The Mississauga Halton LHIN serves the municipalities of South Etobicoke, most of Mississauga, Halton Hills, Oakville, and Milton, and covers approximately 900 square kilometres. As the Director, Health Systems Performance Management, you will report to the Chief Operating Officer and be a key member of our Senior Management Team. You will be complemented by a highly collaborative group of peers focused in the areas of health systems development, finance/risk management and decision support and together you will support our future directions. Your portfolio will focus on performance management and as a key senior leader; you will be responsible for leading performance, accountability and allocation matters within our LHIN including contributing to the achievement of our Annual Business Plan, and our Integrated Health Service Plan.

Priorities and Expectations

·  Provide inspirational leadership, strategic direction and project management to the performance management group including interpretation and management of the change process associated with health system transformation.

·  Advance Local Health System Performance by participating and/or leading sector specific committees/work groups to facilitate the improvement of the MH LHIN local health system performance in areas such as Alternate Level of Care (ALC) reduction.

·  Act as key interface between Health Service Providers’ (“HSP”) Senior Leadership and the LHIN on all performance, accountability and allocation matters.

·  Manage, monitor and evaluate (“HSP”) performance specific to their performance accountability agreements; Ministry defined goals, regulations, guidelines; key performance indicators; and compliance/innovation/partnership initiatives.

·  Participate in the negotiation/preparation of new performance agreements and multi-year funding targets for HSPs as well as play a key role in the development of related policies, procedures and/or strategies for performance management which set clear and achievable performance obligations for HSPs.

·  Contribute expert advice on performance standards and service provider performance/accountability to the development of health system and integration plans, interpretation of system performance and other sector specific issues to the LHIN team.

·  Review and evaluate funding proposals, managing operational reviews and making recommendations to LHIN Senior Management.

·  Establish and manage clear lines of communication and requests for information and direction with HSPs and Ministry of Health and Long-Term Care (MOHLTC) to achieve LHIN HSP performance objectives.

·  Provide a co-leadership role in the development of the LHIN’s Annual Business Plan.

·  Report on progress, identified risks and related mitigation strategies in our quarterly, yearly and reports as well as those required for the LHIN Board and to provide periodic reports of your business unit’s performance to the COO.

Your Professional Qualifications Include:

·  Healthcare Systems Experience and Knowledge: In-depth knowledge of the Ontario health system, business strategies, objectives, priorities and programs.

·  Performance Management: In depth knowledge and experience in performance management and evaluation techniques in one or more health sectors related to financial, administrative, and clinical performance.

·  Performance Evaluation: Demonstrated knowledge and experience in organizational monitoring approaches, processes and/or systems including experience in analyzing and interpreting performance data, including financial data and quality indicators

·  Contract Management and Agreements: Knowledge and experience with developing contracts with agencies including procedures, documentation requirements and the ability to effectively manage facilitate and negotiate complex and sensitive agreements/ contracts.

·  Risk Management: A good understanding of financial reports, and considerable expertise in risk management. Demonstrated capacity to identify and respond quickly to emerging issues and priorities.

·  Team Leadership: Demonstrated leadership skills including the ability to build and lead performance driven teams while aligning with organization values, setting priorities and undertaking multiple tasks with tight deadlines.

·  Relationship Management / Collaboration / Influence: Exceptional relationship management, influence and facilitation skills including the ability to work collaboratively with other business unit leaders, other LHINs, external stakeholders and interest groups.

·  Communication: Superior, communication and presentation skills including the ability to communicate effectively with tact and diplomacy at all levels.

·  Familiarity of LHINs and their mandate is an asset.

·  Education: Preference for a Masters education in health sciences/administration, business administration or a relevant field.

Location and Travel

This position is located in Oakville, Ontario at the Mississauga Halton LHIN headquarters. Travel is required throughout the Mississauga Halton LHIN area and parts of Ontario.
