

Mr Ian Torr, the parish council solicitor said he was awaiting confirmation of action from the solicitors for Persimmmons in regard to payment of finance to the council. The council completed form had been sent to them. The council confirmed the comments made earlier in the meeting in the public session.

10.FINANCE

CHEQUES FOR PAYMENT were approved as per the circulated list.

11.WEBSITE

There was no progress reported on the matter involving recovery of the information on the original website. Coun. Robinson agreed to discuss the matter with the site providers.

12.ENVIRONMENTAL MATTERS

Nothing was raised.

13.QUESTIONS TO THE COUNCIL

The clerk was asked to progress the request to Streetwise for an additional waste bin to be erected on Church Lane. The question of a need for village road name signs to be cleaned was raised. The Road safety group were now receiving good support and the number of volunteers were among the highest in the Borough. The question of a 7.00am speed check was being investigated.

14DATE FOR NEXT MEETING – WEDNESDAY DECEMBER 14, 2016 It was agreed to bring the date of the next meeting forward to December 14. The clerk was to check the availability of the village hall.

15.AGENDA ITEMS FOR NEXT MEETING

It was confirmed the NaturePark would be a permanent item on the forward agendas.
